Minutes – Approval of Regular City Commission Minutes from January 26, 2015 and User Access to Linked Minutes. Consider the motion: I move to approve the Regular City Commission Minutes from January 26, 2015 as submitted. F. Consent 1. Authorize Payment of Accounts Payable Claims for Goods and Services (LaMeres) 2. Appoint Commissioners Pomeroy and Mehl to review the Depository Bonds and Pledged Securities as of December 31, 2014 (Clark) 3. Authorize Mayor's Signature on the Annual Certified Local Government Grant Application for 2015-2016 to the Montana State Historic Preservation Office for Funding a Portion of the Historic Preservation Officer’s Salary, as well as providing Financial Resources to Preservation Outreach and Education Events (Kramer) 4. Acceptance of the Firehouse Subs Public Safety Foundation Grant to replace the current Air bags which have exceeded their Useable Shelf Life and need to be replaced, and a Highway Vehicle Stabilization Kit (Shrauger) 5. Grant Application with Montana Department of Transportation (MDT) to receive Select Traffic Enforcement Program (STEP) Equipment Grant Funds to Purchase a Hybrid Radar/Message Board Trailer (McLane) February 9, 2015 Bozeman City Commission Agenda Page 2 of 4 6. Agreement with Bozeman Sports Park Foundation for Bozeman Sports Park Project (Poissant) 7. Amendment No. 4 to Professional Services Agreement with Morrison Maierle for the North 7th Avenue Lighting Design and Construction (Brekke) 8. Task Order No 3 for the Professional Services Agreement with Dowl HKM to provide Right-of-Way Acquisition Services for Public Access and Utility Easements to Facilitate the Completion of the North 7th Avenue Lighting Project (Fine) 9. Saccoccia Amended Plat Public Street Easement to Convert a Private Drive Aisle to a Public Street (Murray) Consider the motion: I move to approve Consent Items F. 1-9 as submitted. G. Public Comment - Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. H. Action Items 1. Cottonwood Corner Preliminary Plat to allow the further Subdivision of an Existing Lot of 3.8 Acres into Two Lots with a Common Open Space Lot for Stormwater Facilities, Application P14059 (Quasi Judicial) (Davis) Consider the motion: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application P14059 and move to approve the preliminary plat with conditions and subject to all applicable code provisions. 2. Wallace Building On-Premises Conditional Use Permit (CUP) Application to allow a Change In Use to a Food Processing Facility with an Accessory Restaurant in the Building Addressed as 624 North Wallace Avenue, Application Z14395 (Quasi Judicial) (Brekke) Consider the motion: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application Z14395 and move to approve the Wallace Building On- Premises Consumption Conditional Use Permit to allow a change in use to a food processing facility with an accessory restaurant with on-premises consumption of beer and wine in the building addressed as 624 North Wallace Avenue with recommended conditions and subject to all applicable code provisions. Request for Extension of Final Site Plan Approval for the Village Downtown Lofts Planned Unit Development, Application Z14390 (Sutton) Consider the motion: Based on the staff recommendation and finding that the request is consistent with the Unified Development Code, and that no changes to the code or other circumstances have occurred that would result in a material change to the approved site plan, I hereby move that the Commission approve the request for a five (5) year extension to the Village Downtown Lofts PUD Final Site Plan, extending the approval until May 3, 2020. 4. Affordable Housing Study Report and Recommendation (Sutton) Consider the motion: I hereby direct staff to bring to the City Commission a draft ordinance that incorporates the recommendations for regulatory changes to support affordable housing development contained in the January 30, 2015 report prepared by Werwath Associates. 5. Appointment to the Community Affordable Housing Advisory Board (CAHAB) (Michalson) Consider the motion: I move to appoint Justin Ailport to the Community Affordable Housing Advisory Board to the vacant position with a term ending June 30, 2017. 6. (Re) Appointments to the City Planning Board (Michalson) Consider the motion: I move to (re)appoint up to three people to the City Planning Board with terms expiring on January 31, 2017. Consider the motion: I move to confirm the Mayor’s reappointment of Gerald Pape, as recommended by the County Commission, to the Joint City-County position on the City Planning Board with a term expiring on January 31, 2017. 7. Appointments to Student Vacancies on the Recreation and Parks Advisory Board (Michalson) Consider the motion: I move to appoint Marlo Kapsa and Mandy Patriarche to the vacant student positions on the Recreation and Parks Advisory Board with terms ending October 2, 2015. 8. Reappointments to the Zoning Commission (Michalson) Consider the motion: I move to reappoint Eric Garberg, Julien Morice and George Thompson to the Zoning Commission with terms ending January 31, 2017.
