Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Wendy Thomas, Director of Community Development
SUBJECT: Resolution 4575, Continue the effects of Ordinance 1866 related to
Workforce Housing
MEETING DATE: January 5, 2015
AGENDA ITEM TYPE: Consent
On December 22, 2014, the City Commission instructed staff to bring to the Commission a
resolution continuing the suspension of the existing workforce housing provisions within the
Bozeman Municipal Code. The Commission expressed a desire to continue the suspension in order to not create a situation where a requirement to create workforce housing would be
effective for a short period of time, perhaps three to six months, and then a new or modified
workforce housing program may become effective.
The Community Development Department is working with Werwath Associates to engage
stakeholders in order to effectively assess the existing Workforce Housing Ordinance and recommend changes to City policies, programs and ordinances to enhance and encourage the
production of affordable housing within the community. Werwath is scheduled to present
findings and recommendations to the City Commission on February 9, 2015.
The ongoing work by the consultant, staff and stakeholders to craft a revised program which
reflects the desire of the commission to formulate an effective implementable understandable workforce housing creation program. Staff recommends the approval of Resolution 4575 to
continue the effect of Ordinance 1866, based on the focused ongoing effort to develop a revised
policy or program and thereby minimizing potential confusion over what program would apply
to a development.
