SUBJECT: Joint Resolution on the Law and Justice Center – Resolution No. 4580

RECOMMENDATION: Authorize the Mayor to execute the Joint Resolution on the Law and Justice Center.
SUGGESTED MOTION: Having considered public comment and the information presented by staff, I
hereby move to authorize the Mayor to execute Resolution No. 4580, establishing an advisory committee to explore Gallatin County and City of Bozeman cooperation on joint improvements at the Law and Justice Center campus.
BACKGROUND: Staff and elected officials from the City of Bozeman and Gallatin County
collaborated to draft a joint resolution on the Law and Justice Center, Resolution No. 4580. The resolution outlines the framework for the City and County to explore further cooperation for co-location of law enforcement and courthouse buildings, infrastructure, parking, and facilities at the Law and
Justice Campus located at 615 South 16th Street, Bozeman. The first joint meeting to review the Master
Plan for the Law and Justice Campus is set for Thursday, February 26th at noon at City Hall.

COMMISSION RESOLUTION NO. 4580
A RESOLUTION ESTABLISHING AN ADVISORY COMMITTEE TO EXPLORE GALLATIN COUNTY AND CITY OF BOZEMAN COOPERATION ON JOINT IMPROVEMENTS AT THE LAW AND JUSTICE CENTER CAMPUS.
WHEREAS, the City recognizes the need for a new facility to such a degree that a bond issue
was proposed to the voters; which vote ultimately failed; and
WHEREAS, the County recognizes the need for a new facility to such a degree that a reserve
account has been established for the purpose of designing a facility in order to present a bond issue
to the voters by 2018; and
WHEREAS, the County and City recognize that there is public benefit to co-locating Law
and Justice Facilities and operations; and
WHEREAS, the parties have previously worked in successful partnership developing the
County 911 Dispatch Center and Bozeman Fire Department Station No. 3, co-located at 1705
Vaquero Parkway, Bozeman, MT 59718; under a certain condominium agreement; and
WHEREAS, the parties have developed a needs assessment and Master Plan for the Law and
Justice Campus that recognizes certain benefits in making improvements on a coordinated basis to
the Law & Justice Campus; and
WHEREAS, Gallatin County and the City of Bozeman are committed to explore further
cooperation for co-location of law enforcement and courthouse buildings, infrastructure, parking,
and facilities at the Law and Justice Campus, 615 South 16th St. Bozeman, MT;

NOW THEREFORE BE IT RESOLVED, that the City Commission will work cooperatively
with the County in forming a “steering committee” and appoint, at minimum, one representative
from the party’s respective commission, law enforcement agency, and administration.
The steering committee shall be tasked with:
1. Determining if the Master Plan and Needs Assessments are still valid.
2. Reviewing and determining if the Findings of the Law and Justice Task Force are still valid
3. Identifying challenges and opportunities to cooperation on a joint facility.
4. Reporting regularly to the County and City Commissioners, either in regular or joint sessions.
5. Making a recommendation to the respective Commissions on a joint facility or separate
facilities and drafting a Resolution based on that recommendation for each Commission to consider no later than July 1, 2015.
