Chairperson Dave Skelton called the meeting to order at 10:10 a.m.
A. FINAL WEEK REVIEW
1. Big O Tire CUP/COA#Z-98215 - (Killebrew)
620 North 7th Avenue
A Conditional Use Permit Application with a Certificate of
Appropriateness to allow the construction of a 4,508 sq.ft. retail/service facility
relative to an automotive tire facility.
Lowell Springer and Jesse Sobrepena joined the DRC. Planner Joni Killebrew reviewed
the conditions of Planning Staff.
Project Engineer Rick Hixson reviewed the conditions of Engineering Staff. In response to
Mr. Hixson's question,Mr.Springer noted it will probably be a dry shop.
Water/Sewer Superintendent Mike Certalic reviewed the conditions of his department as
presented two weeks ago.
Mr.Springer commended Planner Killebrew for an excellent job on the Staff report.
Mr. Hixson moved,Mr. Certalic seconded,to recommend conditional approval per the
conditions of the DRC. The motion carried 5-0.
2. Allison MiSub Preliminary Plat#P-9859 - (Arkell)
Arnold Street
A Minor Subdivision Preliminary Plat Application to create 4 lots and a
remainder tract.
Dave Jarrett joined the DRC. Assistant Planning Director Debbie Arkell noted the
Planning Department is recommending conditional approval and reviewed the conditions
from Planning Staff.
Project Engineer Karen Finke reviewed the conditions from Engineering Staff.
Water/Sewer Superintendent Mike Certalic reviewed the revised conditions from his
department.
In response to City Engineer Craig Brawner,Water/Sewer Superintendent Mike Certalic
indicated the locations of the sewer stubs on the site plan. Mr.Brawner clarified that
sidewalks will be installed prior to building permit issuance for Lots 3 and 4. He discussed
the sidewalk installation requirements for Lots 1 and 2.
Public Service Director Phill Forbes modified Ms.Finke's condition#7 to read: "Arnold
Street shall be improved to full City standard".
Mr.Forbes moved,Mr. Certalic seconded,to recommend conditional approval with
conditions and modifications of the DRC.The motion carried 5-0.
3. Aldworth MiSub Pre-Application#P-9861 - (Arkell)
Sourdough Road, 1/a mile north of Kagy
A Major Subdivision Pre-Application Application to divide 6.2 acres into
three residential lots.
Debra and Jeff Aldworth joined the DRC. Assistant Planning Director Debbie Arkell
reviewed the application,noting it is a major subdivision. She reviewed the comments
from Planning Staff.
Public Service Director Phill Forbes asked that the driveways that cross the trail maintain
good site triangles. City Engineer Craig Brawner asked about the wording of Planner
Arkell's comment#9 and how to address the street improvements if Ida Street doesn't get
dedicated. Planner Arkell noted she will revise the condition.
Chairperson Skelton noted that Planner Arkell will summarize today's comments and
prepare a letter for the applicants.
4. Genesis Ma5ub Pre-Application#P-9860- (Skelton)
Stucky Road
A Major Subdivision Pre-Application Application to divide 32.45 acres into
28 professional office/multi-family residential lots.
Terry Threlkeld,Steve Daines, Greg Gianforte,Tony Prothero,and Mark Amunrud joined
the DRC. Planner Skelton reviewed comments of the Planning Staff, noting he has
discussed the roads with Sam Gianfrancisco and he'd like City Engineer Craig Brawner
and Public Service Director Phill Forbes to comment on signalization of South 191h Avenue
at Kagy Boulevard and Stucky Road. Mr.Brawner and Project Engineer James Nickelson
noted that waivers of right to protest should be obtained for that improvement. Mr.
Threlkeld asked if there were other waivers for the signalization of South 19`h Avenue and
Stucky Road. Discussion followed on waivers for the signal.
Project Engineer James Nickelson reviewed comments from Engineering Staff.
Water/Sewer Superintendent Mike Certalic reviewed the comments from his department.
Planner Skelton noted he will summarize the comments of the DRC in a letter and mail to
the applicants and representatives.
5. Comfort Inn MaSP/COA#Z-98212- (Berger)
1370 North 71h Avenue
- A Major Site Plan Application with a Certificate of Appropriateness to
allow the construction of a 44 room,22,350 sq.ft. addition to the existing
Comfort Inn and related site improvements.
Gene Cook and Dan Schmidt joined the DRC. Assistant Planner Therese Berger reviewed
the conditions of Planning Staff.
Project Engineer Karen Finke reviewed the conditions of Engineering Staff. Planner
Berger asked about condition#8 and who would be responsible for the installation.
Engineer James Nickelson asked that the Oak Street grid be shown on the FSP.
Water/Sewer Superintendent Mike Certalic reviewed his comments and questions.
City Engineer Craig Brawner noted the elevations and the future improvement of Oak
Street should be shown on the FSP. Discussion continued on the Oak Street improvements.
Mr. Cook asked if the storage shed could be moved to the north side of the building for
storage of mowers and fuels. Chairperson Skelton noted it might be possible as long as it
isn't located in the setbacks.
Mr. Certalic moved,Ms.Finke seconded,to recommend conditional approval of the
application per the conditions of the DRC. The motion carried 5-0.
B. ONE WEEK OF A ONE WEEK REVIEW
1. SBC Shop and Offices FSP - (Killebrew)
2010 Gilkerson Drive
- Revision to a previously approved minor site plan to allow the construction
of an office and shop space
Bob Gilbert,Mike Schlabach,and Chad Bottcher joined the DRC. Assistant Planner Joni
Killebrew distributed and reviewed the modifications that the applicants are requesting.
Discussion followed on the modifications. Chairperson Skelton noted that a slatted chain
link fence doesn't hold up, however,the applicants will need to apply for a
deviation/variance for an opaque wall. Mr. Gilbert asked if a wooden wall would suffice

without a deviation/variance. Chairperson Skelton noted it would, if they submit a detail
of it to the Planning Office. City Engineer Craig Brawner asked that the boulevard trees
not be planted in the future sidewalk location.
C. FIRST WEEK REVIEW
1. John Bozeman's Bistro CUP#Z-98221 - (Berger)
125 West Main Street
A Conditional Use Permit Application to allow a restaurant to serve
alcoholic beverages.
Assistant Planner Therese Berger presented the application, noting the history, and
reviewed the issue of serving beer and wine within 400 feet of a church. The applicant has
expressed concern that the required garbage enclosure will work for the hauler. Planner
Berger noted that since this is such a simple application, the DRC could skip the review
next week and make its recommendation in two weeks. The DRC chose to do a three week
review/
2. Ruppert's Tap House CUP#Z-98220 - (Berger)
2711 West College Street
A Conditional Use Permit Application to allow a restaurant to serve
alcoholic beverages.
Assistant Planner Therese Berger presented the application. Discussion followed on
parking requirements.
3. Darvis Sewer Connection - (Forbes)
5349 East Baxter
- An Application requesting to connect to the Bozeman Municipal
Wastewater Treatment system for a single family residential unit located outside the City
Limits.
(One of a two week review)
Public Service Director Phil Forbes reviewed the application. He noted that City Manager
Johnson wants a DRC recommendation for his report to the Commission. He discussed the
similarities of this application to the Armknecht application. Discussion followed on a
main extension parallel with the sewer trunk, the depth of the trunk in that area,Fire
Department concerns, and the interest of other landowners to the east who may want to
connect to City services.
For the Betterment of the DRC
Mr. Certalic discussed the rates charged for water for SFR's, noting that meters are not
economical and he is in favor of flat rates, however,for businesses the meters work the
best.
Mr. Forbes moved, Mr. Certalic seconded, to adjourn the meeting. The motion carried
unanimously. The meeting was adjourned.
