E. Consent
1. Authorize Payment of Accounts Payable Claims (LaMeres)
2. Authorize Director of Public Works to approve the Block M, Phase 1, Major Subdivision Final Plat, Application P13032 (Riley)
3. Accept Housing Affordability Quarterly Report ending September 30,
2013 (Thomas)
4. Approve Canceling the Regular City Commission meeting on Monday,
November 25, 2013 (Ulmen) 5. Approve Resolution 4490, Approving Change Order 5 for the
Hyalite/Sourdough Water Treatment Plant Replacement Project (Murray)
6. Adopt the Library Depreciation Reserve Capital Improvement Plan (CIP)
for Fiscal Years 2015-2019 (Rosenberry)
Consider the motion: I move to approve Consent Items E. 1-6 as submitted.

G. Action Items
1. Preliminary Plat to subdivide 39 acres into 56 Residential Single
Household Lots, Streets, Common Open Space, and Parkland for West Winds Major Subdivision, Phase 6, southeast of the intersection of Baxter
Lane and Davis Lane, Application P13023 (Quasi-Judicial) (Krueger)
Consider the Motion: Having reviewed the application materials, considered public comment, and the staff analysis, I hereby adopt the findings presented in the staff report for P13023 and move to approve the preliminary plat for the West Winds Major
Subdivision, Phase 6 requested in application P13023 to subdivide approximately 39
acres into 56 lots with the remaining area as streets, common open space, and parkland
subject to the conditions listed in Planning Board Resolution P13023. 2. Consider Proposals to Purchase or Obtain by Gift the Story Mansion and
Associated Property at 811 South Willson Avenue (Kukulski)
Consider the Motion: I move to authorize the City Manager to proceed with the steps necessary to negotiate a purchase or gifting agreement with [choose one] for transfer of ownership of the Story Mansion and associated property located at 811 South Willson
Avenue.
3. Appointment to the Recreation and Parks Advisory Board (Brunckhorst)
Consider the Motion: I move to appoint Matt Hausauer to the Recreation and Parks
Advisory Board.
