Consider the motion: I move to approve the minutes of November 4, 2013 as submitted.
F. Consent 1. Authorize Payment of Accounts Payable Claims (LaMeres)
2. Authorize Mayor to sign the Findings of Fact and Order for the Homes at
Bridger Peaks Estates Major Subdivision Preliminary Plat located at the
northeast corner of West Babcock Street and Meagher Avenue, Application P13026 (Riley) 3. Approve an Extension to the Emerson Center for the Arts & Culture for
the Performance Standard Deadline for Save America’s Treasures Grant to
May 19, 2014 (Kramer)
4. Approve Ratification of the South Bozeman Technology District Board Bylaws (Fontenot) 5. Approve Resolution 4493, Authorizing Change Order 1 for the North

Consider the motion: I move to approve Consent Items F. 1-8 as submitted.
G. Public Comment - Please state your name and address in an audible tone of voice
for the record. This is the time for individuals to comment on matters falling
within the purview of the Bozeman City Commission. There will also be an
opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes.
H. Mayoral Proclamation – Small Business Saturday, November 30th
I. Action Items
1. Provisional adoption of Ordinance 1874, a text amendment to define
“Manufacturing, artisan” and assign the newly defined use to various
zoning districts and establish Manufacturing, light as a conditional use in
the B-3 district, Applicable in all areas designated as B-1, B-2, B-3, M-1, M-2, BP, HMU, UMU and REMU, Application Z-13220 (Saunders)
Consider the motion: Having reviewed the text of the ordinance, the application
materials, and considered public comment, I hereby adopt the findings presented in the staff report for application Z-13220 and move to provisionally adopt Ordinance 1874.
2. Public Hearing on a Petition by the Montana Department of
Transportation for Discontinuance of Several Streets and Alleys in and
Adjacent to Blocks 14, 15, and 28, Imes Addition and Adoption of
Resolution 4489 – a Resolution of Intent to Discontinue Said Streets and Alleys (Kerr)
Consider the motion: Having conducted a public hearing and considered public
comment, I move to adopt the findings provided in the staff memorandum and approve
the petition by the Montana Department of Transportation to discontinue the streets and
alleys in and adjacent to Blocks 14, 15, and 28 of the Imes Addition as shown on Exhibit
A of Resolution 4489 and to also adopt Resolution 4489, a Resolution of Intent to
discontinue the street and alley right-of-ways as petitioned by the MDT.
3. Public hearing to determine whether up to 12 acres owned by the City at
the Water Reclamation Facility at the northeast corner of Nelson and
Frontage roads is necessary for the conduct of City business or that the public interest may be furthered by the exchange of the property with the
Montana Department of Transportation for approximately 8.2 acres at 907
Rouse Avenue (2/3 vote of Commission required) (Winn)
Consider the motion: Having considered the information presented by staff, I hereby

move to adopt the findings in the staff report and conclude that up to 12 acres of City-
owned property at the Water Reclamation Facility is no longer necessary for the conduct
of City business or the preservation of City property and also that the public interest will be furthered by an exchange of the property for approximately 8.2 acres owned by the State of Montana on Rouse Avenue between Oak and Tamarack streets and direct the
City Manager to complete all steps necessary to complete the exchange for the purpose of
locating a new police and courts facility and return to the Commission with an ordinance
authorizing the exchange.
4. Consideration of Commission Compensation Changes (Kukulski)
Consider the motion: I move to direct staff to prepare an Ordinance with Commission
Compensation Changes for consideration of provisional adoption on the December 2nd Commission agenda.
5. Appointment to the Audit Committee (Brunckhorst)
Consider the motion: I move to appoint Dan Tracey to the Audit Committee.
