CALL TO ORDER AND ATTENDANCE Chairperson Cliff Chisholm called the meeting to order at 3:05 p.m. Members Present: Members Absent: Mari-Gai Katz Roger Cruwys Walt Willett Kim Walker Ed McCrone Cliff Chisholm Paul Gleye Rich Noonan ITEM 2. MINUTES OF NOVEMBER 26, 1996 MOTION: Since there were no corrections or additions to the minutes, Chairperson Chisholm moved, Ms. Katz seconded, that the minutes be accepted as written. The motion carried 5-0. ITEM 3. CONSENT AGENDA A. Boodles Restaurant COA#Z-9697 - (Strahn) 215 East Main Street - A Certificate of Appropriateness Application to allow the renovation of the front facade in conjunction with an interior remodel Chairperson Chisholm inquired if there had been any requests to remove this item from the consent agenda, or if any of the Board members or the applicant wanted the item discussed. MOTION: There being no requests, he moved, Mr. Willett seconded, that the application be approved as per the Staff report. The motion carried 5 - 0. Design Review Board Minutes-December 10, 1996 1 ITEM 4. PROJECT REVIEW A. Marty COA/DEV #Z-9696 - (Strahn) 413 North Wallace Avenue A Certificate of Appropriateness with Deviations Application to allow the construction of a front porch; the addition of a gabled dormer and two windows on the south elevation; and the demolition of an existing shed and its replacement with a new garage. Mr. Bruce Marty joined the DRB. The Chairperson introduced the application and explained the procedure. Planner Strahn explained the project and the deviations - 1) from non- conforming uses, Section 18.50.160, to allow the expansion of a non-conforming structure and 2) from side yard setbacks, Section 18.18.050, to allow the garage to encroach about 2' into the side yard setback. He noted that the house was constructed in the nineteenth century before modern zoning standards were in place and the lot has also been subdivided at some point in time. He continued that the garage is in a dilapidated state and is braced inside and out. He also noted that Staff is in support of the deviations with one condition-the standard building permit condition. Mr. Willett inquired why the garage is being proposed in the side yard setback when there is ample room for it in the back yard. Planner Strahn noted that the encroachment is being requested to preserve as much back yard as possible. Mr. Marty noted that the garage is 4' wider, 2'on each side, than the present shed. He continued that there is parking beside the garage, and, if it were moved, he would loose one parking space. Mr.Noonan noted that there is approximately 21' between the garage as shown and the property line and inquired if there would really be a loss in parking spaces. Discussion ensued on parking space requirements. Chairperson Chisholm noted that the variance criteria is based on hardship, but deviations are not. He continued that if the project fits the pattern of the neighborhood, it is usually approved. Mr. Noonan noted that he is in support of the application, however,he felt that moving the garage T wouldn't cause the loss of a parking space. Ms. Katz commented the additional space beside the garage may be needed for snow storage and she is in favor of the application. Chairperson Chisholm suggested modifications to the front porch. Mr. Willett suggested that the side porch trim match the front porch trim. MOTION: Mr. McCrone moved, Mr. Willett seconded, to recommend approval of this application with Staff's condition.
