The purpose of the CHSP is to provide a data driven, system -wide, comprehensive, collaborative approach to road safety in Montana. More information is available at www.mdt.mt.gov/safety/plans-programs/chsp.shtmi. A. Executive Summary -Adear summary ofwhat isbeing proposed In this section, include a statement of how your project supports some aspect of the CHSP. At a minimum, this statement should indicate which CHSP emphasis area(s) are supported by your project. If relevant, also please indicate how your project could contribute toward or enhance the implementation of specific new strategies within the emphasis area(s). This projects supports the purpose of the STEP program; to reduce crashes, injuries, and fatalities associated with impaired driving and increase seatbelt and child safety seat usage through high visibility patrol in high crash corridors and arterial roads that feed into high crash corridors. will fund officer overtime to deter impaired driving and occupant protection violations; to provide high visibility patrols to enforce ired driving and occupant protection violations; to conduct patrols during high risk time frames for local events, holidays, and 18. Focused enforcement efforts to reduce motor vehicle crashes, all effects of alcohol related driving and increase seatbelt nan ILEADS RMS data for 2014 number of Crashes: 1512 Fatal Crashes: 1 (Same as 2013) Injury Crashes: 88 (5.8%oftotal and a 8.6% increase from 81 in 2013) Alcohol/Drug Crashes: 36 (2.3% of total and a 16% increase from 31 in 2013) Bozeman Police Department 2014 DUI Arrests: 356 (2% increase from 349 in 2013) Bozeman Police Department 2014 Seat belt violation citation: 254 (5% increase from 241 in 2013) C. Goal/s The desired long-range effect of your project. This should tie in with the State's highway traffic safety goals as stated in the CHSP and Highway Safety Plan. Increase safety on Bozeman's streets and highways by decreasing the number of motor vehicle crashes through enforcement. Increase occupant protection usage thereby reducing the number of injuries from crashes by enforcing seat belt and child safety seat Reduce alcohol and drug related crashes by detecting and arresting impaired drivers. Reducing the number of impaired drivers on the roads through education and high viability deterrence. D. Evaluation & Internal Assessment Describe how you will measure the level of success toward meeting your goal(s). What sources of data will you use? How will you collect the data/how often? Make sure that appropriate activities are in place within your plan to set up and manage these monitoring activities. Examine officer logs, quarterly reports, and mobilization reports at the end of each quarter to measure success. Compare STEP data from previous years with current date. Examine yearly, MDT crash summaries and (LEADS RMS for Bozeman, comparing data from previous year to measure success. IG. Future Funding Plan/Sustainability Strategic plan for how the project will be supported beyond this contract year. In order for this department to support this project beyond this contract year, we would require grant funding for FY17. H. What function(s) do budgeted emolovees berform? he average overtime rate for the Bozeman Police Department is $45.18 per hour. Only the actual rates are requested for grant ximbursement. The Bozeman Police Department is planning eighty-three (83) four (4) hour STEP patrols. The calculations are 83 patrols X hours X $45.18 per hour=$15, 000.00. Fringe benefits include health insurance, annual and sick leave, and retirement contributions. udgeted Bozeman Police Officers are all sworn, DUI certified officers who will work overtime to perform STEP patrols designed to the oals and objectives of Montana's Comprehensive Highway Safety plan and will contribute to the reduction of the number and severity of affic crashes, injuries, and fatalities on Montana's roadways. Officers will participate in mobilizations and high risktime frames working ,d collaborating with other local law enforcement agencies participating in the STEP program.
