MINUTES Members Present: Dave Skelton, Roger Sicz, Neil Poulsen, Greg Megaard, Mike Certalic, Staff Present: Joni Killebrew, Debbie Arkell, Kirsten Emborg, Carol Schott, James Nickelson, Bob Murray, Visitors Present: Chris Ferko Chairperson Dave Skelton called the meeting to order at 10:05 a.m. A. INITIAL WEEK REVIEW Sukut Annexation #A-9901 -(Killebrew) 1367 Thomas Lane - An Annexation Application to annex 2.3639 acres into the City of Bozeman. Assistant Planner Joni Killibrew presented the application, noting the plan seems to be a sale to a church. Discussion followed on other property owners that may wish to annex; the ability to obtain part of the right-of-way for Thomas Lane; the need for a water main extension; the need for waivers for Baxter, North 27th Avenue, and the water trunk to the west; the possibility of the property not being a subdivided; access from North 271h Avenue and Thomas Lane, but not from Baxter Lane; and fire protection requirements. B. INFORMAL REVIEW Costco Gas Facility Informal #I-9907 - (Arkell) 2505 Catron Street - An Informal Review for a members only gasoline facility addition to the existing Costco Wholesale warehouse. Chris Ferko, Barghousen Engineering, joined the DRC. Mr. Ferko presented the proposal noting that gas stations are being added to nearly all Costco facilities. He further described it as a members-only sales with the prices displayed inside the warehouse and in LED on the pumps. He continued with a description of the four double island pumps, their locations, and the traffic patterns. Project Engineer James Nickelson noted the pump farthest to the south isn't in a good position with the water main. Mr. Perko noted it could be moved to the south. Discussion followed on the location of the sewer main. Mr. Nickelson noted there is a need for a retention pond to contain any potential fuel spill, including a separator. Development Review Committee Minutes-March 2, 1999 1 Planner Arkell noted that Costco is over the allowable signage with a variance, and if more signage is needed, Costco will have to apply for another variance. Discussion followed on fire protection, light fixtures on the canopies, the width of the shared access with Wingate Inn, and the shutting down of the gas facility including lights when the warehouse closes. C. DISCUSSION Easy Rest Commercial Complex #Z-9813 - (Arkelo 810 Mandeville Lane - A review of the Temporary Occupancy permit and discussion of the improvements to be financially guaranteed. Assistant Planning Director Debbie Arkell began the discussion on the Temporary Occupancy noting the discussion is in relation to what improvements the DRC will allow to be financially guaranteed. She reviewed the improvements completed and yet to be done. Discussion followed on estimating the cost of gravel to fill between the access apron and the street. The DRC agreed all remaining improvements could be financially guaranteed. For the Betterment of the DRC --- Chairperson Skelton noted he will be sending out FSP's for several projects today. Mr. Certalic moved, Mr. Sicz seconded, to adjourn the meeting.
