RECOMMENDATIONS: I move to (re)appoint up to [three people] to the City Planning Board with terms expiring on January 31, 2017.
I move to confirm the Mayor’s reappointment of Gerald Pape, as recommended by the County Commission, to the Joint City-County position on the City Planning Board with a term expiring on January 31, 2017. BACKGROUND: One Mayoral appointee term expired on January 31, 2015. The existing
member reapplied and was approved by the County Commission on Tuesday, February 3, 2015.
Three City Commission appointed positions expired on January 31, 2015. One of the existing applicants decided not to reapply. The other two existing members have reapplied. All positions on the City Planning Board are two year terms.
The City Planning Board shall encourage local units of government to improve and plan for the
future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture,
industry, and business be recognized in future growth; and that residential areas provide healthy
surroundings for family life.
The City of Bozeman Planning Board powers and duties, jurisdiction and composition are codified in the Bozeman Municipal Code in Sections 2.05.500 through 2.05.520. The
composition is listed as follows:

Sec. 2.05.520. Composition.
A. The planning board shall consist of nine members, appointed to two-year terms to expire on
January 31, as follows:
1. One member appointed by the city commission from its own membership. The term of
the appointed member shall be coextensive with the term of office to which such member has been elected or appointed unless the commission, on its first regular
meeting of each year, appoints another to serve as its representative or unless the
appointee's commission term is terminated;
2. Three members appointed by the city commission, one of whom, at the commission's discretion, may be an employee of the city or hold public office in the city or the
county. The appointments shall be for two-year terms, with those terms to expire on
January 31 of odd-numbered years;
3. One member appointed by the mayor, upon designation by the county board of
commissioners, who may be a member of the board of county commissioners or an office holder or employee of the county. This appointment shall expire on January 31 of
odd-numbered years;
4. Four citizen members appointed by the mayor, who shall be resident freeholders
within the city limits, and who shall be qualified by knowledge and experience in
matters pertaining to the development of the city. These appointments shall be coterminous with the term of the mayor.
B. The city clerk shall certify the members appointed by the city commission. The certificates
shall be sent to and become a part of the records of the planning board. The mayor shall
make similar certification for the appointment of citizen members.
There is one expired position for a Mayoral appointee with one reapplying applicant, and three expiring positions with four new applicants and two reapplying applicants.

Please explain your relevant qualifications, interests and experiences. *: What most qualifies me
for another term on the Planning Board is my service on the Board for the last two and a half
years. Since I (unlike most of my peers on the Board) do not work directly in the development or
real estate fields, it has taken some time for me to get familiar with the acronyms, policies and procedures that are relevant to our meetings and deliberations. Being a carpenter, parent, and
outdoor enthusiast, I think the concerns I have with growth in the valley are shared with the

majority of residents. My thoughts on affordable housing, sustainable development, infill, green
space, taxes and infrastructure are ideas that are commonly shared by the people that make this
valley run. Now that I have a sound working knowledge of the Boards’ work, I feel I can
effectively represent those concerns. During my tenure I have visited every site that we have deliberated on, gone to every training and presentation made available to me, and missed less
than a handful of meetings. I review materials given to me, and come to serve with no rigid
agenda or ideology. Whatever opinions I may have, I remain open to new information that may
change those opinions, and constantly look to bring attention to things that may otherwise go
unnoticed. I take my responsibility to the Board and community seriously, and hope that my record demonstrates that. I would be excited and honored to serve another term on the Board if I
am chosen to do so.

Please explain your relevant qualifications, interests and experiences. *: Have spent over 25
years working as an Architect and Project Manager on a wide variety of public and private
projects. As a Bozeman property owner and taxpayer since 1980, I have experienced the
continued growth of Bozeman and the challenges which come with change. The professional
experience of working in large cities provides additional insight as to 'good growth' policies and working within local constraints and budgetary demands. While working on the development
team assisting a small village in the acquisition and development of a 1,120 acre former Naval
Air Base I become aware of the importance of placing public issues and decisions in front of
personal agendas. The continued growth of Bozeman requires a dedicated approach to solving
problems for the best long term needs of its residents. Such solutions must embrace both quality of life issues for Bozeman while meeting fiscal responsibility and budget demands Education:

2012 after four years in Washington DC so that I could raise my family in a small town close to
nature. I am very interested in serving the community, and working to keep Bozeman such a wonderful place to live and work. I have spent nearly two decades as an environmental professional, and have worked in the non-profit, philanthropic, and for-profit sectors. Much of
my life’s work has been focused on land preservation, but I also have engaged in planning, smart
growth, open space, and recreation management. I have served on various boards and
commissions, including the State of California Off-Highway Motor Vehicle Recreation Commission, and a State of California commission focused on identifying and preserving open space. I have an undergraduate degree in geology from the University of California at Davis, and
a law degree from Stanford University. In both undergraduate and law school, I emphasized
environmental policy, which has been my lifelong passion.
