CLARIFICATIONS:
1. BUDGET: $4.6 MILLION
a. $3.6 M City TOP bond funds
b. $976,100 BSPF match; 50% due 6/30/15; 50% due 6/30/16
2. NO ROW INFRASTRUCTURE
a. Coordinate with Engineering for connections, phasing, logistics, etc.
b. Access may also depend on timing of adjacent private development
3. MASTER PLAN PROCESS
a. Public input previously obtained via online survey
b. Work closely with Bozeman Sports Park Foundation
c. Use conceptual plan as framework
d. Include entire site build-out
e. Public desire for “park-like features” to compliment sport fields
f. Suggest including proposed work products in your proposal
4. PHASE I SITE PLAN
a. Design for $4.6 million total budget
b. Include appropriate bid alternates to accommodate phasing and available
funds (possibility of $0 - $1 million cash match)
c. BSPF may be successful in negotiating discounted bid pricing
d. TOP Manager will facilitate assistance from city departments
5. CONSTRUCTION MANAGEMENT
a. Daily site supervision or as needed to ensure compliance with all plans,
details, and specifications; coordination of weekly progress meetings
b. Coordination of public and private utility connections and permitting
(except permits and inspection normally handled by the contractor,
which shall be clearly defined in the bid documents)
c. Consultant is responsible for QUALITY CONTROL for the entire project
ADDITONAL CLARIFICATIONS FROM QUESTIONS RECEIVED
6. A formal traffic study will not be required; however, the consultant will need
to work with stakeholders to determine the appropriate amount and types
of parking and vehicular access facilities for the facility.
7. The existing irrigation pipe that runs up the middle of the site will be utilized
for part of the site’s irrigation needs. It is likely that supplemental irrigation
will be required for this facility utilizing a different water source. The pipe’s
current agricultural uses, pump station, and electrical service, need to be
accommodated in an easement. It is anticipated that the pump will be
relocated and electrical service will be buried at the expense of the existing
lease holder. The consultant will likely be involved in the coordination of this
effort.
8. Federal Form 330 Parts I and II must be filled out by each firm that will be
participating in the project. The SOQ itself should focus on specific team
experience as it relates to this project.
9. Elements of sustainable design, such as green infrastructure, water
conservation, energy efficiency, use of renewable energy, limitation of use
of chemicals, waste reduction and materials recycling, etc. are a high
priority for this project, within the context of public sector operations and
maintenance budget constraints.
