ITEM 3. MINUTES OF OCTOBER 22, 2014
It was moved by Member Racow, seconded by Member Banziger to approve the minutes of
October 22, 2014.
The motion passed 4-0
ITEM 4. PROJECT REVIEW
1. Lewis and Clark Master Site Plan/COA Application Z14320 (Davis)
2312 Simmental Way
A Master Site Plan with Certificate of Appropriateness application to allow the
construction of ten storage buildings with a total of 53,600 square feet to create a
mini-warehouse self-storage facility in phase one and in phase two, the construction
of an office building and two shop buildings with site improvements on the property
located at 2312 Simmental Way and within the Class I, I-90 Entryway Corridor
Overlay District. The project is zoned M-1 (Light Manufacturing District).

Amended Plat of Lewis and Clark Commercial Subdivision, S36, T01 S, R05 E, City
of Bozeman, Gallatin County, Montana.
2. Lewis and Clark Preliminary Site Plan/COA Application Z14329 (Davis)
2312 Simmental Way
A Master Site Plan and concurrent Phase 1 Preliminary Site Plan with Certificate of
Appropriateness application to allow the construction of ten storage buildings with a
total of 53,600 square feet to create a mini-warehouse self-storage facility in phase 1
and in phase 2, the construction of an office building and two shop buildings with
site improvements on the property located at 2312 Simmental Way and within the

these two items.

Public Comment
Chairperson Pro Tem Banziger opened public comment on this item.
No public comment
Mr. Hufstetler: asked questions about any development on parcel to the southeast of site.
Mr. Visser: responded to questions regarding lots adjoining this site and the client has applied
for the lease and got the offer and tying it into this project. How they can tie the two together
with the large drainage easement between them will be sorted out later. The Lease is a long term
lease.
Mr. Hufstetler: had questions regarding zoning issues and how far the eastern most shop is from
the property line
Planner Davis: responded to easement questions
Mr. Hufstetler: asked questions about the far east building and the landscaping of site.
Planner Davis: responded stating that the building is within the setbacks.
Ms. Racow: had no questions
Mr. Hufstetler: the property to the north, are those units a different client and why the color
scheme was different?
Mr. Visser: responded to questions
Mr. Banziger: had questions regarding the shared access will be shared by both operations
Planner Davis: responded to the access and easement of projects
Mr. Mehl: had questions and noted he was not a voting member, had concerns of type of
project in M-1 as there are few areas in that particular zoning classification.

Planner Krueger: also commented to question
Chairperson Pro Tem Banziger: closed questions and opened for Board discussion.
Mr. Hufstetler: commented on aesthetics of buildings.
Ms. Racow: commented on monolithic aesthetics as well as liking the landscaping and
recommended different types of evergreen element.
Mr. Banziger: echoes the other comments and is supportive of staff comments

Mark moved, Racow seconded that Having reviewed and considered the application
materials, public comment, and all information presented, I hereby adopt the findings
presented in the staff report and recommend the approval of applications Z14320 &
Z14329.
No comment or questions on the motion
The informal motion passed 3-0.
3. The Mendenhall Mixed Use Site Plan/COA/Variance Application Z14275 (Krueger)
5 West Mendenhall Street
A Preliminary Site Plan and Certificate of Appropriateness with a Zoning Variance to
allow the demolition of an existing one-story bank building and the construction of a five
story mixed use building with three floors of commercial space and 29 residential units
on the top two floors with related common spaces, underground parking structure, and
related site improvements. The property is located at 5 West Mendenhall Street, legally described as Lots 1-8, Block A, of Tracy’s Second Addition Located in Section 7, Township
Two South (T2S), Range Six East (R6E), PMM, City of Bozeman, Gallatin County,
Montana. Planner Krueger from the Department of Community Development provided the presentation
on this item.

Planner Krueger, stated that staff is very supportive of all the changes made to the project.
Mr. Rea wanted to clarify two things, the sidewalk width and is staff wanting DRB members to
make comments on the parking variance at this time

Chairperson Pro Tem Bill Rea opened for comment and starting with Chris Mehl.
Mr. Mehl: no comment
Mr. Hufstetler: had questions concerning masonry pattern and how wide is pedestrian corridor
along the alley East side and what architectural elements that break up the rhythm of corridor.
Primary entry on Mendenhall the inset at upper level is the entry doors recessed? So there is a
covered entry
Ms Racow: had questions about roof access, will there be penthouse roof access
Mr. Talarico answered questions regarding the roof access.
Planner Krueger: discussed building permit requirements for roof and secondary access.
Mr. Talarico: made further comments on roof access and life safety issue.
Mr. Banzinger: To get the extra square footage did you take it out of building and second
question about context of the neighborhood and picking up those elements, how did you do that?
Mr. Talarico: we shifted the whole building forward and the building is same square footage as
last presented and we wanted to show the scale and proportions match those around the block
and how it fits into that setting.
Mr. Rea: asked about the landscaping
Mr. Talarico answered questions
Mr. Rea: questions to staff regarding material/color rendering boards
Planner Krueger: responded to those comments.
Mr. Banzinger: Parking comments, Handicap parking slots and the width of east side sidewalk
Mr. Talarico: 3 handicap underground parking in garage and one up top and one on
Mendenhall.
Chair Pro Tem Rea opened for comments and clarified that this will be the last time this project
will be before DRB.

Chairperson Pro Tem Bill Rea opened comment on this item.
Mr. Hufstetler: Thanks group for coming back and being courageous and notices that there are
many building improvements on the design of the building. Concerns of overall size, and would
like to see additional articulation at the pedestrian’s level of that primary entry and adding more
detail to that primary entry. The thing that will make or break the project in his opinion is the
type of material that will be used on the exterior.
Ms. Racow: Is happy to see the changes with brick work. The building will become a landmark,
and thinks it will be a great addition to downtown. Reiterates comments Mark made on the entry
to have more of a sense of arrival. Likes the additional balcony feature, and likes that building
was moved back 3 additional feet, and would like to see possible roof access that would be a
great opportunity. Thanked group for coming back and happy with the changes that have been
made.
Mr. Banziger: He concurs with comments that Mark and Lessa have already commented on.
Commended CTA on what they came back to present. Feels the entry really needs to stand out
more. Commented on needing more neighborhood connectivity.
Mr. Mehl: no comments
Mr. Rea: thanked group for coming back, and it’s an honor to the city for your group to take
the time to come back and represent positive changes. For him the big positive wrap around
canopy and the brilliant move to move building back 3 feet. Really smart simple moves.
Concern, brick is important of what material is. He is less bothered by the EFIS up on top but
there are different qualities and wants to ensure staff saw a sample of material. Zinc would be
nice. Would like to include those material comments in the motion.

Walter Banziger moved, Mark Hufstetler seconded that having reviewed and considered the application materials, and all the information presented, I hereby adopt the findings presented
in the staff report for application Z14275 and move to recommend approval of the Mendenhall Mixed Use Preliminary Site Plan & Certificate of Appropriateness and Zoning Variance application subject to all applicable code provisions.
Mr Rea: Move to amend the motion to request a formal staff review of final material palette
prior to approval The motion passed 4-0.
4. Building D Bozeman Gateway Prel. SP/COA Application Z14099 (Krueger) 2340 Technology Boulevard West
A Site Plan COA Application for the construction of a drive through restaurant with
associated parking and related site improvements.

Mr. Carisch: had no further comments
Ms. Dornberger: added that their may be some solar panel on south façade.
Jim Ullman: had no further comments but idea of stacking issue, reduce size of trash enclosure.

Mr. Mehl: had questions regarding restrictions on solar panels.

Ms. Racow: further questions on solar panels and how they would be mounted
Ms. Dornberger and Mr. Carisch: responded
Continued group discussion on solar panels and implications of having them on the wall verses
roof.
Mr. Banziger: lot line questions and shifting building more south, the parking and drive
through and pedestrian activity

Mr. Rea: can we touch on question on franchise issue and how they would feel about moving
window in and to accent the front of building better.
