MEMBERS PRESENT: Cliff Chisholm, Roger Cruwys, Walt Willett, and Ed McCrone STAFF PRESENT: Derek Strahn, Andy Epple, Carol Schott VISITORS PRESENT: Bayliss Ward, Thomas Nygard, Peter Ohman, John Domenech, Joan Rudberg Chairperson Cliff Chisholm called the meeting to order. He noted that a request for an addition of an informal review to the agenda. Hearing no objections, he stated the informal review would be added to the end of the agenda. A. CONSENT ITEMS 1. Nygard COA Z-9657 (Strahn) 131 E. Main _ A Minor Site Plan with a Certificate of Appropriateness application to allow the renovation of interior and exterior of the structure. Chairperson Chisholm inquired of Mr. Strahn and Mrs. Schott if any letters of protest had been received. Both stated none had been received. Chairperson Chisholm moved, Mr. Cruwys seconded, that the application be approved as per staff conditions. PROJECT REVIEWS 1. Ohman MiSP/COA Z-9658 (Strahn) 612 S. 10th Avenue - A Minor Site Plan with a Certificate of Appropriateness application to allow the renovation of a garage into a studio apartment. Historic Preservation Officer/Planner Derek Strahn presented the project. Mr. Ohman joined the DRB. Planner Strahn noted that the existing flat roof will be replaced with a gable roof. The applicants are requesting deviations to allow the modification of the existing garage which encroaches 7' into the required 8' side yard setback and to allow the applicants to surface the proposed rear yard parking area with gravel. He continued that Staff supports both deviations. He noted that a letter has been received in opposition to the application from Mr. Don Pilotte of 608 S. 10th Avenue. He concluded that Staff recommends approval of the Certificate of Appropriateness by DRB for the application subject to the conditions of the Staff report. Chairperson Chisholm inquired if the Board had any questions of Staff. Mr. McCrone inquired about the zoning of this project. Planner Strahn noted it is zoned R-4. Mr. McCrone inquired about existing parking. Mr. Ohman noted that he parks in the driveway. Mr. Ohman asked about pushing the parking into the comer of the lot to give a little more lawn space. Discussion ensued on the side yard and rear yard setbacks and parking in them. Chairperson Chisholm noted that the lawn strip provides the opportunity to plant a hedge, enclose the trash container, or have a grassy area between the alley and the parking lot. Chairperson Chisholm inquired about the deviation to allow the gravel driveway. He noted that this is different from the deviation allowed on the Ball property as it is located on the edge of town. This property is more centrally located. Discussion ensued on the alley. Mr. McCrone stated that he supports Staffs recommendation due to the 2 gravel already in the alley. He also supports the setback deviation. Chairperson Chisholm noted that the apartment is small with a loft to be used for storage. The storage area will surely be used as a bedroom. He suggested installing egress windows to allow the use of the loft as a bedroom as well as for storage. Planner Strahn explained that the DRC was concerned with the 7' encroachment into the 8' side yard. DRC suggested turning the roof 90 degrees, parallel to the alley, and he has no problem with that idea. Chairperson Chisholm noted that the loft is unusable as a bedroom without an egress window. Discussion ensued on the building code issue with the fire-rated wall. Mr. Willett was concerned that if the loft is a sleeping area, are the pull down stairs acceptable. Planning Director Epple didn't think so, however, it is also a building code issue. Mr. Willett suggested a spiral stairway. Chairperson Chisholm moved to continue this application until July 23, Mr. McCrone seconded. Motion carried unanimously by voice vote. 3
