INTRODUCTION
This task order includes the following work activities:
• Conduct the December 2014 assessment groundwater monitoring event
✓ Continuation of landfill gas (LFG) monitoring
• Project management, statistical analysis, and reporting
SCOPE OF SERVICES
This task order includes the following tasks:
Task 1 December 2014 Groundwater Monitoring
One assessment groundwater monitoring event will be conducted in December 2014 as part of
the routine groundwater monitoring at the Bozeman Landfill. Tetra Tech will perform groundwater
monitoring in accordance with Tetra Tech's Groundwater Monitoring Sampling Analysis Plan
(September 17, 2010). Groundwater monitoring will be conducted in existing groundwater
monitoring wells or stations. A monitoring, sampling, and analysis matrix is presented in Table 1.
Field parameter monitoring and collection of water samples will be conducted in 31 monitoring
wells as shown in Table 1. Water levels will be measured in all monitoring wells at the site prior
to purging the wells for purging and sampling. Field parameters including temperature, pH, and
specific conductivity will be measured at all stations where water samples will be collected. Field
parameters will be measured during and at the conclusion of purging the wells.

The purchase of a dedicated pump for well MW-5 is included because of a failure of the dedicated
pump for this well in August 2014. Water samples collected will be analyzed by Pace Analytical
Laboratories (in Billings, Montana) for many of the constituents listed in Appendix I, 40 CFR Part
258 (July 1, 2008) in ARM 17.50.1306. DEQ approved a decrease in the number of metals
analyzed and the frequency of monitoring in some of the wells (DEQ correspondence to City of
Bozeman dated January 14, 2013) and Table 1 reflects this.
Two quality assurance/quality control (QA/QC) samples will be collected and prepared during the
December 2014 assessment monitoring event. These will be 1) a duplicate sample collected and
submitted for analysis of all constituents included in Table 1 and 2) a trip blank prepared by the
analytical laboratory, shipped with the sample bottles, traveling with sample bottles in the field,
and returned to the laboratory for analysis of VOCs.
Task 2 Landfill Gas Monitoring
Task 2 includes six months of LFG monitoring activities (from December 2014 through May 2015).
LFG will be monitored at a number of locations for a variety of parameters, in part due to DEQ's
required methane monitoring of the landfill and maintaining operation of the LFG extraction
system. Hence, several different subtasks are proposed.
Monthly Perimeter Methane Monitoring
Methane monitoring will be conducted from landfill perimeter methane monitoring wells
(designated BLG- wells) on a monthly schedule. Gas in these wells will be monitored for
methane, carbon dioxide, oxygen, and nitrogen in percent by volume using a LFG meter.
Monitoring results will be entered into a database and forwarded to DEQ - Solid Waste Bureau
following each monitoring event. In addition, methane monitoring results will be briefly
summarized in a monthly memorandum to City of Bozeman.
Landfill Gas Extraction System Monitoring —Monthly Flare and Well Field Monitoring
To evaluate optimal operation, the LFG extraction system will be monitored on a monthly basis.
This will include measurement of methane, carbon dioxide, oxygen, nitrogen, and other gas
parameters at the flare and at individual LFG wells (labeled GW- wells) in the Unlined Cell. In
addition, liquid levels will be monitored on a monthly basis in the GW- wells and 4,000 gallon
condensate storage tank. For each monthly monitoring event, a landfill gas meter (Landtec GEM
2000 Landfill Gas Analyzer) will be rented for use in the monitoring. Following each monthly
monitoring event, Tetra Tech Solid Waste Remediation Specialists will review monitoring data and
provide oversight/recommendations for optimizing system operation. Tetra Tech personnel will
conduct adjustments to the GW-wells.
Landfill Gas Extraction System Monitoring —Gas Sampling at Flare
There will be one sampling event where one LFG sample will be collected at the flare station
during December 2014 to maintain compliance with the Bozeman Landfill's Air Quality Permit. In
the monitoring event, LFG at the flare (pre-thermal destruction) will be sampled using a six liter
SUMMA canister from an access port located between the blower and flare. A dedicated half-hour
flow controller will be connected to the canister and access port. Samples had formerly been
collected using Tedlar® bags, however, in consideration of VOC constituents in soil gas and
whether the landfill gas contains a particular constituent, landfill gas contained within a six liter
SUMMA canister will result in a lower analytical detection limit.

Each sample will be submitted for laboratory analysis of parameters listed in Table 1 of Air Quality
Permit # 2951-00 (not included in this task order). Upon receiving the landfill gas analytical
results, Tetra Tech will forward a copy of the lab report to the City of Bozeman and DEQ -Air and
Waste Management Bureau.
Task 3 Project Management, Statistical Analysis, and Reporting
Project management will include task order preparation, container orders to and communication
with the analytical laboratories, personnel and monitoring equipment/meters scheduling,
invoicing, data management, and communication with City of Bozeman and DEQ. Following the
completion of the December 2014 groundwater monitoring described in Task 1 and receipt of
laboratory results, data will be entered into the project database. DEQ will also be notified, in a
letter, as to which monitoring stations have regulatory exceedances of VOCs, metals, and/or
inorganic constituents. A statistical analysis of the groundwater will be conducted in accordance
with DEQ requirements (ARM 17.50.1305 (7-11)). When the statistical analysis is complete,
then preparation of a report summarizing the results of the December 2014 groundwater
monitoring will be conducted. Monitoring results from two additional groundwater wells
proposed in Tetra Tech's Task Order — Installation of Two Additional Groundwater Wells and
Sampling. The report will also contain interpretations of the data. Conclusions and
recommendations for further investigation and/or monitoring will be included.
PERIOD OF PERFORMANCE
Tetra Tech's anticipated schedule to initiate the above described activities will be dependent
upon the time it takes for the City of Bozeman to approve of this task order. As mentioned
above, one assessment groundwater monitoring event will be conducted in December 2014 and
will include reporting of this event. Monthly monitoring of the LFG system will be conducted
from December 2014 to May 2015.
COSTS
Estimated costs to complete the foregoing scope of services are summarized below:

TOTAL $49,400
Attachment A details these costs. The services will be conducted on a time and materials basis.
SPECIAL CONDITIONS: Execution of this Task Order constitutes acceptance of all terms and
conditions contained in Tetra Tech's Professional Services Agreement with the City of Bozeman,
dated January 3, 1994 and Amendment Nos. 1, 2, 3, and 4 of the Professional Services
Agreement dated July 31, 1995; January 1, 1996; March 17, 1997; and December 10, 2001,
respectively.
