Box 1230 851 Bridger Drive, Ste 6 Bozeman Montana 59711-1230 Bozeman, MT 59715 Attention: Mr. Rick Hixson, PE Attention: Mr. Larry Cawlfield PE INTRODUCTION As a result of data obtained during investigations performed for the Corrective Measures Assessment (CMA), follow-on work tasks have been identified. This scope of work describes those follow-on work tasks. SCOPE OF WORK This scope of work covers miscellaneous work tasks including the following: 1. Respond to comments in DEQ's letter dated December 8,2014. 2. Given a waste history for the landfill, run the LandGEM model and document results, assumptions, limitations and data in a memo. 3. Coordinate and oversee pumping and leak testing of the leachate tank. 4. Coordinate and perform pumping and disposal of liquid from Landfill Gas wells. 5. Project management including progress meetings with the City. Each of these tasks is described in the following paragraphs. 1. Responding to DEQ comments. Tetra Tech will prepare draft comments to address comments in DEQ's letter dated December 8, 2014. These comments generally deal with the efficacy of the selected remedy at other locations and a suggested backup plan in the event that the selected remedy is not effective. We will rely on our experience at other sites to respond to these questions but will also rely on projects by others, and general references related to soil vapor extraction. We will provide one draft copy of a response to the City and will incorporate comments from the City regarding the draft copy in a final copy to be submitted to DEQ. When water quality information from the recently completed monitoring well in the golf course is available to address Comment Number one in the DEQ letter, Tetra Tech will incorporate that information into the memo or issue a separate memo. 2. LandGEM modeling. Tetra Tech will obtain a history of landfill waste placement from Greatwest and perform modeling with EPA's LandGEM model to estimate the history and predicted future of gas and VOC emissions. Tetra Tech will present the results in a draft memo to the City and will incorporate the City's comments on the draft memo into a final version. 3. Leachate Tank Testing. Tetra Tech will perform testing of the existing leachate tank. To do this, we will coordinate with City personnel that will pump the existing tank and transport the leachate to the City's wastewater treatment plant. Then we will hire and coordinate a specialized subcontractor to pressure test the tank. Tetra Tech will incorporate the City's comments on the draft memo to produce a final memo. 4. Pumping of wells. Tetra Tech will insert a submersible pump into LFG wells holding liquid and evacuate the liquid into a tank. Tetra Tech will perform this evacuation twice — once as soon as possible and a second time about one month after the initial pump out. In between, we will monitor accumulation in the wells. Results of the initial pump -out and the secondary pump -out will be presented to the City in a draft memo. Recommendations for long-term handling of accumulated water (if warranted) will be made. Tetra Tech will incorporate the City's comments on the draft memo into a final version of the memo. 5. Project Management. Tetra Tech will attend meetings with the City during the coming months to advise the City of progress on the tasks described herein and other landfill related tasks. Tetra Tech will also produce monthly summaries of progress on this task order and will communicate at many intermediate times using phone and email as warranted. Schedule We will complete these tasks will be completed once authorization to proceed is received. Our anticipated schedule to complete all the tasks is approximately 8 weeks after authorization. COMPENSATION Estimated costs to complete the foregoing scope of services are $39,798.00. A breakdown of these proposed expenditures is contained in the attached cost estimate. The services will be conducted on a time and materials basis as described in the Contract between the City and Tetra Tech. Special Conditions Execution of this Task Order constitutes acceptance of all terms and conditions contained in Tetra Tech's Professional Services Agreement with the City of Bozeman, dated April 15, 2014.
