SUBJECT: (Re) appointments to the North Seventh Urban Renewal Board (NSURB)

RECOMMENDED MOTIONS: I move to confirm the Mayoral reappointment of Bill Fogarty and move to appoint new applicant Esther Schwier to the January 31, 2015 expiring vacancy term on the North Seventh Urban Renewal Board.
BACKGROUND: One voting Mayoral appointment term will expire January 31, 2015. The
member has reapplied for another term. If the Mayor chooses to reappoint the member, a motion from the Commission confirming the appointment will fulfill the requirement pursuant to Montana Code Annotated 7-15-4234 that the Mayor, by and with the advice and consent of the
City Commission shall appoint the members of an urban renewal board.
One vacant term with an expiration of January 31, 2015 and two expiration terms of January 31, 2018 remain on the board. One new applicant has applied for a vacant position. The Clerkâs office is recommending that the new applicant be appointed to the vacant position with an
expiration of January 31, 2015. Once appointed that term will then be updated to reflect the term
renewal with an ending date of January 31, 2019.
In 2006 with Ordinance 1685, The Commission adopted an urban renewal plan to act as a policy guide for the North Seventh corridor and adjacent properties, and created the North Seventh
Avenue Urban Renewal District, and the North Seventh Urban Renewal Board (NSURB) to
implement this plan.
According to the North Seventh Avenue Urban Renewal Plan: The NSURB is responsible for the implementation of this Plan, pursuant to MCA S 7-15-4232.
Specifically, the NSURB will: 1) develop plans which implement the vision for the District; 2)
review on an ongoing basis the operation and processes of all public agencies to assure that such
activities are supportive of the Plan; and 3) advocate and coordinate the complete and full implementation of the Plan.

Individuals appointed to the NSURB shall have a demonstrated interest in the District or adjacent
neighborhoods. Pursuant to MCA S 7-15-4234, the mayor, by and with the advice and consent of
the City Commission, shall appoint the NSURB, which shall consist of five voting members. Each appointment shall be for 4 years.
(3) Any person may be appointed as voting members if they reside within the municipality. The
preferred composition of the NSURB would include two residents of the District, two business
owners in the District, and one member at large.
(4) A voting member may be removed for inefficiency, neglect of duty, or misconduct in office. (5) The appointment of voting members shall be ratified annually by the City Commission.
A majority of the voting members shall not hold any other public office under the municipality
other than their membership or office with respect to the NSURB.
In addition to the five voting members, the NSURB shall be composed of a non-voting membership of not more than four individuals, appointed to 4 year terms. These individuals must
possess demonstrated interest in the district, specific expertise or other qualifications necessary
to help implement the plan.
There is one expiring member for mayoral appointment with one re-applying member and three vacant positions with one new applicant. Re-applying Applicant: New Applicant:

Please explain your relevant qualifications, interests and experiences. *: I have owned a business in Bozeman for the past eleven years, nine of those years on North 7th. As my husband owns the building that we lease, I have an interest in learning about the proposed improvements on North
7th and would like to be involved in the process. In addition to running my business I am also an
active member of Bozeman Sunrise Rotary Club and take responsibility for developing the
Bozeman Rotaract Club for young professionals. I am on the board for the Reach Art Auction and also serve as a board member for Huffing for Stuffing. I feel that my involvement and commitment to this community would make me an excellent asset to this board.
