Supply painted wall signs at the property addressed as 23 West Babcock
Street.

RECOMMENDED MOTION: I move to adopt Resolution 4573, declaring the Montana Motor
Supply painted wall signs located on the building addressed as 23 West Babcock Street as
historically significant and exempt from the sign area requirements of the Bozeman Municipal
Code sign regulations and authorize issuance of a sign permit. BACKGROUND: Property owner Tony Renslow of MMSB, LLC, submitted a request to
designate the painted wall signs associated with the historic Montana Motor Supply machine
shop business as historically significant.
The Montana Motor Supply machine shop formerly occupied the entire building addressed as 23 West Babcock Street within the Story Addition block of the City of Bozeman. Two historic
business/ghost signs exist on the exterior of the building. One is a black lettered sign "Montana
Motor Supply Shop Entrance" on a black background with black line frame, above the alley entrance at the northeast corner of the north elevation of the building. The second sign is a large black lettered "Montana Motor Supply Inc. Shop & Store Entrance" on rectangular white
background located on the south façade of the building. It is presumed that these signs date to at
least 1956 when the business name of "Montana Motor Supply" succeeded Lovelace Motor
Supply in the Bozeman City Directories. The property received a recent Certificate of Appropriateness to replace the windows and to
improve the parking area to accommodate a new interior design retail business. Sections
38.28.020 and 38.28.200.D of the Unified Development Code require all signage not associated
with the retail tenant (The Architect’s Wife) to be removed from the building. This would include removal of the Montana Motor Supply painted wall sign.
Sec. 38.28.170 of the UDC provides for a process for designation of historic or culturally
significant signs, as follows:
“Signs which have historical or cultural significance to the city but do not conform to the provisions of this article, may be permitted provided that the city commission adopts

findings supporting the historical or cultural significance of the sign and issues a sign
permit. Such findings shall be adopted by resolution of the city commission.”
Given the unique design and long-standing presence of the signs, the property owner and tenant wish to retain the Montana Motor Supply painted wall signs by designating them as historically
significant. The historic designation would permit the historic signs to be exempt from the sign
area and non-conformity requirements otherwise applicable to the subject property based upon
the provisions of the Sign Code.
Staff’s recommended findings in support of the historic designations of the Montana Motor
Supply painted wall signs are as follows:
• The Neighborhood Conservation Overlay District was enacted to “stimulate the
restoration and rehabilitation of structures, and all other elements contributing to the
character and fabric of established residential neighborhoods and commercial or
industrial areas.” Designation of the Montana Motor Supply painted wall signs will
allow for their restoration and preservation as a historic and character defining element of
the downtown streetscape and built environment.
• The Neighborhood Conservation Overlay District “recognizes that diversity is a major
contributing element of the historic character of these neighborhoods or areas” and “the
provisions of this chapter shall be applied in a manner that will encourage the protection
and enhancement of the many diverse features for future generations.” Designation of
the Montana Motor Supply painted wall signs will allow for their restoration and
preservation as a historic and character defining element of the Story Addition block
building without reducing the sign area available to the current business on the property.
• The adopted Downtown Plan calls for the City to “encourage the preservation of historic
signs.” Designation of the Montana Motor Supply painted wall signs will allow for their
restoration and preservation as a historic and character defining element of the
Downtown streetscape and built environment.
• The two Montana Motor Supply painted wall signs in the Story Addition block are
locally significant examples of historic signage, important both for their association with
a long-standing, locally owned downtown business and are quality examples of
period commercial design.
• Rehabilitation of the Story Addition block for continued business use should not require
removal of these historic signs. Designation of the two Montana Motor Supply signs as
historically significant prevents the removal of them from the building and the prevention
of new signage for the business on the property.
• The two Montana Motor Supply painted wall signs do not represent a commercial
message for any business on the subject property. The two Montana Motor Supply signs
represent architectural elements of the building and should not be included in the
calculation of sign area for the subject property.
These findings have been incorporated into the attached Resolution 4573 to form the basis for
designation of the two Montana Motor Supply painted wall signs as historically significant.
Planning Staff is in support of this application.
UNRESOLVED ISSUES: There are no unresolved issues at this time.

ALTERNATIVES: The City Commission has the following alternative actions available:
1. Approve the application as recommended by Staff and approve Resolution 4573 adopting
findings supporting the historical or cultural significance of the signs.
2. Approve the application with conditions to address concerns identified by the City Commission and approve Resolution 4573 adopting findings supporting the historical or cultural significance of the signs.
3. Deny the application as submitted based on a finding that the signs are not historically or
culturally significant.
4. Direct Staff or the applicant to provide additional information and bring the application back for City Commission Action.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DECLARING THE MONTANA MOTOR SUPPLY PAINTED WALL SIGNS AT 23 WEST
BABCOCK STREET, BOZEMAN, MT AS HISTORIC AND CULTURALLY SIGNIFICANT.
WHEREAS, Section 38.28.170 of the Bozeman Unified Development Code establishes a
process for designation of historic or culturally significant signs based upon adopted findings by the City
Commission; and
WHEREAS, the Neighborhood Conservation Overlay District was enacted to “stimulate the
restoration and rehabilitation of structures, and all other elements contributing to the character and fabric
of established residential neighborhoods and commercial or industrial areas;” and
WHEREAS, the Neighborhood Conservation Overlay District “recognizes that diversity is a
major contributing element of the historic character of these neighborhoods or areas” and “the provisions
of this chapter shall be applied in a manner that will encourage the protection and enhancement of the
many diverse features for future generations;” and
WHEREAS, the adopted Downtown Bozeman Improvement Plan calls for the City to
“encourage the preservation of historic signs;” and
WHEREAS, the “Montana Motor Supply Inc. Shop & Store Entrance” and the “Montana
Motor Supply Shop Entrance” painted wall signs on the building addressed as 23 West Babcock Street
reflect the continued commercial development of Main Street and adjacent town blocks during the middle

of the 20th century through its unique design elements, and rehabilitation of the property for a new
business should not require removal of these historic signs; and
WHEREAS, the Montana Motor Supply painted wall signs do not represent commercial
messages for any business or identify any entity on the subject property; and
WHEREAS, the dimensional size of the existing painted wall signs should not be counted in
the property’s total allowable signage; and
WHEREAS, the property owner shall be under no obligation to restore or maintain the historic
signs.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that the “Montana Motor Supply Inc. Shop & Store Entrance” and the “Montana Motor Supply
Shop Entrance” painted wall signs, satisfy the Criteria set forth in Bozeman’s Unified Development Code
Section 38.28.170 “Historic or Culturally Significant Signs” and shall be declared as such.

Concisely, accurately, and completely describe the property and alterations with dates. Number the buildings and featuresto correlate with the Site Map.
The original portion of the building (Part A, built prior to 1943 but after 1927) is a single-story brick commercial machineshop building measuring approximately 34 ft east-west by 30 ft north south with a diagonal corner entrance from the alleyon the northeast corner. The building is situated at the south edge of the east-west running alley north of Babcock Street,between Willson and Tracy Avenues. This building has a flat built-up roof behind brick parapets 15 ft high. The building isattached with a butt-joint to the brick building on the adjoining lot to the west. Formed concrete lintels are placed over thewindows and entrance door. Original industrial shop windows have been recently replaced with modern architecturalwindows. Top of brick wall has modern metal coping cap. Interior of original block has been altered.
Two additions were added to the original building in 1942 as indicated by the 1927/rev. 1942 Sanborn Map and Willson'sarchitectural drawings dated 1943 for another addition to the south on the same lot. One of the two additions is a smallsingle-story, flat roofed, brick addition (Part B), attached to the east side of Part A. The second, and possiblycontemporaneous, addition (Part C) is a larger single-story, brick addition with gabled roof attached to the south of Parts Aand B. Part C has walls built of brick and tile brick with formed-concrete lintels over window and door openings. Theoriginal windows were multi-light industrial shop widows with hinged openings, now replaced by modern windows. Part Cwas known to exist in 1943, since the structure is noted as "existing" in Willson's 1943 drawings for for an another, never-built addition to have been attached to the south wall of Part C. Willson's drawings show the existence of 3/4" ironreinforcing bars protruding from the south face of the southwest corner of the existing building, to which the future additionwas planned to be attached. These same bars are shown in the attached photo. All windows and doors have beenrecently replaced with modern pieces.
The original main entrance of the building was at the northeast corner off of the alley. The façade of the Part C addition isassymetrical on the south gable side. (continued...)

Roof on Parts A and B is flat built-up composition material behind brick parapet walls with drainage ports. Roof on Part Cis a gable roof with ridge-line running perpendicular to Babcock Street, but with the approximately 6 ft of east and westportions of roof built in a flat design. The 1927 Sanborn Fire Insurance Map for Bozeman (Sheet 21), shows a long, east-west running "implement storage"shed and auto garage on the subject property. The 1943 revision of the the 1927 Sanborn Map (Sheet 21), shows theimplement and auto storage sheds removed and the Part A building labeled "Machine Shop (Tile Brick Faced), in it'scurrent location. The configuration with the diagonally clipped alley entrance on the northeast corner is clearly indicated.The 1927/rev. 1943 map also shows a small single-story masonry "Machine Shop" attached to the south face of thesouthwest corner of the Lovelace Building, on the north side of the alley, at 20 W Main St. Examination of the samebuilding still located south of the the Lovelace Building reveals the same design and workmanship as the machine shopbuilding at 25 W Babcock, with brick construction and formed-concrete lintels above windows and doors, indicating thepossibility that both were designed/built at the same time and perhaps by the same person.
The 1957-59 revision of the 1927 Sanborn Map shows the original Part A portion of the building with the additions of PartB, on the east, and Part C, on the south. All three parts are shown to be attached and communicated with interiordoorways.
Fred Willson's architectural drawings for the proposed "Shop Building for Lovelace Realty, Inc., 23 West Babcock St,"dated 12/7/1946, Shows the south end of the then existing Part C of the building. It is obvious that the addition designed in1946 would have extended from the south wall of Part C to the sidewalk at W Babcock Street, however it was neverconstructed.
The Polk's City Directories for Bozeman, 1937-38 (pg 102), 1940 (pg. 94), 1944 (pg. 86), and 1947 (pg. 131) list theLovelace Motor Supply as a business operated by John A. Lovelace, in the Lovelace Building at 20 W Main Street (acrossthe alley to the north,and one lot to the east of the subject property). The attached machine shop building to the south of20 W Main, and the machine shop building at 25 W Babcock St, are presumed to all be part of the same business. Suchpresumption is made based on the similarity of building materials, design, and the Willson architectural drawings showingthe existing structure planned with addition for the Lovelace business.
Beginning with the 1956 Bozeman City Directory (pg. 159), the motor supply business located at 20 W Main is identified asthe Montana Motor Supply. This same identification of business name exists in the directories for 1959 (pg. 153) and 1961(pg. 143).
None of the city directories show listings for 23/25 W Babcock St, presumably due to the fact that the buildings weresecondary buildings on the alley behind/near the primary business location at 20 W Main St.
From the detailed information contained on the Sanborn Maps, City Directories, and Fred Willson's architectural drawings,it is estimated that Part A of the subject building was built sometime between 1927 and 1942, and that Parts B and C(historic additions to the existing building) were built at the same time between 1943 and 1945.

The building located at 23/25 W Babcock St., exhibits significance based on its relationship to the Lovelace family andhistoric Lovelace Building located across the alley at 20 W Main St. The building is unique in its original design,construction, and intended use as a secondary/back-alley shop building to the primary business located on Main Street,to the north. The building was most likely designed by Fred F. Willson, renowned Bozeman architect, as was the planned,but not completed, 1946 shop addition.

Brick pattern on exposed north wall of Part A is in standard stretcher or running bond. Brick pattern on the east wall ofPart B and C and west wall of Part C are laid in a common bond with header bricks exposed on every seventh row. Theeast wall of Parts B and C is built all as one, indicating a contemporaneous construction date. South wall exhibits acustom pattern of alternating rows of bricks in stretcher bond followed by a row of larger tile brick.
Brick patching on the south façade indicates that the wall was originally built in a symmetrical pattern of two evenlyspaced window openings on either side of a double wide central door opening. Sometime after 1946 the eastern windowon the south façade was moved to the left to accommodate the addition of a single entry door on the right end of thefaçade. This evidence is supported by the "west elevation of existing building" sketch on Willson's 1946 drawing for theproposed addition.
Diagonally clipped northeast corner of Part A (original) building is built to directly face the small brick machine shoplocated to the northeast across the alley, behind the Lovelace Building (20 W Main St).
South wall if building is located approximately 75.5 ft north of north curb of W Babcock St.
Two historic business/ghost signs exist on the exterior of the building. One is a black lettered sign "Montana MotorSupply Shop Entrance" on a black background with black line frame, above the alley entrance at the northeast corner ofthe north elevation of the building.
