C3 PSA Durston Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: Durston and Cottonwood Road Improvements Project Professional Services Agreement MEETING DATE: January 5th, 2015 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve and authorize City Manager to sign the Professional Services Agreement with Robert Peccia and Associates. BACKGROUND: Attached is a copy of the partially executed Professional Services Agreement with Robert Peccia and Associates for the Durston and Cottonwood Road Improvements Project. The document is in the City’s standard format. Durston Road is designated as a minor arterial and Cottonwood Road a principal arterial in the Greater Bozeman Area Transportation Plan. Currently, neither is constructed to its full width along various sections within the City. This project was originally to complete the design of the full width of Cottonwood from Baxter to Oak, and Durston from Fowler to the western City limits. Since then, the project has been expanded to include Cottonwood from Oak to Baxter and Baxter from Cottonwood to Flanders Mill. These are the frontages of the future sports complex. The project will complete the design of these corridors including intersection control at all major intersections. Construction will be completed in the future when funds become available. These services were procured through the City’s consultant selection process. A Request for Proposals was published in the Bozeman Daily Chronicle on August 17th and 31st, with the proposals being due on September 12th. Proposals were received from 4 firms on the project which were distributed to a selection committee of 5 city employees. The written proposals were scored by the selection committee, interviews were held with 2 of the firms, and Robert Peccia and Associates was selected the most qualified to complete the project. The current contract is for the predesign services and few preliminary design tasks (surveying, geotech, stormwater, and wetland delineation) included. In this phase the consultant will review, compare, and contrast the installation of a signal versus a roundabout at all of the major 47 intersections. This phase will culminate with a presentation to the City Commission to decide which method of control will be implemented at each intersection. After that decision is made, an amendment will be negotiated to add the design and construction phase services. UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission FISCAL EFFECTS: $114,232.00 from the Street Impact Fee Fund.
