HomeMy WebLinkAbout10-23-14 Historic Preservation Board minutesMinutes for the October 23, 2014 meeting of the Bozeman Historic Preservation Advisory Board Members Present: Kelsey Matson, Pat Jacobs, Steve Keuch, Lora Dalton, Mark Hufstetler, Merri Ketterer, Lisa Verwys, Bryce Ledbetter, Cyndy Andrus (commission liaison) Members absent: Matt Kennedy, Michelle Morgan I. Call to order- meeting was called to order at 6:32pm II. Approval of prior minutes- Minutes from August 28, 2014 were unanimously approved as presented III. Public comment- none IV. Disclosure of ex parte communication- none V. Introduction of invited guests- none VI. Committee Reports a. Preservation Awards i. Need to get planning information from ex-board member Ryan Olson to assist current board members in continuing award plans ii. CA- board needs to focus on the awards as directed by city commission. Awards are a priority and the board has had 2 years to work on them. iii. Discussion about nature of awards: PJ- will supply board with examples of award criteria & nominations. Think outside the box about awarding people, programs, professionals, projects, buildings. iv. Informal group will meet on Wednesday, Nov. 5 in the Baxter Lobby at 6:30 to discuss preservation awards. LD will notice the meeting. v. At November 20 meeting, board should be prepared to discuss information supplied by PJ, the future of awards, and how to find appropriate reward recipients. b. Community Outreach i. The Heritage Consortium has been meeting once per month for the past several months. ii. There will be an all day planning meeting on Saturday, November 8 from 9-3. LV will be attending and will report back to BHPAB. As additional meetings are schedule, LV will forward the information to BHPAB members should any wish to attend. As of 11/7/14, the meeting was canceled and has yet to be rescheduled. VII. Chair’s Report a. Standing Committees i. BHPAB used to have 2 standing committees: education & outreach and policy/planning. Open floor to discuss if board should reinstate standing committees. ii. Board comments: MK- in favor, increased opportunity for involvement/participation on board. PJ- requested organization documents from planning meeting held in January, in favor of board having public outreach and policy components. MH- agrees with PJ, notes committees lacked sufficient support & focus, need to have value attached to work. LV- in favor of board education before or in conjunction with public education. iii. Board should consider the future of standing committees b. Meeting Schedule i. No December meeting ii. November meeting set for Thursday, November 20th at 6:30 in Stiff Building. iii. Attendance- boards needs 6 members present for quorum. Let LD know if you cannot attend meetings. VIII. Staff Liaison report a. Courtney Kramer giving lecture and unable to attend. See notes sent with LD. IX. Meeting Adjourned at 7:55 pm. End of Minutes Secretary: Lisa Verwys Appendix: Notes from Courtney via email, passed on by Lora at the meeting - We have received an application to demolish the residence at 401 South Willson Avenue. We’re working it through the process, and will provide information about the application to the Preservation Board once the application and factual data is complete. - We are under contract with a consulting planner to revise the Municipal Code per our discussion with the City Commission on July 14. Any proposed modifications to the Municipal Code language that affect historic preservation will be presented to the Board for comment prior to providing the information to the City Commission. We’re working with a consultant to improve: o Clarifying the process for demolishing historic, non historic and unsafe structures (point of note, this is not to make the process “easier,” just to make the words on the page make more sense for everyone!) o Including a requirement for affirmative maintenance of historic properties o Adopting a definition of “historic property” o Compelling the owner to work with the community on preserving a historic structure during a 2 year stay of demolition - The revised Preservation website (still under construction!) includes a calendar of upcoming history, cultural resource, education and events. Any local organization (museum, public history group, BHPAB, etc.) can email ckramer@bozeman.net and have the event added to this calendar. The calendar is here: http://www.bozeman.net/Departments/Community-Development/Historic- Preservation/Calendar o Lora, we should work together to get the BHPAB meetings onto this calendar, as well as the corresponding agendas and minutes. - I’ve started working part time, and will be in the office Tuesday, Wednesday and Thursday all day. I’ll check email periodically on days I’m out. - The City applied for, and received a $30,000 grant from the Community Development Block Grant program. This funding will be partnered with other funding to evaluate the effectiveness of the Neighborhood Conservation Overlay District in incubating potential historic districts, retaining neighborhood character and the NCOD’s affect on affordability. I’ll have further details for the Board about this in November.
