MINUTES

Assistant Planning Director Debbie Arkell called the meeting to order at
10:00 a.m.
A. FINAL WEEK REVIEW
Sukut Annexation #A-9901 -(Killebrew)
1367 Thomas Lane
- An Annexation Application to annex 2.3639 acres into the
City of Bozeman.
Assistant Planner Joni Killebrew reviewed the conditions of the Planning
Department. Project Engineer James Nickelson reviewed the conditions of the
Engineering Department. (All conditions on file in the Planning Department.)
Chairperson Arkell added "the existing septic tank to be pumped and filled upon
hooking to City Services (or removed) and certified by Environmental Health."
Chairperson Arkell noted that Planner Killebrew will prepare a staff report to the
City Commission.
B. SECOND WEEK REVIEW
l. Cashman CUP#Z-9916 - (Killebrew)
2055 Springhill Road
- A Conditional Use Permit Application to allow the
expansion of a non-conforming use, being the portion of the plant
nursery on RS zoned land.
Assistant Planner Joni Killebrew reviewed the application, including the variances
received prior to this application. She noted that Sam Gianfrancisco, County Road
Supervisor, and Belgrade Fire have received copies of the application.
2. Grand Teton Plaza (2id Submittal) MiSP/COA #Z-9919 - (Arkell)
810 North 7"' Avenue
- A Minor Site Plan Application with a Certificate of
Appropriateness to allow the partial demolition of the Sunset Motel
and building an addition for conversion to retail space.
Doug Rand and Kai Tang joined the DRC. Chairperson/Assistant Planning Director
Debbie Arkell presented the application and reviewed concerns from last week. She
noted if the trailers remain on the lot with the former motel building, then this
application will be reviewed as a Major Site Plan, Mr. Tang stated the trailers will
be moved. Discussion followed on parking requirements, the flow of traffic and lack
of protection islands in the parking areas for the landscaping, parking requirements
for office vs. retail uses, the alignment of the access with the County Market access
isn't shown, screening of parking spaces from the residential uses, the easements
that are needed, the use of the upstairs as only one unit, light fixture lens.
Streets/Sanitation Superintendent Roger Sicz stated the approach on Tamarack
Street should be aligned with the access to County Market, then he discussed
problems associated with parking on the street adjacent to this property.
Project Engineer James Nickelson stated they need to work with the Fire
Department on the issue of access to the development.
3. Veon MiSP/COA #Z-9922 - (Skelton)
851 Bridger Drive
A Minor Site Plan Application with a Certificate of
Appropriateness to allow the construction of a new 11,400 square
foot building to accommodate 6 commercial tenants.
Bill Roller, Mike Veon, and Rob Bukvich joined the DRC. In the absence of Dave
Skelton, Assistant Planning Director/Chairperson Debbie Arkell noted she had
visited with Jim Kack about a connecting street to Bridger Drive. She reviewed
comments from last week.
Mr. Roller noted there is a gentleman's agreement to have three buildings on each
of the lots that use the same architecture, color, signage, etc, to get a better feel
along Bridger Drive. Discussion followed on required sidewalks, required water
and sewer main extensions, hydrant requirements, and what types of vegetation
can be placed over easements for screening. Chairperson Arkell noted Birdie Drive
will need to be cut for hook up to sewer services, which requires a variance from
City Commission, as the street has been paved for less than seven years.
Discussion continued on use of well/septic systems, and the requirements of getting
permits for them from the DEQ.
Rob Bukvich asked for the proposed use of the barrow pit along Bridger Drive, to
which Mr. Roller stated would be grass and no parking. He noted they will need a
driveway approach application from the State.
Project Engineer James Nickelson noted the dimensions on the plan don't match
the plat.
Chairperson/Planner Arkell noted that the decision will be made next week by this
Committee and the DRB.
4. Genesis MaSub Preliminary Plat #P-9905 - (Skelton)
On the southside of Stucky Road, west of Grace Bible Church
A Major Subdivision Preliminary Plat Application to divide
a 32 acre tract into 27 R-O zoned lots.
Steve Daines and Terry Threlkeld joined the DRC. In the absence of Planner
Skelton, Chairperson/Planner Arkell presented the application, noting that this is a
County subdivision, therefore this body will have few comments. However, the
Planning Office uses DRC as a clearing house. Mr. Daines described the phases
and stated when the septic treatment facilities will be installed.
Streets/Sanitation Superintendent Roger Sicz asked who would maintain the
roadways. Chairperson/Planner Arkell noted the roads are dedicated to the County
and maintained by the subdivision.
