We strongly object to the rezoning of these properties to R-4 from single family residences. We have lived in this neighborhood since 1988. R4 zoning allows a serious departure from the existing zoning around these parcels and a significant increase in the density and use of existing parcels.The suggestion that a significant portion of the surrounding properties are tenant occupied is a superficial premise that does not withstand judicial scrutiny and does not justify this rezoning. Simply stated a neighborhood of tree lined homes serviced by uncongested streets is far different from numerous multifamily units crammed into small spaces. This neighborhood is not 35% R4. We are and will be impacted by the inaction surrounding us.The City of Bozeman allowed MSU to construct a new parking lot on a portion of Lambert fields with the sole entrance and exit on Lincoln.The City allowed Willow Way to be extended into that parking lot. Now 100s of cars exit from the parking lot on to Lincoln. When the new freshmen dorm is completed,the traffic will at least quadruple.This rezoning will only exacerbate a bad situation.As you know there is no left turn at the corner of 19th and Lincoln. All traffic leaving the new dorm parking lot that wants to go south on 191h,to all that is and will be south of Lincoln all the way to Hylite races south on Willow Way to Kagy where they turn west to the intersection of 191h and Kagy and then goes south..All the traffic that wants to go east on Kagy races south on Willow Way to Kagy and then turns east on Kagy.This traffic buy passes the stop sign at 111h and Lincoln and the traffic light at Kagy and 11th. The speed and noise on Willow way since the parking lot has been built is fast and loud. It is a county road and a Y2 mile straight away. It has changed from a county road serving 7 homes to a highway. Allowing this rezoning will add many vehicle trips on Lincoln both east and west. Any travel trips that want to go south on 19th will use Willow Way to get there. Any traffic wanting to travel east on Kagy will travel south on Willow Way and turn east on Kagy. An automatic salute to R4 zoning is not in the best interests of the neighborhood and is detrimental to all the properties. I believe this Commission can do better. It can craft an accommodation acceptable to the neighborhood while governing a reasonable transition to some responsible higher density. J. Kathryn and I own the home at 1521 Willow Way as well as our residence at 1611 Willow Way. Please respect and protect the owners living in the single family residences along Alder Court. Through the years Kathryn and I have joined Alder Court residents to urge the Commission to scale back or deny over-the- top development applications seeking to maximize density, and profit, at the expense of those living on Alder Court. Traffic is already quite an issue along Lincoln and we believe the density permitted by an R4 designation would make that situation much worse. Please vote to scale back the density of this application. Thanks for considering our views. I own the house at 1715 Alder Court. This street is a quiet neighborhood of single-family dwellings. Changing the zoning for part of the street to R-4 high-density housing would ruin the character of the neighborhood. I'm also concerned that it would very negatively affect traffic and parking on Alder Court. I vigorously urge you to not approve this zoning change. Thank you. Sincerely, Mike Clow i
