Minutes – December 8, December 15 and December 22, 2014 Consider the motion: I move to approve the regular meeting minutes from December 8, December 15 and December 22, 2014 as submitted. E. Consent 1. Authorize Payment of Accounts Payable Claims (LaMeres) 2. Authorize the Director of Public Works to approve the Homes at Bridger Peak Estates Subdivision Final Plat, Application P14048 (Davis) 3. Professional Services Agreement with Robert Peccia and Associates for Durston and Cottonwood Road Improvements Project (Murray) 4. Professional Services Agreement with Robert Peccia and Associates for the 5.3 Million Gallon per Day (MGD) Water Storage Reservoir Project (Murray) 5. Resolution 4573, declaring the Montana Motor Supply Painted Wall Signs located on the building addressed as 23 West Babcock Street as Historically Significant and Exempt from the Sign Area Requirements of the Bozeman Municipal Code sign Regulations and Authorize Issuance of a Sign Permit (Brekke) 6. Resolution 4575, Continue the effects of Ordinance 1866 related to Workforce Housing (Thomas) 7. Final adoption of Ordinance 1897, amending the Bozeman Zoning Map at 856 Loxley Drive from B-1 (Neighborhood Business) to R-2 (Residential Two-Household Medium Density) on 3.002 acres at Lot 1, Block 9, Laurel Glen Subdivision Phase 1, Application Z14071 (Saunders) January 5, 2015 Bozeman City Commission Agenda Page 2 of 3 8. Provisional adoption of Ordinance 1903, to amend the Zoning Map to change from B-1 Neighborhood Business District to RO Residential Office District on .89 acres including adjacent Public Right of Way, legally described as a portion of Lot 1, Minor Subdivision 340, 86 S. Cottonwood Road, Application Z14192 (Saunders) 9. Old Hatchery Winery Wine License Renewal for 2015 (Portnell) Consider the motion: I move to approve Consent Items E. 1-9 as submitted. F. Public Comment - Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. There will also be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please limit your comments to three minutes. G. Action Items 1. Goldsmith request for Sewer and Water Service Outside City Limits, 2521 West Babcock Street (Woolard) Consider the motion: I move to approve the request to allow the residence at 2521 West Babcock to connect to the city sewer system prior to annexation subject to conditions recommended in this report. 2. Tschache Lane Zone Map Amendment, a request to Rezone Approximately 3.07-acres from R-3 (Residential Medium Density District) to R-4 (Residential High Density District) at 2420 Tschache Lane (Rogers) Consider the motion: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application Z14321 and move to recommend approval of the zone map amendment with contingencies. 3. Provisional Adoption of Ordinance 1905, a Text Amendment of the Bozeman Municipal Code to revise Section 38.25.020 – Parking stall, Aisle and Driveway Design, add New Section; Section 38.25.025 – Structured Parking Facility Development Standards; and modify Section 38.34.020.D – Review Authority, allow Alternate Angled Parking Options while maintaining Minimum Stall Dimensions, which will apply to all Zoning Districts (Rogers) Consider the motion: Having reviewed and considered the application materials, public comment, recommendation of the Zoning Commission, and all the information presented, I hereby adopt the findings presented in the staff report for application Z14265 and move January 5, 2015 Bozeman City Commission Agenda Page 3 of 3 to provisionally adopt Ordinance 1905 the Parking Dimensional Standards text amendment. 4. Legislative Resolutions for the 2015 Montana Legislative Session (Kukulski) Consider the motion: I move to adopt Montana League of Cities and Towns’ adopted resolution numbers [List Numbers], to be supported by the City of Bozeman for the 2015 Montana Legislative Session. 5. Appointment to the Beautification Advisory Board (Ulmen) Consider the motion: I move to appoint Sharon Tudor Isler to the Beautification Advisory Board for the term ending June 30, 2016. 6. Reappointment to the City-County Board of Health (Ulmen) Consider the motion: I move to reappoint city appointee Becky Franks to the City-County Board of Health. 7. Reappointments to the Impact Fee Advisory Committee (Ulmen) Consider the motion: I move to reappoint Rob Evans and George Thompson to the Impact Fee Advisory Committee. 8. Reappointment to the Transportation Coordinating Committee (Ulmen) Consider the motion: I move to reappoint Dan Martin to the Transportation Coordinating Committee. H. FYI/Discussion I.
