Minutes – January 5, 2015 and January 12, 2015 Consider the motion: I move to approve the minutes from January 5, 2015 and January 12, 2015 as submitted. E. Consent 1. Authorize Payment of Accounts Payable Claims for Goods and Services (LaMeres) 2. Notification per Administrative Policy 2014-01, Fire Department Grant from State of Montana Annual Regional Hazardous Materials Team Pass Through Funding (Shrauger) 3. Grant Contract with the Department of Commerce for $30,000 in funding from the Community Development Block Grant Program to study the Neighborhood Conservation Overlay District (Kramer) 4. Resolution 4577, placing the Administrative and Supervisory Responsibilities for the Bozeman Parking Division within the Authority of the City Manager (Winn) 5. Final Adoption of Ordinance 1903, to Amend the Zoning Map to change from B-1 Neighborhood Business District to RO Residential Office District on .89 acres including adjacent Public Right of Way, legally described as a portion of Lot 1, Minor Subdivision 340, located at 86 South Cottonwood Road, Application Z14192 (Saunders) 6. New 2015 Liquor Licenses for Fin and SCV LLC (Portnell) Consider the motion: I move to approve consent items E. 1-6 as submitted. F. Public Comment - Please state your name and address in an audible tone of voice January 26, 2015 Bozeman City Commission Agenda Page 2 of 3 for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. G. Special Presentation – Distinguished Budget Award (Krauss/Kukulski) H. Action Items 1. Resolution 4576, Adopting the Bozeman Fiber Master Plan and Feasibility Study and Provide Policy Direction to Staff on Incorporating Elements of the Bozeman Fiber Master Plan and Feasibility Study into the Downtown and North 7th Avenue Tax Increment Finance Districts' Urban Renewal Plans and the City's Growth Policy (Fontenot) Consider the motion: Having considered all materials, written and spoken public comments, and recommendations of staff, I move to approve Resolution 4576 adopting the Bozeman Fiber Master Plan and Feasibility Study and direct staff to immediately proceed with implementation planning and engineering for Phase I with a goal of constructing Phase I in summer 2015 and direct staff to continue collaborating with the Bozeman Public Schools and private financing partners to fund the construction of Phase II. Consider the motion: I move to direct Economic and Community Development staff to return to the Commission with proposed Ordinances amending the urban renewal plans of the Downtown, North 7th Tax Increment Finance Districts to facilitate fiber deployment within the TIF districts. Consider the motion: I move to direct Economic and Community Development staff to return to the Commission with a proposed Growth Policy amendment incorporating elements of the Bozeman Fiber Master Plan into the City's Growth Policy. 2. Continue the Public Hearing on Application P14027, The Crossing at Baxter Meadows, Phase 4a Preliminary Plat Application from January 26, 2015 to February 2, 2015 (Quasi) (Rogers) Consider the motion: I hereby continue the public hearing on application P14027, The Crossing at Baxter Meadows, Phase 4a Preliminary Plat Application, from January 26, 2015 to February 2, 2015. 3. Continue the Public Hearing on Application P14042, Traditions Major Subdivision Preliminary Plat Application from January 26, 2015 to February 2, 2015 (Quasi) (Rogers) January 26, 2015 Bozeman City Commission Agenda Page 3 of 3 Consider the motion: I hereby continue the public hearing on application P14042, Traditions Major Subdivision Preliminary Plat application, from January 26, 2015 to February 2, 2015. 4. Recommended 2015-2016 Commission Priorities (Kukulski) Consider the motion: I move to adopt the Recommended 2015-2016 Commission Priorities. I. FYI/Discussion J.
