A. FINAL WEEK REVIEW
1. Baxter Creek Business Park PUD Concept/Pre-Ap #Z-98126 - (Arkell)
Huffine Lane, West of Billion Auto Plaza
- A Planned Unit Development Concept Plan and a Pre-Application Application
to subdivide 17.56 acres into 7 lots for commercial development.
Assistant Planning Director Debbie Arkell reviewed the application. Jack Schunke and Mike
Smith joined the DRC. Planner Arkell reviewed her comments.
Project Engineer Karen Finke reviewed her comments. Discussion followed on the need for a
cul-de-sac at the end of the public street, where it enters the private street to allow room for the
city snow plows to turn around. (Condition#8) City Engineer Craig Brawner reinforced
condition#3 - and recommended that condition #3b become a separate condition.
Water/Sewer Superintendent Mike Certalic noted he gave his comments to the applicant and the
committee last week.
Fire Marshal Chuck Winn reviewed his condition, noting it corresponds with Planner Arkell's final
condition.
Streets/Sanitation Superintendent Roger Sicz noted the creek and culvert will not be maintained
by the City; it needs to be maintained by the homeowner's association.
Mr. Schunke noted they looked at traffic circulation and are looking at an extension of Fallon
Street, which may eventually connect with Jackrabbit Lane, and Cascade Street to the edge of the
subdivision. He discussed other street extensions and future extensions of the north-south streets
to Baxter Lane and Durston Road. He also discussed water and sewer main line needs for the
area. Planner Arkell explained her prior comment on the need for a north-south connector if
Competition Drive doesn't extend to the north boundary. Mr. Brawner noted it makes some sense
to have a connector between Fallon Street and Babcock Street.
Mr. Sicz disagreed with the use of Fallon Street as a frontage road for HufJine Lane. He noted
there are houses and apartments all along the east end of it. Discussion followed on the pros and

cons of Fallon Street becoming a frontage road.
Chairperson Skelton noted that Planner Arkell will compile the comments and send them to
Morrison-Maierle. Planner Arkell noted that a waiver for a traffic signal at Huffine Lane and
Cottonwood Road will be added.
Mr. Schunke commented that the street width will be narrow enough to not allow on-street
parking. Mr. Sicz noted that a 60'width will be needed to allow for snow storage.
Mr. Schunke asked for the advantage in doing a PUD if they can't have narrower streets. Mr.
Sicz noted the PUD can relax other items rather than street width.
2. Allison Minor Subdivision Preliminary Plat #P-9839 - (Olsen)
Arnold Street, north of Morning Star School
A Minor Subdivision Preliminary Plat Application to create 5 lots for single
family development with a remainder.
Dave Jarrett joined the DRC. Chairperson Skelton noted a final recommendation is to be made
this morning. Associate Planner Jody Olsen reviewed the application and presented her
conditions. Discussion followed on condition#4 pertaining to the ditch maintenance easement
and floodplain issues.
Project Engineer Karen Finke reviewed her conditions, highlighting the second paragraph of
condition#1. She amended condition#5 to say only water mains to be extended. Mr. Jarrett
noted he has talked to the School District about extending Arnold Street and extending the sewer
main to the edge of the school district boundary.
Mr. Sicz moved, seconded by Ms. Finke, to recommend conditional approval as per conditions of
the DRC. The motion carried 6-0.
3. Osterman MiSub Preliminary, Plat#P-9838 - (Olsen)
U.S. Highway 10/East Frontage Road
A Minor Subdivision Preliminary Plat Application to di"ride 12.762 acres into
five lots for industrial development. (Final of a two week review)
There were no representatives for the applicant present. Associate Planner Jody Olsen reviewed
her comments.
Project Engineer Karen Finke reviewed her comments, adding a condition to ensure that the
intersection of Osterman Drive and Highway 10 is the correct angle. City Engineer Craig
Brawner noted the proper section of the Subdivision Regulations should be included in the
condition. Chairperson Skelton noted that the irregularly shaped lot may be difficult to develop.
Discussion followed on the difficulties.
Streets/Sanitation Superintendent Roger Sicz moved, seconded by Fire Marshal Chuck Winn, to
conditionally approve the project as per the conditions of the DRC. The motion carried 6-0.

B. ONE OF TWO WEEK REVIEW
1. Willowbrook Modifications to Conditions - (Epple)
DurstonBeall/North 25"Avenue
- A request for modifications to condition#6 and condition#19 of an approved
Preliminary Plat for Willowbrook Major Subdivision.
Ken LeClair and Tom Fellows joined the DRC. Planning Director Andrew Epple reviewed the
modifications as requested by Holly Brown. He noted that the final building permits cannot be
granted until Beall Street is constructed or conditions#6 and #19 are amended.
Streets/Sanitation Superintendent Roger Sicz asked when the developer plans to extend Beall
Street and how traffic will flow in the meantime. Mr. Epple noted that Durston Road will be the
street of choice for folks in that area.
Fire Marshal Chuck Winn asked if the cross streets will be paved. Mr. LeClair noted the cross
streets will be paved within two weeks. Mr. Winn asked if a high quality gravel road could
connect across Beall Street, and asked that the construction vehicles not park along the streets.
He noted he could barely get his car down the streets when he drove through on a routine drive-
through. He noted a fire truck could not have passed through. It was noted that this
improvement is to be installed in conjunction with Phases 7 & S. Discussion followed on the
condition of the road in the past, now, and in the future. Mr. Winn asked that the employees be
parked someplace else. Mr.Sicz noted that the City will not be plowing these streets as they are
narrow, private streets. Mr. LeClair noted he is committed to plowing them.
City Engineer Craig Brawner noted there could be problems if the streets are widened in the
future, if the City standard street width is not required now. Discussion followed on modification
of the conditions and the need for adequate access.
Mr. LeClair noted that they have mitigated the fire department's concerns with the street. He
noted a problem Arith the conditions is that Beall Street has not been completed. He is looking at
September 1 occupancy of the first units. Mr. Brawner noted that the issue isn't where the City is
going with Beall Street, the issue is with North 25th Avenue. Mr. Winn noted he is interested in
the removal of the barricade as it is a deterrent to fire protection. Discussion followed on the
surfacing of the street.
Chairperson Skelton asked if the DRC wants to wrap up this project next week. Mr. Brawner
noted he would like a third week for re,�riewing the project, after Public Service Director Phill
Forbes returns. Mr. Winn noted that for Temporary Occupancy, he will require either paved or
county road standard.
Project Engineer Rick Hixson asked if a decision could be made on one condition. DRC
concurred to do the recommendation on all conditions at one time. Mr. Epple noted he has a
letter in the file from Mr. Forbes stating that North 25th Street is not needed (dated 1996).

2. Harvest Creek Modifications to Conditions - (Skelton)
West of N. 27'Avenue, between Durston road and Oak Street
A request for modifications to the conditions of approval for the Harvest
Creek Preliminary Plat to reduce the lot sizes.
Tom Howard, Walt Wolf, and Per Hjarmarsson joined the DRC. Chairperson/Planner Dave
Skelton verified that the DRC had received a letter from Mark Chandler requesting the
modifications. He distributed the original conditions for comparison with the requested
modifications, then reviewed the modifications and rationale for them. He noted there is an extra
week available for this review if needed.
Mr. Hjarmarsson noted the direction of flow for the sanitary system has changed somewhat, due
to minor adjustments to the plans for the water mains.
Chairperson/Planner Skelton asked Project Engineer Rick Hixson to look at conditions #11 and
#12. He noted that a formal recommendation will be made next week, unless DRC deems it
needs another week to complete the review.
C. FIRST WEEK REVIEW
1. Bozeman Deaconess Hospital Addition MiSP #Z-98134 - (Arkell)
915 Highland Boulevard
- A Minor Site Plan Application to allow the construction of a 20,800 sq. ft.
addition to the existing hospital structure and related site improvements.
Assistant Planning Director Debbie Arkell presented the application.
Associate Planner/Impact Fee Coordinator Chris Saunders asked if they had solved their water
line issue. Water/Sewer Superintendent Mike Certalic noted there is no reason to add a water
service as there is a 6" line going into the building. He continued it has been sized down to a 4".
He noted they could size it back up to the 6" line. Chief Building Official Neil Poulsen noted the
plumber had called noting they need a double beaded service, and he advised them the system is
looped and a second water service is not needed, per the UPC. Planner/Impact Fee Coordinator
Saunders noted that they will be responsible for the change in impact fees from the 4" size to the
6" size.
2. Chamber of Commerce MiSP #Z-98133 - (Skelton)
The future 200 Commerce Way
A Minor Site Plan Application to allow the construction of a 4,000+ sq. ft.,
one-story structure, and related site improvements.
Chairperson/Senior Planner Dave Skelton presented the application. Assistant Planning Director
Debbie Arkell noted that Rob Bukvich of the Montana Department of Transportation will stop in
to discuss with Planner Skelton the access of Commerce Drive onto Baxter Lane.
Chairperson/Planner Skelton noted Mr. Springer's concept of what will happen with the timing of
sewer and water installation and what is actually required with final plat approval.

City Engineer Craig Brawner noted there is more that the sewer and water line issue. Discussion
followed on the requirements of final site plan and the permitting of building permits. He noted
this subdivision is different from the Safeway and Target sites as the infrastructure will be in for
them, however, it won't be for this project.
Mr. Brawner noted they can come in with the MiSP and get those approvals, however, no
building permits will be issued until the Final Plat for Stone Ridge Subdivision is filed. Discussion
followed on the financing of the signal, the issuance of building permits, and the installation of
infrastructure.
3. Genesis Partners/Boylan ZMA#fZ^98108 - (Skelton)
Stucky Road, west of South 19tb Avenue
- A Zone Map Amendment Application to change the zoning designation on a
32.4 acre tract of land from AS to R-O. (First of a two week review)
Chairperson/Senior Planner Dave Skelton presented the application, noting the issues. Fire
Marshal Chuck Winn noted that the applicant's comment on condition 4 is incorrect as their fire
protection will come from Sourdough Fire District at the end of South 3rd.
For the Betterment of the DRC:
Bridger Peaks - (Saunders)
Associate Planner Chris Saunders noted that the applicants for Bridger Peaks Subdivision have
asked to modify some of the conditions, namely, they want to modify the conditions to allow
construction on Lots 2, 8, 11, as Safeway is not moving as fast as the applicants are. He noted
they are asking for other wording changes. He understands that they want to do the steel wall
construction off-site, then haul them on-site when final approvals have been given. He further
discussed the requested modifications.
Planner Saunders noted that this application goes before the Planning Board next week and this
committee could be making a recommendation on the modifications next week. Assistant
Planning Director Debbie Arkell noted that a staff report can't be written on a moving target.
Discussion followed on the request.
City Engineer Craig Brawner noted he sees no problem in approving these modifications. He
noted he had tried to convince them to join the other developers in the area to install the signal at
Oak Street and North 19"'Avenue. Discussion followed on the improvements needed to Oak
Street and North 19" Avenue.
Planner Saunders asked for comments from DRC next week.
Mr. Winn moved, Mr. Poulsen seconded, that the meeting be adjourned.
