INFORMAL REVIEW 1. Bozeman Champion Auto Informal (Berger) — 2631 West Main Street--An informal review for the possible further development of the site to add auto sales./rental in the existing paved parking area behind the building. Connie Hochhalter and Dave Erickson joined DRC. Planner Therese Berger introduced the project, to expand the use at Champion Auto to include auto sales and an auto sales display area at the rear of the building. Two existing offices Mthin the building will be used for the new use. Planner Berger stated the parking area is only lightly stripped at this time, and Mr.Erickson is proposing to add angle parking, which could make the garbage area unaccessible. Dave Skelton mentioned screening at the back may be needed. The most important issue is to make the circulation work. Debbie Arkell suggested that the use may be able to occur through further development review if no changes are to occur on the site. Mr. Erickson explained how the US West easement works on the site. He is working with MDOT to plant trees in the boulevard of West Main. He was verbally told that could occur, but he wants to get it in writing. Phill Forbes asked how the sales would work if they are located behind the building. Mr. Erickson stated they would have a sign out front. He indicated there would be no cars for sale in the parking areas,but they may display 3 or 4 cars in the front area. Dave Skelton stated that could be acceptable as long as on-site circulation still works. Planner Berger stated the Code prohibits the display of cars within the 25-foot front yard setback, and Dave Skelton stated it appears the building is already in the 25-foot setback now, due to the right-of-way. Mr. Erickson stated he didn't think that was the property line; he thought it was further toward the highway. ,Planner Berger stated the further development application is limited to a 20% increase ink,r"Z41s vse" 7y ,,Vc-ktj doub[Q-hq u+e4 crKtnt Mr. Erickson stated he doesn't have to change anything that exists to do the use. Roger Sicz stated it won't affect their department, as did Mike Certalic. Dave Skelton stated it would be helpful if the existing lot lines were identified, especially the front in relation to West Main Street. Dave Skelton stated signage will be an issue. Mr. Erickson stated he has discussed the sign requirements with Roy Beall, and he doesn't think it will be a problem. Mr. Erickson stated they will be raising the level of asphalt near the door to keep water from running into the building, at the time an overlay is done. Planner Berger stated she will write a letter specifying the review process. DEVELOPMENT REVIEW COMMITTEE MINUTES - DECEMBER 1, 1998 B. FIRST WEEK REVIEW 1. Color World Printing Major Site Plan/COA- (Berger) Boot Hill Court, Lot 1, Tract 7, Gardner Simmental Plaza -- A Major Site Plan Application with a COA to allow the construction of a 11,700 sq.ft. (ground floor) printing facility with a 3,500 +/- sq.ft. mezzanine Planner Berger introduced the project, noting they are proposing to create more parking than the Code requires. Mike Certalic distributed his comments, stating there is no water on the site, and a 12" main is proposed with SID 665 in Simmental Way. A main extension and hydrant will be required to be extended from Simmental down Boot Hill once the main is installed. His comments are on file. Neil Poulsen stated the type of inks used,,AU determine whether the building must be fire sprinklered, and will be at the discretion of the Rae Fire Department. There was discussion regarding the sewer service. A pre-treatment sampling manhole will be needed. It was noted Boot Hill may not even be constructed to a gravel standard yet, and the County Road Department will have to comment on the needed improvements. A waiver of right to protest annexation should be obtained, as should a waiver for improvements to Boot Hill to city standards.
