MEMBERS PRESENT: Cliff Chisholm, Roger Cruwys, Kim Walker, Walt Willet, Paul Gleye, and Ed McCrone. STAFF PRESENT: Dean Patterson, Debbie Arkell, Andrew Epple, Carol Schott VISITORS PRESENT: Dick Prugh, Tad Tsukamoto, Judy Morrill, George Mattson, Paul E. Uhlrich, Joan Rudberg, Cindy Goldstein, Jim Krall, Paul Bucher, Wellis Vandiver, James Goehrung, Stuart Jennings Chairperson Cliff Chisholm excused himself from review of the project, due to conflict of interest. Vice-Chairperson Kim Walker called the meeting to order. A. PROJECT REVIEWS 1. Bozeman Daily Chronicle MaSP Z-9662 (Williams) 2750 West College - A Major Site Plan Application to allow construction of offices and a printing facility. Vice-Chairperson Walker introduced the project. Planner Dean Patterson presented the project. He reviewed the Staff Report (on file at the Planning Office) and noted that the proposal is for a 41,500 sq. ft. building which will house the new offices and print facility for the newspaper. Planner Patterson continued that the project was previously seen by the DRB in an informal review, the response then was generally favorable. Planner Patterson recommended 7 conditions to the DRB and noted that the DRB's recommendation on this COA request will be considered at a public hearing before the City- County Planning Board, who will make the final decision on August 20th. Mr. Walt Willett suggested approaching each condition one at a time. He continued that he'd like to discuss condition #7 first. Condition #7 -- "The 4 1/2 foot wide planting area along the sidewalk shall be provided on the property side of the sidewalk. Street trees shall be located in this strip. A gently meandering sidewalk is recommended." He inquired if the windows into the press room are still proposed. Mr. Dick Prugh noted that they are still proposed. Mr. Prugh continued that it is the windows to the left of the press room that have been changed. Mr. Willett inquired of Planner Patterson about the timetable for the widening of College Street 1 and how the widening will affect the sidewalk that condition #7 is requiring to be installed. Planning Director Andrew Epple explained the timetable as within 5 to 10 years. Discussion ensued on the meandering sidewalk. Mr. Willett suggested the sidewalk be expanded at intervals to alleviate the length of the it. Mr. Prugh noted that the Chronicle would be willing to install the wider sidewalk in front of the press room windows. Discussion ensued on landscaping as required in the condition and the loss of trees in the 4 1/2 foot wide planting area. Planning Director Epple suggested allowing Planning Staff to work with the architects to assure that all landscaping points are met and the boulevard street trees are planted within the site outside of the utility easements. DRB members stated that credits should be allowed for any excess landscaping on the site. Conditions #5 & #6 -- " Additional offsets of major design elements shall be used to break up segments of facade longer than 100 feet" and "The street facade shall be modified to provide additional detailing and add interest to the facade." Mr. Paul Gleye inquired if Mr. Prugh had talked to Staff about this condition. Mr. Prugh noted that he had not. Planner Patterson noted that the front of the building is rather plain. Mr. Prugh explained that the office segment is comprised of 7 different planes. He continued that there are indentations and four different colors plus changes in the roof line to break up the lengthy facade of the office wing. He also noted that there are actually two fronts on the building - the office front and the employee entrances. Mr. Ed McCrone stated that he feels that the design satisfies the requirements for conditions #5 and #6. The rest of the DRB agreed. Condition #4 -- "Details of the parking lot standards and labels indicating the fixture model shall be included on the Final Site Plan submittal." Mr. Prugh explained the lighting fixture and the pole. Mr. Gleye noted that this condition appears to be a formality that needs to be noted on the Final Site Plan. Condition #3 -- "Pedestrian walkways shall be provided from the parking stalls adjacent to the truck loading area to the entrances of the building and the walkways across the parking shall be scored or pavers used." Mr. Prugh noted that this conditions comes from the Design Objectives Plan. He doesn't feel that a sidewalk on the south side of the parking lot will used by the employees as they will walk across the parking lot from their parked cars. Mr. Gleye noted that this project is a special case and there isn't a clear need for pedestrian walkways in the employee parking area. Other members of the DRB concurred. Condition #2 -- "Parking lot islands shall be modified to be covered with landscaping rather than concrete and be enlarged to 300 sq. ft. The landscape plan shall indicate how irrigation lines cross paved areas. Unbroken rows of parking stalls shall be limited to 100 feet in length or less." Mr. Prugh pointed out the lengths of the landscaped parking lot islands. He noted that the islands are 10' X 20' instead of 300 sq. ft. He also noted that employee parking may encroach into the customer parking area, but they have designed more than the required number of parking spaces. Mr. Willett stated that this design achieves the Design Objectives Plan. Mr. Gleye noted they could enhance the landscaping on the south side with the street trees that cannot be planted in the right-of-way. Mr. Prugh noted that there is a 30' greenbelt granted by 2 MSU on the south side of the Chronicle property. He would gladly plant the 12 boulevard trees between the canal and the greenbelt. Mr. Gleye inquired if the Chronicle is proposing to install a trail. Mr. Prugh stated they are not. Mr. Gleye inquired of Planning Director Epple if DRB can address the trail. Planning Director Epple stated that they cannot. DRB members concurred that what is presented in this project meets the design Objectives Plan - the intent of the 100' length of parking areas is met by using islands to separate the public from the private parking areas. The condition should require "The landscape plan shall indicate how irrigation lines cross paved areas, and ensure that a minimum of 20 sq ft of landscape is provided in the parking lot for each parking space", to ensure Code requirements are met. Condition #1 -- "Labels indicating the facade materials and colors shall be included on the Final Site Plan." DRB members concurred that this condition is boilerplate. Mr. Gleye moved to recommend conditional approval of the application with Conditions #1 and #4 in tact; Condition #2 amended to read "The landscape plan shall indicate how irrigation lines cross paved areas. The 20 sq. ft. of interior landscaping per parking space has to be met."' Conditions #3, #5, and #6 are deleted; and Condition #7 amended to include that the proposed design shall meet the landscaping points and street tree quota, however, the street trees shall be provided on-site rather than in the boulevard. Vice-Chairperson Walker seconded the motion. The motion carried unanimously 6 - 0 by voice vote. 3
