HomeMy WebLinkAbout12-8-14 4 REVISED Bike Appointments Bozeman Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Stacy Ulmen CMC, City Clerk SUBJECT: Reappointments to the Bozeman Area Bicycle Advisory Board MEETING DATE: December 8, 2014 MEETING TYPE: Action RECOMMENDED MOTIONS: I move to reappoint Jen Petersen, Bill Cochran, Daniel Davis, Jason Delmue and Sam Haraldson to the Bozeman Area Bicycle Advisory Board. I move to appoint up to two applicants to the Vacant positions on the Bozeman Area Bicycle Advisory Board. BACKGROUND: Six terms expire on this board December 31st, 2014 and there is one ongoing vacancy due to a recent resignation. Five members with expiring terms have reapplied and three new applications have been received. Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Bozeman Municipal Code Sec. 2.05.2510 Membership. A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting liaison to be appointed by the city commission. One member shall be a student of Montana State University. One member representing the county may be recommended by the county commission and appointed by the city commission. One additional non-voting liaison shall be a student of Bozeman High School. Members of this board shall serve two-year staggered terms. Each member may be reappointed without any limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. B. With the exception of the non-voting high school liaison, only persons of legal age may be appointed to the board. High school representatives under age 18 must provide a signed consent from a legal guardian stating they may participate in board activities. A majority of the board shall be residents of the city. Nonresident members of the board shall have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should be knowledgeable of bicycling and/or traffic safety in the Bozeman area. This board has six expiring terms as of December 31, 2014 and one vacancy with a term expiring December 31, 2015 with five reapplying applicants and two new applications. I ride year round, and I choose not to own a car because when I had one I rarely used it. Needless to say, I’m familiar with the travails of bike transportation in Bozeman. I have been volunteering with the Bozeman Bike Kitchen for about 2 years and have been a staff member since 2013. I’ve pulled the mobile Bike Kitchen to farmers markets, bike to work events, and even to bike valet parking for MSU football. I love seeing people on bikes and I love sending our clients out the door with newly repaired bikes. However, I persistently feel that I’m releasing them into a dangerous environment. By serving on BABAB, I hope to persuade city commissioners, planners and engineers to create a safer riding environment. I’m an MSU graduate student and employee, active on the MSU bike task force, and will be an effective liaison between BABAB and the university. Despite our complete streets ordinance, we have bike lanes that start and stop without warning. Bike lanes become snow storage in winter. Complying with traffic laws can be dangerous in some situations. I believe that better bike infrastructure and clear expectations for cyclists are critical to increased ridership, better behavior among cyclists, and safer streets for all users. Bicycle safety is something I am extremely passionate about. I strongly believe the current education and knowledge of Bozeman's city ordinances for bicycle safety among MSU students and the younger community in Bozeman is seriously lacking. I personally have seen no evidence of the BABAB's efforts on campus. I am confident that my abilities and experiences in marketing and interpersonal communication would allow me to spread awareness around campus and make the streets of Bozeman a safer and more educated place for all members of the community. I have some great experience with bicyclingand our community as well. I've been a regular cyclist since 2006, am a member ofthe Gallatin Valley Bicycle club, and I bike commute regularly during the summermonths. I signed up for the National Bike Challenge this past summer, and rode 81days, but my goal for next summer is 120 days. I ride both road bikes and mountainbikes recreationally as well, both in town and on our local trail systems. I've also spent time at the Bozeman Bike Kitchen, rebuilding a 70's ten-speed and a mountainbike, and building a bike trailer. Lastly, I'd like to create a bike-based summer campfor my current employer - the Museum of the Rockies. On the other hand, I’ve alsoseen too many cyclists riding without lights, going the wrong direction down one-ways, and failing to stop (or at least give a good yield) at stop signs and lights. Isee Bozeman's cycling culture evolving rapidly and I'd love to help steer it in theright direction. So you see, I love and live cycling. I see both what's working welland what could improve for cyclists here in Bozeman. I'd love to be able to joinBABAB to improve the Gallatin Valley's education and safety for cyclists, and toimprove relations between cyclists and other road users in Bozeman. I studied ElementaryEducation at University of Montana, so I am comfortable teaching others and talkingto groups of people. I was very much into biking in that city as well. Also, I knowboth of my contacts have out of state numbers, but they live in Bozeman, too, haha.
