SUBJECT: Appointments to Student Vacancies on the Recreation and Parks Advisory
Board

RECOMMENDED MOTION: I move to appoint Marlo Kapsa and Mandy Patriarche
to the Vacant student terms on the Recreation and Parks Advisory Board terms ending October
2, 2015.
BACKGROUND: The Recreation and Parks Advisory Board has two vacant student terms,
with one term that expired October 2, 2014 and the other expiring October 2, 2015. Two
applicants have applied. Because the October 2, 2014 vacancy rolled over, the term has been updated to October 2, 2015. Both applicants fit the criteria as stated: “Up to two student members from area
secondary schools, including home schooled students, may be appointed by the city commission,
with city residency being a consideration, but not a mandatory requirement.”
The Recreation and Parks Advisory Board is established under Section 2.36.030 of the Bozeman Municipal Code. It consists of up to fourteen members who serve three-year terms, except for the two students, who serve one-year terms. They shall represent as many facets of
recreational programs as possible.
A majority of the members, regardless of the Board's size, shall be residents of the City.
The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process.
There are two Student Vacancies with two new applicants.

student at Montana State working towards a degree in Environmental Studies and
GIS/Planning. I intend on going to graduate school to get a dual master's degree in public health and urban planning. I would really like to become more involved in the decision making processes that go on in Bozeman and would like to apply for a student position on the board.

Please explain your relevant qualifications, interests and experiences. *: I believe as a Public Administration Graduate Student and an employee of the Montana State University Athletic Department I would be a very valuable asset to this board. My job with the athletic department is
development and fundraising. In this job I have gotten to know the community of Bozeman well
as many citizens support the Bobcats. I have also learned the difficulties of working with public
money. As an MPA student I have focused on learning ways to reintroduce our children to
nature. I think the Bozeman Parks department is a wonderful example of an organization who reaches out to children through programs to get them excited about their world. I have an
undergraduate degree in Sports Management and played on my Universities tennis team. While
in college I was involved with my towns recreational city programs by teaching tennis to
children. My whole life I have been interested in parks and recreation and would love to be a part
of this amazing organization. I have a passion for anything and everything outdoors and can be found outside on my weekends whether it is hiking, camping, climbing, or skiing. I also have a
real passion for educating the public on city policies and would love the opportunity to help

represent the community in park & recreation decisions.
