SERVICES
The City of Bozeman (City) is seeking Proposals from consultants qualified to provide
professional engineering services to complete a groundwater investigation. The goal of the groundwater investigation is to determine a location, or locations, suitable to permit
and construct high capacity groundwater wells for municipal use in the Gallatin Valley.
Request for Proposals packets are available at the Office of the City Engineer, PO Box
1230, 20 E. Olive St, Bozeman, MT 59771; or by calling 406-582-2280 during normal business hours.

the BID button and clicking on the link to this project.
Proposals must be submitted no later than 5:00 p.m. on April 1, 2015 to:

Responses received after 5:00 p.m., on that date will not be considered.
Any submitting entity under this invitation must sign and return the required affirmation
stating that they will not discriminate on the basis of race, color, religion, creed, sex,

gender identity or disability in the exercise of contract should it be awarded to that
entity. Each entity submitting under this notice shall also recognize in writing the eventual contract will contain a provision prohibiting discrimination as described above

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed Sixty (60) days, and to

REQUEST FOR PROPOSALS
GROUNDWATER INVESTIGATION
INTRODUCTION
The City of Bozeman (“COB”) is seeking proposals from consultants qualified to provide professional engineering
services to complete a groundwater investigation. The goal of the groundwater investigation is to determine a
location, or locations, suitable to permit and construct high capacity groundwater wells for municipal use in the
Gallatin Valley. The MT Bureau of Mines and Geology (MBMG) will review existing available hydrogeologic
information collected and reported in the Gallatin Valley to draft a scoping report with maps that delineates
areas with the greatest potential for groundwater development without regard for engineering and water rights
considerations. The MBMG will provide existing available data, assistance, and expertise within its normal scope
of service to aid the groundwater investigation as it proceeds.
The COB Integrated Water Resources Plan recommends that a groundwater source provide 5,810 acre-feet of
annual water supply to meet the city’s 50-year high growth water demand projection. A permit to appropriate
groundwater for this large annual withdrawal volume will be exceptionally challenging to obtain in the closed
Upper Missouri Basin. A permit to appropriate will only be issued if the use of the groundwater is controlled so
the water rights of prior appropriators are satisfied. Any adverse affects to existing appropriators must be
mitigated for.
The well field must be strategically sited in a location where groundwater is physically available, where it is of
acceptable quality both now and into the future; and where it stands a reasonable chance of obtaining a permit
to appropriate water.
PRELIMINARY SCOPE OF WORK
The preliminary scope of work involved for this project is outlined below. Additional tasks and work elements
may be added during contract negotiations. It is also possible that tasks or elements could be deleted through
negotiation. In its proposal, the consultant may recommend addition/deletion of tasks or modification of tasks
in describing its particular understanding and approach for the project.
Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the
prime consultant. Any sub-consultants which comprise the overall consultant team must be identified along
with a description of past working history between the firms.
The COB desires to complete the proposed work in a diligent manner. Proposals must clearly indicate the
consultant’s anticipated schedule given their staffing and current and projected work load commitments.

Task 1 – Identify Well Field Location(s)
Using the MBMG scoping report as a guide, identify strategic tracts of land within the focus areas that are most
suitable to develop a municipal well field and explain suitability criteria utilized for the identification.
Task 2 – Physical Groundwater Availability
Using existing available data, estimate the physical annual reliable yield of groundwater at each potential well
field site. Determine if multiple sites are necessary to achieve the recommended annual groundwater volume of
5,810 AF in the IWRP.
Task 3 – Water Quality Assessment
Using existing available data, assess the water quality of the groundwater resource at each potential site and
evaluate its susceptibility for future water quality degradation or impairment. Evaluate the need for water
treatment.
Task 4 – Source Water Protection Zone
Identify groundwater recharge and inventory areas for the proposed well field sites, assess potential sources of
contamination within the inventory areas, and recommend possible land use limitations to minimize the risk of
contamination of the groundwater supply source.
Task 5 – Adverse Affects Analysis
Develop a hydrogeologic model to approximate the surface water / groundwater interaction at the well field site
and estimate potential adverse affects to existing water rights. Tabulate water rights that may be adversely
affected.
Task 6 – Mitigation Strategy
Prepare a mitigation strategy to satisfy water rights of all appropriators that may be adversely affected. The
mitigation strategy must account for the unique temporal and spatial attributes of each adversely affected
water right. Determine infrastructure requirements to implement the mitigation strategy.
Task 7 – Conceptual Well Field Design
Develop a conceptual design for the well field site that includes well specifications and pipe layout, pump
requirements, control building, electrical power, other major appurtenances, and evaluate transmission main
alignment options to connect the well field to the city’s existing water distribution system.
Task 8 – Opinion of Probable Costs
Prepare an opinion of probable cost to permit, construct, and operate the well field site. Include estimates for
land acquisition and rights-of-way for transmission main piping. Include estimates for the acquisition of
mitigation water rights and mitigation infrastructure. Determine annual operations and maintenance costs.
Task 9 – Groundwater Investigation Report
Compile the work completed for the groundwater investigation into a bound report, as well as a searchable PDF,
and deliver all hydrogeologic modeling files. The report shall discuss findings, major issues encountered, data
gaps, anticipated permitting challenges, and provide recommendations for next steps in the planning,
permitting, design, and construction of a municipal well field project.

PROPOSAL REQUIREMENTS
Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 5:00 pm
on April 1, 2015 to the City Clerk at the physical address below. Proposals shall be individually bound and
presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location.
Proposals must be shipped or hand delivered. Late proposals will not be considered.

Proposals shall, at a minimum, include the following items:
• A narrative describing the consultant’s particular understanding and approach for the project. Specific
challenges should be identified along with unique solutions proposed to complete project tasks and
achieve project goals.
• A proposed work plan indicating tasks to be accomplished, work schedule, consultant personnel and
sub-consultants expected to perform each major task element, prior work history of consultant and sub-
consultants, person-hours required to accomplish each task, and the involvement anticipated of COB
staff and MBMG staff (and timing and nature of that involvement).
• Qualifications of key individuals assigned to the project, their availability during the relevant time
periods, and their recent experience on similar projects.
• References for whom key individuals of the consultant and sub-consultants have performed similar work
within the last five years, and two examples of work produced under similar contracts (examples
produced on projects utilizing the key personnel identified for this proposal are preferred).
• A completed and signed Non-Discrimination Affirmation Form (see Attachment A).
CONSULTANT SELECTION
A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified
consultant to provide services required for the project. Proposals will be evaluated on the following criteria and
the requirements of MCA 18-8-201 et seq.
• The consultant’s specific project approach and understanding;
• Qualifications of professional personnel to be assigned to the project;
• Capability to meet project time and budget requirements;
• Location of the consultant in relation to project;

• Present and project workloads ;
• Related experience on similar projects;
• Recent and current work for the COB.
A determination of finalists to be interviewed will be made by the selection committee based on an evaluation
of written proposals received. Award will be made following contract negotiations to the most qualified
consultant at a price which the COB determines to be fair and reasonable taking into account the estimated
value of services to be rendered, as well as the scope, complexity and professional nature thereof.
If the COB is unable to negotiate a satisfactory contract with the consultant initially selected at a price the COB
determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB
will select another consultant in accordance with MCA 18-8-204 and continue until an agreement is reached or
the process is terminated.
