SUBJECT: 5.3 Million Gallon per Day (MGD) Water Storage Reservoir Project
Professional Services Agreement

RECOMMENDATION: Approve and authorize City Manager to sign the Professional Services Agreement with Robert Peccia and Associates.
BACKGROUND: Attached is a copy of the partially executed Professional Services
Agreement with Robert Peccia and Associates for the 5.3 MGD Water Storage Reservoir Project.
The document is in the City’s standard format.
As growth continues, additional storage is required in order for the City of stay in compliance with the Department of Environmental Quality standards which require enough storage to
provide for the average daily demand plus a 5000 gallon per minute 5 hour fire flow. The 2005
Water Facility Plan recommended installation of a 5.3 MGD treated water storage reservoir on
the water treatment plant property to meet those requirements.
These services were procured through the City’s consultant selection process. A Request for Proposals was published in the Bozeman Daily Chronicle on August 3rd and 10th, with the
proposals being due on August 22nd. Proposals were received from 6 firms on the project which
were distributed to a selection committee of 5 city employees. The written proposals were
scored by the selection committee, interviews were held with 3 of the firms, and Robert Peccia
and Associates was selected the most qualified to complete the project.
The current contract is for the predesign services only. In this phase the consultant will review,
compare, and contrast the installation of two smaller versus one larger reservoir and two
different construction types. After those decisions are made, an amendment will be negotiated to
add the design and construction phase services.

ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: $40,573.00 from the Water Impact Fee Fund. $300,000 was included in
the FY15 Water Impact Fee Fund for this project.
