C2 Hazmat Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Jason Shrauger, Fire Chief SUBJECT: Fire Department Grant Notification to Bozeman City Commission per Administrative Policy 2014-01 - State of Montana Annual Regional Hazardous Materials Team Pass Through Funding. (City Grant Number 2015-02) MEETING DATE: January 26, 2015 AGENDA ITEM TYPE: Consent RECOMMENDATION: Receive notification of Annual State Pass Through Funding from State of Montana to the City of Bozeman for Hazardous Materials Regional Response Program. BACKGROUND: For over 15 years, the Bozeman Fire Department and Gallatin County have partnered to provide Hazardous Materials response to the City of Bozeman and Gallatin County residents. Equipment maintenance, repairs, operation, training, and personnel costs have been shared 50/50 as defined in the Disaster and Emergency Services and Hazardous Materials Contract between the two parties. It is also a priority of the Governor of the State of Montana through the State Emergency Response Commission, to provide initial response and protection for the health, safety and welfare of all Montana citizens in the event of a Hazardous Materials Incident. To meet this priority, the state has provided annual funding to equip, train and maintain six regional response teams. Bozeman, Helena, Great Falls, Billings, Missoula and Kalispell are where these teams are strategically located. The six communities have the responsibility for regional response but also benefit from having these resources immediately available to local citizens. The teams are responsible for specialized state wide hazardous materials response coverage above and beyond what is available from local responders. Over the past several years the City has been the recipient of state allocated pass through funds in the amount of $44,166 annually for equipment maintenance and repairs, outreach, and ongoing training. To ensure adequate response, each team is identically equipped with the same trailers and equipment. Doing this ensures that all teams can work seamlessly together on a large scene. 26 The purpose of this memo is to ensure the Commission is notified of these grant dollars as required in Administrative Order 2014-01. Although these grant dollars were received prior to the signature of Administrative Order 2014-01 I felt it was important that the commission at a minimum be notified of the pass through of these funds. As these funds are awarded annually, in future years the grant paperwork will go before the Commission prior to acceptance as required by the Administrative Order. Also in compliance with the order, the City Clerks office has given this past years award the proper internal City Grant Number to ensure accurate tracking through our system. The attached documents are the annual pass through letter and the required certifications to the State as part of the acceptance of the grant. UNRESOLVED ISSUES: None. FISCAL EFFECTS: The City of Bozeman is provided, by the state, an annual allocation of $44,166 for regional hazardous materials response. These funds are provided for equipment operation, repair, maintenance and training. These funds, in cooperation with funding from the City of Bozeman and Gallatin County, fund the hazardous materials response capabilities in our geographic region.
