MEETING DATE: December 15, 2014 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign a Memorandum of Understanding between the City of Bozeman and Montana Bureau of Mines and Geology for the Gallatin Valley Groundwater Availability Assessment. BACKGROUND: The City’s adopted Integrated Water Resources Plan (IWRP) identifies groundwater supply as a preferred water supply alternative to help meet the city’s long term water demands. The adopted IWRP Implementation Plan calls for the initiation of a detailed engineering investigation of potential groundwater well field locations. The Montana Bureau of Mines and Geology (MBMG) is committed to conducting detailed groundwater investigations as part of its Groundwater Investigations Program (GWIP) established by the 2009 Montana State Legislature. The attached Memorandum of Understanding (MOU) between MBMG and the City establishes project partnership to complete a high-level Gallatin Valley Groundwater Availability Assessment. MBMG will review existing available hydrogeologic information, together with its technical knowledge and expertise of the groundwater resource in the Gallatin Valley, and prepare a scoping report that delineates areas of greatest potential for municipal groundwater development. The City will use this scoping report to focus the efforts of a future engineering consultant tasked with completing a detailed engineering investigation for a municipal groundwater supply. The MOU further provides for technical assistance of the MBMG to the future consultants employed by the City. The MOU will run until June 30, 2016, but may be extended upon agreement of the parties. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: None anticipated. The MOU calls for each party covering their own respective costs.
