I will be out of town all day on Monday, December 8, 2014 and won't be able to attend any portion of the meeting. I live at 3072 Fen Way and share an alley with the residents who have property on the west side of Foxtail Street. Currently, there are already 2 accessory dwelling units on this block and the proposed one would make a third. One of the current units is directly behind my residence, while the one proposed for 3109 Foxtail would also be nearly directly behind my residence. I have lived in my residence for over 7 years and am consistently dealing with issues the renters in the current ADU's pose. The most major issue for me is the additional vehicle traffic in the alley and the disregard for the residents the tenants of the ADU's bring. With the ADU's, there doesn't seem to be ample parking for the main house and the ADU's. Due to limited parking, the renters constantly park in the alley, blocking all vehicle traffic and blocking access to my driveway and the alley. The renters also drive in my driveway and run over my property, to include running over the phone box on my property and never reporting it to anyone. (The reason I know it was the renters is another neighbor watched it happen.) Because the current ADU's are rented to non-family members, the residents consistently change, and they have no ownership in the neighborhood and behave as though they don't have any regard for others. The other major complaint I have about the ADU's is the noise. The two current ADU's have a deck attached to them, and the renters like to have parties on their decks. They are very loud and drink and smoke on their decks, while sharing their noise and stench with others. While I am cognizant that anyone can have a party, I feel that most home owners don't party as much as young renters, and are more respectful of their neighbors. I live on one of the only R-1 zoned blocks in this neighborhood, and when I bought my property and built my house, I did it on an R-1 zoned block for the reason of low density, single family dwelling. The people with the current ADU's are renting them to other people who are not family, thus making them non single family dwellings. It is very disappointing that the city continues to allow for these ADU's in the R-1 zoned areas, when there are so many other blocks that are not zoned R-1 and people could build there with the ADU attached. I moved out of a high density condo complex to a low density, single family area to have more space and not have to deal with as many people. Building multi-family units in a single family zoned area makes my property values go down. It doesn't seem ethical the city continues to allow these conditional use permits when it is detrimental to other homeowners. If people want to build ADU's, build them in R-2 or R-3 zoned areas, not R-1. Thank you for allowing me to put forth public comment on this issue.
