AGENDA
A. SECOND WEEK REVIEW
1. HRDC MaSP/COA/Dev#Z-9926 - (Strahn)
26 South Tracy Avenue
A Major Site Plan Application with a Certificate of Appropriateness and
Deviations to allow the rehabilitation of the Historic Post Office/Armory Structure into
supportive services offices and provide two transitional apartments on site and related site
improvements.
Bill Hanson, Mike Smith, and Jeff Rupp joined the DRC. Historic Preservation Officer/Planner
Derek Strahn presented the application and reviewed the deviations needed to make the site
work.
Chuck asked for the sq. footage of the basement. Bill Hanson noted it is about 1700 sq. ft.
Chuck asked if it will be sprinklered. Bill noted it will. He indicated the location of the elevator
and the problem with the water access into the structure. He asked if the water access can be
moved as it will interfer with the elevator and a historic stairway. He'd rather it come directly
into the mechanical room. Mike Certalic noted he would have to go to the site and investigate
what is there. He noted sprinklering will require a separate service line. He also noted a problem
with water and sewer to the proposed structure. bill noted they are investigating where the
existing water and sewer are coming from. Mike noted the records show there are two services
to the lot. He'd lime to dye test the lines to see where they go. He noted they will need a separate
sewer service for the proposed structure. If they need another water service, it would make sense
to instal it at the same time as the fire line. Discussion followed on the number of bathrooms in
the existing structure and the water line requirements.
Bob noted a concern with the 25'drive aisle and the concentration of all the compact spaces in
one location. Bill noted they can get the 26'width, however, all of the mature trees would have
to come out. Craig suggested the dirve aisle be widened and compact spaces made at the
entrance of the drive aisle. He noted the parking lot has to be designed as best it can be.
roger noted that Tracy was overlayed within the last 7 years, however, if a fire Iine is to be
installed, the street moritorium can be waived through the Engineering Office. Discussion
followed on the procedure. Craig noted another concern was with snow storage as the site
indicated is unsatisfactory. He noted they need to count on hauling snow away, however, they
need to plan for temporary storage on site. He noted there will be a condition to meet that need.
Mr. Brawner explained the back up maneuverability into the access and backing up traffic into
the public right-of-way. roger commented on snow plowing not beening allowed into the street.
Mr. Hanson noted a positive aspect is to add definition to the driveway and the site. Derek asked
how much parking esists. Mr. Hanson noted ther are only 5 or 6. He is proposing 26 -28 spaces.
Mr. Rupp noted they will continue to try to solve the parking problem. Mr. Hanson noted Mr.
Rupp had them maximize the parking; however, it would eliminate the one of few green spaces
in the downtown area. Mr. Rupp noted they would like to put in picnic tables in the green space
for the downtown public.
Jim Ullman explained the drainage calculations and grades. Roger noted that the alleys don't
drain, therefore, the drainage towards the alley needs to be looked at carefully. Mr. Brawner
noted the City is trying to retain water storage on-site, perhaps towards the green space. It is best
to do some of the water treatment on-site. Roger noted having all the traffic routede out the alley
is a concern for the condition of the alley. Mr. Hanson discussed the 20', one-way fire access and
traffic. Vice-Chairperson Winn noted that he would have problems getting a fire truck down the
alley. Mr. Brawner recommended that the one-way exit be narrowed so it discourages two-way
traffic. Discussion followed on a limited parking sign in the alley. Mr. Brawner noted the alley
should be signed no-parking. Discussion follwoed on the space created with the narrowing of the
egress onto the alley.
Chuck noted the final week is next week and comments should be ready.
2. Parkway Place Condos MaSP#Z-9924 - (Arkell)
3505 Fallon Avenue
- A Major Site Plan Application to allow the construction of four 12-unit
condominium buildings with four 12-unit garages and related site improvements.
Phil arrived. Clint Litle and Tricia Walsh joined the DRC. Assistant Planning Director Debbie
Arkell presented the application, noting the adjacent uses. She reviewed the concerns of last
week.
City Engineer Craig Brawner noted that fire access may not be adequate. Chuck noted the
turning radii are too small. He noted the Fire Department needs to have access behind the
garages for fire protection. Discussion followed on the location of additional accesses, street
alignment, the 150'maximum length drive aisle, the width of drive aisles,the need for fire
sprinklering, the incongruancies of the elevations,
Mr. Litle noted a porblem with the site is the elevations and drainage problems. He noted the
drainage scheme they want to achieve. Mr. Brawner asked how sedimentation will be handled
and he is not in favor of storm water retention on parking lots. He noted the 5-6 year storm
events indicate the parking lot will be under water. He suggested underground storage may be an
alternative. Mr. Brawner noted the impervious surfaces don't allow for much water to drain into
the aquifers. Mr.Litle explained the slope of the parking lot. Discussion continued on the storm
drainage issues. Mr. Murray noted that the overflow from the retention area may not be allowed.
Mike Certalic noted the water service is a problem as the lot doesn't have a large enough one.
The street is only four years old. He noted the water service isn't adequate for one unit of this
size. He noted there are four sewer stubs into the lotHe noted the existing 4" water line would
handle the water service, however, fire service would be an issue. Debbie asked if the City
would allow a street cut for a 6" line for fire protection. Mike noted it would be allowed. Debbie
elaborated on some smaller issues -trash enclosures, fencing, massing on the lot, site orientation,
shortness of parking spaces, lack of openspace on the lot,the steepness of the slopes between the
buildings and from the buildings to the property lines, the need for sections showing how the
slopes will work, snow storage areas.
Chuck noted comments are due next week.
B. FIRST WEEK REVIEW
1. Sukut ZMA #Z-9925 - (Killebrew)
1367 Thomas Lane
- A Zone Map Amendment to amend the zoning designation on a 2.3639 acre
tract of Iand from RS (Residential Suburban) to R-1 (Residential, Single Family).
(First of a two week review)
Assistant Planner Joni Killebrew presented the application, indicated its location, and possible
future uses of the lot. Chuck asked for the location of the nearest fire hydrant. Discussion
followed on when water will be available.
Mike Certalic presented his comments.
2. Aspen Meadows Apartments MaSP/COA#Z-9921 - (Berger)
1062 Oak Street
- A Major Site Plan Application with a Certificate of Appropriateness to allow
the construction of twelve 4-plex apartment buildings and related site improvements.
Assistant Planner Therese Berger presented the application, noting the location, the changes since
the last application, parking issues. Chuck noted the last time he met with Phil Rotherham,
parking was to be only on one side. Roger noted the drive aisle is too narrow. Debbie noted
their biggest concern is what the City is going to require them to do to 11th.
Craig noted he would go with curb, gutter, two drive aisles with gravel shoulders. Discussion
followed on the width of the street required for a fire truck to access it, alternatives to parking
and drive aisle widths.
3. China Town Restaurant MiSP/COA #Z-9937 - (Sherfnan)
1228 West Main Street
A Minor Site Plan Application with a Certificate of Appropriateness to
allow improvements for a restaurant, landscaping, and site improvements.
Assistant Planner/Urban Designer John Sherman presented the application, noting the site issues.
He noted Rob Bukvich, MDOT, idicated no problems with moving the street accesses.
Bob Murray noted they aren't proposing curbs, but pin downs. John notd Mr. Tang wants to park
on the gravel space where Cashman's has their Christmas Tree lot while he gets the parking lot
paved. Andy noted Mr. Tang and his attorney were informed that temporary occupancy would
not be given until the parking lot is paved.
Bob noted concerns with deminsions don't scale. John noted they may be required to install a
retaining wall on the rear 46'from the rear of the building. Andy noted they were told they need
a total storm water and drainage plan for the whole site. Craig noted there has to be storm water
retention/detention and there needs to be curbing installed on the south to prevent the street from
deteriorating.
4. Stoneridge Congregate Living CUP/COA #Z-9927 - (Skelton)
West Oak Street
- A Conditional Use Permit Application with a Certificate of Appropriateness
to allow the construction of a three story, 113 unit assisted living facility, including
kitchen and dining facilities, and related site improvements. (ON HOLD)
C. DISCUSSION ITEM
Keller Supply
75 Rawhide Ridge
- Occupancy issues
Chief Building Official Neil Poulsen noted that it is about a month until they will be requesting
temp occupancy. He wants to know what everyone will be Iooking for. Mike noted some sort of
water source will have to be provided. Chuck noted he will not allow any occupancy until they
have water installed. He has made it plain to all involved. He will go with Police Chief Tymrak
and chain the doors if that is needed.
Craig reviewed the water installation projections and what will be acceptable to the City. His
best guess is that the City is five to siz weeks away from acceptance. James noted they won't
have an accepted water supply until probably May 15th.
Wingate Inn - How far away ar they from temp occ. They have moved furniture in already.
Discussion followed on water supply.
Target - planning to open mid to late summer. James noted that water won't be available until
Sept 1.
He needs faster response on finals requested. It isn't fair to the applicant or to Kirsten. Two to
four weeks is not acceptable. The response need to list what is needed. Needs to be timelier. He
noted that e-mails are being blown off as are the temp occupancies. Craig noted he would like a
report on which ever projects are lagging. Roger noted a meeting with the departments that are
having the problems and work with them to address the timeliness. Neil asked that when a
routing slip is routed, Kirsten just needs to get a response from the departments.
Craig asked for a summary of the projects that need attention. Kirsten just needs information to
share with the public.
Neil introduced his two new building inspectors.
