HomeMy WebLinkAbout15- Full RFP LED Standards Project Documents REQUEST FOR PROPOSALS for LED LIGHTING STANDARDS DEVELOPMENT PROJECT The City of Bozeman (City) is seeking Proposals from firms qualified to provide professional engineering services. The project consists of the development of LED lighting standards to be used within the City. Copies of the proposed Scope of Services and consultant Qualifications Evaluation Criteria are available at the Office of the City Engineer, P.O. Box 1230, 20 East Olive Street, Bozeman, Montana 59771-1230, or by calling 406-582-2280 during normal business hours. All Proposals must contain the following information: 1. Project management chart. 2. Proposed general time schedule, including start and completion dates. 3. Specific current workloads of the proposed project team members. 4. At the discretion of the firm, no more than five (5) typewritten single-spaced pages more fully describing the firm's qualifications for the specific project. 5. At the discretion of the firm, a company brochure. 6. A completed and signed Non-Discrimination Affirmation Form Five copies of the proposal must be submitted no later than 5:00 p.m. on Friday, February 13, 2015 to: City Clerk, City of Bozeman P.O. Box 1230 121 N. Rouse Avenue Bozeman, Montana 59771-1230 Responses received after 5:00 p.m., on this date will not be considered. This Request for Proposals will be published in the Bozeman Daily Chronicle, Missoulian, Great Falls Tribune, Helena Independent Record, and the Billings Gazette on the following dates: January 25, 2015 February 1, 2015 Any submitting entity under this invitation for proposal must sign and return the required affirmation stating that they will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability in the exercise of contract should it be awarded to that entity. Each entity submitting under this notice shall also recognize in writing the eventual contract will contain a provision prohibiting discrimination as described above and this prohibition on discrimination shall apply to the hiring and treatment of the Contractor’s employees and to all subcontracts. Attached is a preliminary scope of services and Qualification Evaluation Criteria to aid you in the completion of your proposal. The proposals should include the following: 1. Project management chart. 2. Proposed general time schedule, including start and completion dates. 3. Specific current workloads of the proposed project team members. 4. At the discretion of the firm, no more than five typewritten single spaced pages, more fully describing the firm’s qualifications for the specific project. 5. At the discretion of the firm, a company brochure. 6. A completed and signed Non-Discrimination Affirmation Form (REQUIRED) Discrimination in the performance of any contract awarded under this invitation on the basis of race, color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation, gender identity or disability is prohibited. This prohibition shall apply to the hiring and treatment of the awarded entity’s employees and to all subcontracts. Every entity submitting under this request for proposals must sign and return the required affirmation. Submit five proposals to the office of the City Clerk, P.O. Box 1230, 121 N. The city will review the documents and interview selected firms before making the final selection. CITY OF BOZEMAN LED LIGHTING STANDARDS DEVELOPMENT PROJECT PRELIMINARY SCOPE OF SERVICES The City of Bozeman is seeking proposals from qualified firms for professional services interested in assisting the city with the development of LED lighting standards to be used within the City. The preliminary scope of services is as follows: • Provide a design standard for LED street lighting to be used throughout the City of Bozeman including standard drawings. • Provide a design for each of the different street classifications, commercial parking areas, and walkways. • Provide recommendations for revisions to be made to the Unified Development Ordinance requiring LED lighting. • Provide a specification for standard lighting system hardware including supports, poles, pole spacing, conduit, wiring, meter bases, luminaires, etc. • Provide a standard method of measurement and field verification of lighting output. The City desires to complete the proposed work in a timely manner. Proposals must clearly indicate the firm's anticipated schedule given their staffing, and current and projected work load commitments. Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the respondent. Any sub-consultants to be used must be identified along with a description of the past working history between the firms. This information will be used to evaluate the possibility of multiple contracts/consultants to accomplish the complete scope of work. QUALIFICATIONS EVALUATION CRITERIA Respondents to requests for proposals shall be evaluated on the following criteria and the requirements of 18-8-201 et seq. MCA with the selection committee choosing, in its opinion, the most qualified firm to provide the services required for the proposed project. ~30% -- The qualifications of professional personnel to be assigned to the project. ~30% -- Related experience on similar projects; ~10% -- Capability to meet project time and budget requirements; ~ 5% -- Location of firm in relation to project; ~10% -- Present and projected workloads; and ~15% -- Recent and current work for the City of Bozeman. The selection of finalists to be interviewed will be made by a selection committee representing the City of Bozeman. The selection will be based on an evaluation of the written responses to the request for proposals. Award will be made following contract negotiations to the most qualified firm at a price which the City determines to be fair and reasonable taking into account the estimated value of services to be rendered, as well as the scope, complexity and professional nature thereof. If the City is unable to negotiate a satisfactory contract with the firm initially selected at a price the agency deems to be fair and reasonable, negotiations with that firm will be formally terminated and the agency shall select another firm, in accordance with 18-8-204 MCA, and continue until an agreement is reached or the process is terminated. All proposals must be submitted complete and contain the information required as stated in the "Request for Proposals."
