MINUTES Members Present: Phill Forbes, Kirsten Emborg, Roger Sicz, Dave Skelton, Craig Brawner, Mike Certalic, Chuck Winn Staff Present: Chris Saunders,Therese Berger, Derek Strahn, Carol Schott, Rick Hixson, Karen Finke Visitors Present: Mike Delaney, Edgar Donohoe, Peter Maloney Chairperson Dave Skelton called the meeting to order at 10:06 a.m. A. FINAL WEEK REVIEW Darvis Sewer Connection - (Forbes) 5439 East Baxter An Application requesting to connect to the Bozeman Municipal Wastewater Treatment system for a single family residential unit located outside the City Limits. (Final of a two week review) Project Engineer Rick Hixson noted the address is 5439 East Baxter. He reviewed comments from Engineering Staff. Chairperson Skelton noted he will send his comments to Mr. Forbes shortly. Mr. Brawner noted that if the property annexes, the City should get half of Baxter improved. Mike Certalic presented his comments. Mr. Forbes asked the DRC members to send their comments to him by the end of the week. Fire Marshal Chuck Winn presented comments from the Fire Department. ONE WEEK OF ONE WEEK REVIEW Bozeman Athletic Club Modifications 4tZ-9643 - (Saunders) 8601 Huffine Lane A review of a preliminarily approved site plan to allow the reconfiguration of site elements. (The plans were sent out with last week's packet.) Mike Delaney joined the DRC. Chairperson/Planner Skelton reviewed the variance approval by the Board of Adjustments. He noted Mr. Delaney may need to go to the Commission for an adjustment to the conditions of approval for the annexation. Mr. Delaney reviewed the concept plan with the DRC, including the extension of Fallon St. Discussion followed on the water main location/easement. Associate Planner Chris Saunders reviewed concerns of Planning Staff, and the requirements of a FSP submittal, including the designation of private and public streets/roads and easements. Water/Sewer Superintendent Mike Certalic reviewed comments of the Water/Sewer Department. Mr. Brawner noted that without a master plan for the property, it's difficult for the City officials to visualize this project within the whole property. He suggested installing the minimum services outside the project until the master plan is completed and Development Review Committee Minutes-January 26, 1999 1 approved. Mr. Delaney reviewed the history of the project and the annexation. Discussion followed on the emergency access road, the number and location of the fire hydrants, the sprinklering of the building, the possible need to modify the conditions of approval, and the deadline of March 21, 1999, for submitting of an approveable FSP. He noted the project will be reviewed by the DRIB this afternoon. City Engineer Craig Brawner noted due to the proposed changes, Mr. Delaney should expect a longer review period than usual. He suggested the consultants visit with the Engineering Department prior to submitting the FSP to discuss the infrastructure installation. Planner Saunders moved to continue the review on the project per the conditions of the second approval. The motion was seconded by Mr. Hixson and carried 7-0. C. SECOND WEEK REVIEW 1. John Bozeman's Bistro CUP#Z-98221 - (Berger) 125 West Main Street - A Conditional Use Permit Application to allow a restaurant to serve alcoholic beverages. (Open and continue to February 2) Fire Marshal Chuck Winn noted there has been some discussion about sprinklering the basement. Water/Sewer Superintendent Mike CertaIic discussed the progress. The consensus of the Committee was to open and continue the discussion to February 2, 1999. 2. Ruppert's Tap House CUP#Z-98220 - (Berger) 2711 West College Street - A Conditional Use Permit Application to allow a restaurant to serve beer and wine. Peter Maloney and Edgar Donohoe joined the DRC. Assistant Planner Therese Berger introduced the DRC members and reviewed concerns from last week. Mr. Maloney noted they are requesting only a beer and wine license, not a full alcohol license. Planner Berger asked for questions or concerns of the DRC. Mr. Donohoe clarified the location of the parking spaces. In response to Fire Marshall Winn, Mr. Maloney noted they will occupy the whole building. Street/Sanitation Superintendent Roger Sicz noted he is concerned with the blocking of the entryways. Discussion followed on the curbing along the loading docks, parking agreements not being documented, the need to have the parking agreements in writing, the hours of business, and the changes proposed in the outdoor lighting.D. FIRST WEEK REVIEW Longcake ADU CUP#Z-98222 - (Strahn) 1806 South Willson Avenue A Conditional Use Permit Application to allow the addition of an accessory dwelling unit to an existing single-family dwelling unit. Historic Preservation Officer/Planner Derek Strahn presented the application. Discussion followed on parking in the front yard, the conversion of the gravel pad into a turnaround space, and whether or not an electrical permit has been issued for the basement unit. Development Review Committee Minutes-January 26,1999 For the Betterment of the DRC-- Chairperson Skelton reminded the members to make adequate copies of their comments/ conditions. Mr. Certalic moved, Mr. Sicz seconded, to adjourn the meeting.
