HomeMy WebLinkAbout11-20-14 Historic Preservation Board minutesMinutes for the November 20, 2014 meeting of the Bozeman Historic Preservation Advisory Board Members present: Kelsey Matson, Pat Jacobs, Lisa Verwys, Steve Keuch, Lora Dalton, Merri Ketterer, Courtney Kramer (staff liaison), Cyndy Andrus (commission liaison) Members Absent: Matt Kennedy (excused), Michelle Morgan, Bryce Ledbetter, Mark Hufstetler I. Call to order- meeting was called to order at 6:35 pm II. Approval of prior minutes- Minutes from October 23, 2014 were unanimously approved as presented. III. Public comment- none IV. Disclosure of ex parte communication- none V. Introduction of invited guests- David Chambers was invited but could not attend. Brief discussion of BHPAB involvement with the Affirmative Maintenance Ordinance, CK suggests topic moved to agenda item at later date. VI. Action Item a. Historic sign designation Montana Motor Works. Building has been rehabbed for retail, there has not yet been an application for the designation but it is expected. VII. Chair’s Report a. Board retreat and training i. Retreat- CK will create doodle poll to determine January date b. Holiday meeting schedule i. Monthly board meeting will not be held in December (unanimously passed) ii. Thanks to SK, board will have holiday party at Julia Martin House. CK will put out a doodle poll to determine date. c. 2013 work plan update- there is a new template from the city clerks/legal for board bylaws. BHPAB will work on revising its bylaws. PJ requested BHPAB bylaws document. VIII. Committee Reports- Action item a. Plan for preservation awards- MK i. Options for awards are May (preservation month) or October. Board votes to hold awards in May 2015 (second or third week on Tuesday, Wednesday, or Thursday). ii. Board volunteers needed to research the following: 1. Venue- Beall, Ellen, Masonic, Baxter? Allow for refreshments, slideshow. LV volunteers. 2. Refreshments- SK volunteers 3. Guest speaker- LD volunteers 4. Slideshow presentation for ceremony- not assigned 5. Media Coverage (facebook, posters, website, flyers)- not assigned
6. Physical award- house number? signage? photo/certificate? Not assigned. 7. Eligibility/Requirements- LD, PJ, KM, MK will meet 12/4 to finalize. Must submit memo to city with board progress by 12/12. See LD memo to City Commission for results from this meeting. iii. Nominations 1. Will come from board and public from January 12-March 13. 2. Judging will be done by the board on March 26. b. Other committee reports i. LV- Heritage Consortium did not meet as planned for retreat. ii. SK- would like to set up network of reps from historic districts to inform/communicate what BHPAB is working on. IX. Staff Liaison report- CK a. Website- still working on content but site is live. Take a look, currently in-progress on “Modifying My Property” page, send CK suggestions. b. Depot- New roof is on. Great example of public and private partnerships to spur private re-investment. c. East Willson School- CK took a tour of construction, many elements are being retained during rehab. d. Cultural resource surveys- intern has survey almost 3 areas focusing on architectural style, historic integrity, and eligibility for registry. Also working in the B-3 area. e. Community Development Block grant- $30000 to study to conservation overlay district (program is 23 years old). Is it effective? Accomplishing what it was intended to? Could it be more effective? Consultant will be hired mid-January and reports expected in July f. City design guidelines- do not include mid-century architecture, would like to add chapter or addendum to address this.
