HomeMy WebLinkAbout07-15-14 Downtown Tax Increment Finance District (TIF) Minutes Downtown Tax Increment Finance Board Meeting Minutes July 15, 2014 Attending: Bobby Bear, Bob Hietala, Shannon Haish, Bob Lashaway, Bill Stoddart, Scott Lee, Carson Taylor, Chris Naumann Absent: Vonda Laird Public Comments Disclosures Bill Stoddart disclosed that he participated in a meeting with Chris regarding the concept of establishing a co-work and start-up incubator office space in downtown. He indicated that Rob Irizarry of Start-Up Bozeman and the Blackstone Launchpad consistently has entrepreneurs and start-up companies that would benefit from a collaborative office space in downtown. Chris added that he is currently looking for an existing vacant space downtown to use as a pilot project. Chris concluded by saying that he has been in discussions with a developer that is interested in dedicating some space in a new building as a co-work/incubator office. Minutes ACTION: Bill Stoddart moved to approve the June minutes as presented. Bob Hietala seconded the motion. All voted in favor. Financial Report Chris presented the Finance Report as of June 31, 2014 with the most current numbers. He noted that he was still waiting for year-end revenue figures from the City who was in turn waiting for the figures from the Montana Department of Revenue. Chris noted the final expenditures of FY14 included: $1578 for streetlamp wiring repairs; $3541 for the 3D Modeling Project; and $423,088 for the annual debt service on the garage bond. The board had no questions regarding the finance. Executive Director’s Report Technical Assistance Program Update The first chart below lists the 2 remaining grants from FY2013 that have not been completed. The second chart lists the 11 grants awarded in FY2014 totaling a $62,000 commitment of the $100,000 budget. Keep in mind that the committed grant amounts are only tentative since the actual reimbursement amount will be determined as a one to one match upon completion of the grant work. As a reminder, the Planning grants have a $7500 cap and the Façade grants are capped at $3000. Bold listings indicate completed. Unified Development Code Amendment It came to my attention that the UDC requirements for structured parking stall dimensions did not match those implemented at the Bridger Park Garage or several well-respected national standards. A Code Amendment has been requested. Downtown Parking Update The graphs below show the trends in both garage use and revenue for June. Entries and revenue were up 7% and up 14% over June 2013. Therefore year-to-date entries and revenue for 2014 are up 16% and 17% respectively over 2013. Chris presented the budget showing that new line item. ACTION: Bob Lashaway moved to approve the revised FY2015 Budget as presented. J Bob Hietala seconded the motion. All voted in favor. Bridger Park Garage LED Retrofit Proposal Chris reported that a pilot LED fixture recommended by McKinstry was installed in the basement of the Bridger Park Garage last week. Chris said that the motion sensor detector works really well. But he added that there is some concern regarding the output of the light fixture. The McKinstry fixture is located between the LED unit we have been installing at the garage to date and one of the original metal halide fixtures. The McKinstry fixture is the dimmest of the three even once powered up to 100% by the detection of motion. Chris said he wanted to finish the board meeting 15 minutes early so that those that wanted to could go to the garage to examine the McKinstry fixture. Bob Lashaway said he felt that the board did not need to get involved in vetting the specifics of the project and the fixtures. He added that he felt the board agreed to fund the project and that he trusts the individuals—Chris Naumann, Scott Lee, and Natalie Meyers—to be diligent and properly implement the project. The rest of the board members agreed with Bob’s conclusions. At 12:55pm Bobby adjourned the meeting.
