This is the formal pass thru letter concerning your 100% State of Montana funding in the
amount of $44,167.
The following language appears in the MT Department of Military Affairs, HB2 budget:
The bill adds $290,000 general fund in each year of the biennium which would be passed
thru the department and divided among each of the six regional state hazardous materials
(HazMat) teams. This funding would be used to sustain the interoperability efforts of the
six regional teams, coordinate response with entities outside their local government
jurisdiction, and for the maintenance and update of assigned state equipment used in
hazardous materials response. $265,000 is budgeted to the HazMat Teams with the
balance retained by Disaster & Emergency Services for HazMat training.
• The funding period is July 1, 2014 to June 30, 2015.
• Quarterly reports outlining activities and budget accomplished with this funding are due
October 1, 2014, January 1, 2015, April 1, 2015 and June 15, 2015. These reports should
be addressed to the State Emergency Response Commission (SERC) and sent to Sheri
Lanz, MT Disaster & Emergency Services.
The recipient agrees that the state funding will be used to supplement, but not supplant,
local, state or federal funds.
• The recipient agrees to comply with their organizational accounting and audit
requirements.
• Equipment purchased with this funding is assigned to the hazmat trailer and the
provisions of the Agreement for Assignment of Title and Use of Equipment apply to this
funding.
• Local and HazMat personnel trained with this funding need to be documented on the
attached attendance roster and sent into Sheri Lanz, MT Disaster & Emergency Services.

Letter of Certification.
Purpose:
The purpose of this document is to request authorization for the Bozeman Fire
Department/Gallatin County Hazardous Materials Incident Response Team (HMIRT) by
establishing documentation of training and qualifications of personnel in accordance with the
State of Montana Hazardous Materials (HazMat) Plan. This document also certifies that all
equipment received through the State of Montana in accordance with the HazMat Plan is in
operable condition.
Procedure:
In accordance with the HazMat Plan, "the chief executive for each regional team will certify
training and equipment standards are met,for their respective team members".
The person(s) responsible for certifying the members of the Bozeman Fire Department/Gallatin
County HMIRT is Jason Shrauger, Fire Chief, Bozeman Fire Department.
Jason Shraueer, Fire Chieff, Bozeman Fire Department will send the Montana State Emergency
Response Commission; (annually, or as needed) an updated list of all the employees that are
certified as "Hazardous Materials Technicians" and are members of the Bozeman Fire
Department/Gallatin County HMIRT as well as any other team members and their relevant
certification.
Documentation of the Certifications of Training for members of the Bozeman Fire
Department/Gallatin County HMIRT are kept on file at Bozeman Fire Station 1, Bozeman
Fire Department.
Training Requirements:
In accordance with the Montana HazMat Plan, Bozeman Fire Department/Gallatin County has
complied with the performance criteria established by 29 CFR 1910.120 (q) and the National
Fire Protection Association (NFPA) Standards 471 and 472 for response operations that meet the
scope of 29 CFR 1910.120 (a)(1)(v) "emergency response operations for releases of or
substantial threats of releases of, hazardous substances without regard to the location of the
hazard" by training all listed team members to the appropriate skill and knowledge level based
on the duties and functions they are to perform as part of the team.

SUBJECT: Fire Department Grant Notification to Bozeman City Commission per
Administrative Policy 2014-01 - State of Montana Annual Regional Hazardous Materials Team
Pass Through Funding. (City Grant Number 2015-02)

RECOMMENDATION: Receive notification of Annual State Pass Through Funding from
State of Montana to the City of Bozeman for Hazardous Materials Regional Response Program.
BACKGROUND: For over 15 years, the Bozeman Fire Department and Gallatin County
have partnered to provide Hazardous Materials response to the City of Bozeman and Gallatin
County residents. Equipment maintenance, repairs, operation, training, and personnel costs have
been shared 50150 as defined in the Disaster and Emergency Services and Hazardous Materials
Contract between the two parties.
It is also a priority of the Governor of the State of Montana through the State Emergency
Response Commission, to provide initial response and protection for the health, safety and
welfare of all Montana citizens in the event of a Hazardous Materials Incident. To meet this
priority, the state has provided annual funding to equip, train and maintain six regional response
teams. Bozeman, Helena, Great Falls, Billings, Missoula and Kalispell are where these teams
are strategically located. The six communities have the responsibility for regional response but
also benefit from having these resources immediately available to local citizens.
The teams are responsible for specialized state wide hazardous materials response coverage
above and beyond what is available from local responders. Over the past several years the City
has been the recipient of state allocated pass through funds in the amount of $44,166 annually
for equipment maintenance and repairs, outreach, and ongoing training. To ensure adequate
response, each team is identically equipped with the same trailers and equipment. Doing this
ensures that all teams can work seamlessly together on a large scene.
The purpose of this memo is to ensure the Commission is notified of these grant dollars as
required in Administrative Order 2014-01. Although these grant dollars were received prior to
the signature of Administrative Order 2014-011 felt it was important that the commission at a
minimum be notified of the pass through of these funds. As these funds are awarded annually,
in future years the grant paperwork will go before the Commission prior to acceptance as
required by the Administrative Order. Also in compliance with the order, the City Clerks office
has given this past years award the proper internal City Grant Number to ensure accurate
tracking through our system.
The attached documents are the annual pass through letter and the required certifications to the
State as part of the acceptance of the grant.
UNRESOLVED ISSUES: None.
FISCAL EFFECTS: The City of Bozeman is provided, by the state, an annual allocation of
$44,166 for regional hazardous materials response. These funds are provided for equipment
operation, repair, maintenance and training. These funds, in cooperation with funding from the
City of Bozeman and Gallatin County, fund the hazardous materials response capabilities in our
geographic region.
