MINUTES Members Present: Dave Skelton, Roger Sicz, Mike Certalic, Chuck Winn, Craig Brawner Staff Present: Debbie Arkell, Chris Saunders, John Sherman, Carol Schott, Kirsten Emborg, James Nickelson Visitors Present: Mark Chandler, Doug Morley, Troy Benson, Morris Mare, Mark Chandler, Jim Ullman, Mike Popiel Chairperson Dave Skelton called the meeting to order at 10:00 a.m. A. FINAL WEEK REVIEW l. Tange MiSub Preliminary Plat#P-9827- (Arkell) 75 Baxter Lane - A Minor Subdivision Preliminary Plat Application to create 5 commercial lots on 20.2 acres. Mark Chandler joined the DRC. Assistant Planner Debbie Arkell reviewed her comments. She distributed the memo which will be given to the Planning Board tonight, then reviewed her recommended conditions, noting other conditions may be yet identified. Project Engineer James Nickelson reviewed the comments from his department. There were no comments from the Streets/Sanitation Department. Discussion followed on Planner Arkell's condition#8 and Mr. Nickelson's condition#3. Mr. Nickelson noted that city standard sidewalks should be installed. Planner Arkell added a condition- "the appropriate access/encroachment permits be submitted for the shared access with Hampton Inn". Chairperson Skelton asked Planner Arkell to verify if it is located in the North 19th corridor. Mr. Nickelson moved to recommend conditional approval of the application to the Planning Board, Mr. Sicz seconded. The motion carried 5-0. B. ONE WEEK REVIEW Sundance Springs Zoning PUD Final Site Plan #Z-9812 - (Arkell) Goldenstein Lane and South 3`d Avenue A Final Site Plan for a Zoning PUD for Sundance Springs. Continued as it is being redrawn. Development Review Committee Minutes- 1 C SECOND WEEK OF A THREE WEEK REVIEW 1. Keller Supply Company MaSP/COA#Z-9888 - (Sherman) 75 Rawhide Ridge - A Major Site Plan Application with a Certificate of Appropriateness to construct a 19,770 sq. ft. office, showroom, warehouse structure in the North 191h Entryway Overlay District. Doug Morley joined the DRC. Urban Designer/Planner John Sherman presented the application, and reviewed the comments from last week. He noted that one condition will be that the parking and uses remain as proposed or an additional review will be required. Discussion followed on the sewer lines and water main. City Engineer Craig Brawner noted a condition will be that upon completion of the water main, the water main shall be extended and connected to City water. Water/Sewer Interim Superintendent Mike Certalic reviewed his comments. Mr. Morley noted the elevations have been slightly changed. 3. BIH2, "Pond Row Apartments", Phase 2, MaSP#Z-9882 - (Saunders) 114, 118, 122 Pond Row - A Major Site Plan Application to allow the construction of three structures for 10 units and laundry facilities as a second phase of a 20-unit apartment complex. Doug Morley and Mike Popiel joined the DRC. Associate Planner Chris Saunders reviewed the application and the comments from last week. He noted that site plans for both phases have been received. Project Engineer James Nickelson noted that a lot of storm drainage is directed to the west and the City would like to see it directed to the north so as not to store the drainage of an adjoining lot. Water/Sewer Interim Superintendent Mike Certalic reviewed his preliminary comments. City Engineer Craig Brawner noted that with the O'Malley annexation, the water main should be more easily accessible to this project. Chairperson Skelton noted a recommendation will be made to the PB next week. 4. Fuddruckers MiSP/COA#Z-9887 - (Skelton) 2905 West Main Street - A Minor Site Plan Application with a Certificate of Appropriateness to allow the construction of a 5,651 sq. ft. structure for restaurant use. Jim Ullman, Morris Klare, and Troy Benson joined the DRC. Chairperson/Senior Planner Dave Skelton reviewed the application and the comments from last week. Development Review Committee Minutes- 2 Water/Sewer Interim Superintendent Mike Certalic noted he has a question on the lot being divided, also, parcel A is actually Al and A2. Mr. Ullman discussed the location of the lot in relation to the parking lot and property line location. City Engineer Craig Brawner asked about the existing 36" easement for a culvert and the location of an existing structure on the easement. Mr. Ullman noted there doesn't appear to be an easement. Chairperson Skelton concurred. Discussion followed on the ownership of the ditch and culvert. Project Engineer James Nickelson noted a grease trap would be required if there would be a restaurant use. Mr. Certalic reviewed his comments. D. INITIAL WEEK OF A TWO WEEK REVIEW Smith Nursery/Unit MiSP #Z-9884- (Arkell) 6851 Patterson Road - A Minor Site Plan Application to allow the development of a plant nursery stock farm and the construction of a caretaker's dwelling unit. Assistant Planning Director Debbie Arkell presented the application. She noted the application is outside of the DRC jurisdiction, however, this is the forum for public comment. Therefore, she will have one more review meeting for public attendance and to receive written public comment. She reviewed the action thus far by Board of Adjustment and the Department of Environmental Quality. Mr. Nickelson moved, Mr. Sicz seconded,to adjourn the meeting. The motion carried unanimously.
