A5 Rec Appt Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: (Re) Appointments to the Recreation and Parks Advisory Board MEETING DATE: January 12, 2015 MEETING TYPE: Action RECOMMENDED MOTION: I move to (Re) appoint up to four members to the expired terms on the Recreation and Parks Advisory Board and appoint Marlo Kapsa to the vacant student position with a term ending October 2, 2015. BACKGROUND: The Recreation and Parks Advisory Board has four expired terms and two student vacancies, with one term that expired October 2, 2014 and the other expiring October 2, 2015. Four members have re-applied and two new applications have been received as well as one application for a student position. The Clerk’s Office is recommending the City Commission appoint Marlo Kapsa to the vacant student position with the term ending October 2, 2015. The Recreation and Parks Advisory Board is established under Section 2.36.030 of the Bozeman Municipal Code. It consists of up to fourteen members who serve three-year terms, except for the two students, who serve one-year terms. They shall represent as many facets of recreational programs as possible. A majority of the members, regardless of the Board's size, shall be residents of the City. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. There are four at-large terms that have expired and two ongoing student vacancies. There are 4 re-applying applicants and one student applicant with one vacant student position. I understand how to read budgets and make projections on the cost of projects. I have worked in a variety of collaborative settings with social service non- profits, public agencies, and educational institutions. I have served on Child Care Connections Board, church boards, and currently on the Alcohol and Drug Services Board of Directors. My qualifications in order to help attain these goals are that I have a masters degree in sport and exercise psychology and I teach HypnoBirthing classes to pregnant moms. I have been a program director for Big Brothers Big Sisters, which I did for 8 years. Being from a small, rural town in Ohio, I thoroughly enjoy Bozeman for all it has to offer in regards to recreation so close, such as fishing, hiking, snowboarding, sledding with my kids. MN DNR includes Parks/Recreation and Trails (I directed teams that wrote the first policies for these units), Forestry, Waters, Ecological Services, Enforcement, Lands and Minerals. During my three decade plus career, I dealt with user conflicts, land use issues and policy development as well as staff management, budgeting, team leadership and organizational change. I am well trained and experienced in leadership, conflict management and team based problem solving. I am an avid outdoor person and, on coming here, have truly enjoyed the city parks and trails. It is clear that Bozeman has a history of exceptional recreation, parks and trails. I would be honored to provide my education and experiences to assist the City of Bozeman as it continues to build upon its recreation legacy. I have also learned the difficulties of working with public money. As an MPA student I have focused on learning ways to reintroduce our children to nature. I think the Bozeman Parks department is a wonderful example of an organization who reaches out to children through programs to get them excited about their world. I have an undergraduate degree in Sports Management and played on my Universities tennis team. While in college I was involved with my towns recreational city programs by teaching tennis to children. My whole life I have been interested in parks and recreation and would love to be a part of this amazing organization. I have a passion for anything and everything outdoors and can be found outside on my weekends whether it is hiking, camping, climbing, or skiing.
