MINUTES Members Present: Dave Skelton, Phill Forbes, Craig Brawner, Mike Certalic, Neil Poulsen, Chuck Winn Staff Present: Jody Olsen, Debbie Arkell, John Sherman, Chris Saunders, Karen Finks, Rick Hixson, Carol Schott Visitors Present: Paul Cook, Gene Graf, Chris Wasia, Scott Bell, Dave Jarrett, Lowell Springer, Brad Daws, Ed McCrone, Mark Chandler Chairperson Dave Skelton called the meeting to order at 10:05 a.m. A. FINAL WEEK REVIEW 1. O'Malley Annex #A-9805 - (Olsen) East of the intersection of Fowler Avenue and Ravalli Street An Annexation Application to annex S acres. Paul Cook joined the DRC. Planner Jody Olsen presented the application and reviewed her comments. (All staff comments are on file in the Planning Office.) Project Engineer Karen Finke reviewed her comments. Mr. Cook had no questions on the comments. Planner Olsen gave Mr. Cook the comments from Water/Sewer Interim Superintendent Mike Certalic. Chairperson Skelton noted that Planner Olsen will compile the comments in a letter to Mr. Cook. 2. Gallatin Center Concept/Pre-ap#Z-9859/#P-9820 - (Arkell) West of N. 19"Avenue between Baxter Lane and Valley Center Drive A Concept PUD and a Major Subdivision Pre-Application Applications to allow the subdivision of 142.36 acres into 24 commercial PUD lots. Gene Graf, Chris Wasia, Scott Bell, and Dave Jarrett joined the DRC. Assistant Planning Director Debbie Arkell reviewed her comments. (All staff comments are on file in the Planning Office.) She differentiated between the needs of the Final Plat and the Final Plan to be submitted for each of the different applications. Discussion followed on the streets/roads in the project and who would approve the improvements, the need for traffic studies for this project and the area, access to streets from the lots, the irregular configuration of the lots,the purpose of"Outlots" 1 and 2,the phasing of the subdivision as well as the streets and other improvements, the location of the through street, the refusal of the residents along Thomas Lane for having that street widened and improved as a Development Review Committee Minutes-June 9,1998 1 through street, the power line, the extensions of North 27th and Dead Man's Gulch streets, and waivers of right to protest that have already been filed and the ones left to be filed,. Project Engineer James Nickelson reviewed his comments. Discussion followed on parking along the street, the trail system,the width of the required collector street and its location through the subdivision, and the location of additional fire hydrants. Water/Sewer Interim Superintendent Mike Certalic reviewed his comments. 3. Rose Park Pre-ap #P-9818 - (Skelton) North of Emily Dickinson School and Oak Street A Major Subdivision Pre-Application Application to subdivide 9.642 acres into 24 residential, multiple family lots. Lowell Springer and Brad Daws joined the DRC. Chairperson/Planner Skelton presented the application and reviewed his comments regarding the Pre-Application Plan. Discussion followed on the transition of Oak Street between North 25th and North 2Th to a standard that contained the median for the M.P.C. power line and the need for a preliminary design with the preliminary plat. Rick Hixson presented his comments. Discussion followed on the requirements for the streets, intersections, infrastructure, the participation of all parties in the street improvements, studies on maximum development, when the water main will be installed in the street, and the limits of the statute in responding to the application. B. SECOND WEEK OF A THREE WEEK REVIEW 1. Tange MiSub Preliminary Plat#P-9827- (Arkell) 75 Baxter Lane A Minor Subdivision Preliminary Plat Application to create 5 commercial lots on 20.2 acres. Mark Chandler joined the DRC. Assistant Planning Director Debbie Arkell presented the application and reviewed the comments from last week. Discussion followed on the possible need to amend lot lines to get the drainage ponds located on the same lot as is drained,the water stubs locations in relation to the lots, and the need for a pedestrian facility along Baxter Lane. Chairperson Skelton called for written continents for next Tuesday's DRC. Development Review Committee Minutes-June 9,1998 2 C. INITIAL WEEK REVIEW 1, Story Mill ZMA#Z-9870 - (Arkell) 2150 South Story Mill Road A Zone Map Amendment Application to change the zoning on 14.2 acres from BP "Business Park"to M-1 "Light Manufacturing". (First of a two week review) Ed McCrone joined the DRC. Assistant Planning Director Debbie Arkell presented the application. Discussion followed on who should review the ZMA. Planner Arkell noted that the review can either be done at a DRC meeting or by a memo to City staff asking for comment. She noted this meeting could be considered as an informal review and so construed in the minutes. Chairperson Skelton reiterated that this is not a public hearing but a public meeting. Public testimony will not be taken. Mr. McCrone was not interested in having a review before the DRC. Planner Arkell noted that either by DRC review or by memo, it is reviewed by City Staff. Mr. McCrone asked if impact fees could be used to help install the sewer main in this area. Impact Fee Coordinator Chris Saunders joined the review committee and noted that the use of impact fees has several stipulations and reviewed those stipulations. Mr. Nickelson moved, seconded by Mr. Certalic, that this application need not be reviewed again by the DRC. Carried unanimously. 2. Keller Supply Company MaSP/COA#Z-9888 - (Sherman) 75 Rawhide Ridge - A Major Site Plan Application with a Certificate of Appropriateness to construct a 19,770 sq. ft. office, showroom, warehouse structure in the North 19" Entryway Overlay District. Lowell Springer and Doug Morely joined the DRC. Planner John Sherman presented the application. Discussion followed on the existing and future SID's, water service lines, and the prospects of annexation of this area. Development Review Committee Minutes-June 9,1998 3 3. BIH2, "Pond Row Apts.", Phase 2,MaSP #Z-9882 - (Saunders) 114, 118, 122 Pond Row A Major Site Plan Application to allow the construction of three structures for 10 units and laundry facilities as a second phase of a 20-unit apartment complex. Associate Planner Chris Saunders presented the application. Discussion followed on the need for one or two water lines for the building containing the laundry facilities. Water/Sewer Interim Superintendent Mike Certalic noted that there are three stubs installed and the site plan shows four. He noted that if the laundry facilities are within the one building,then only one stub would be necessary. Discussion followed on the outstanding asphalt patch that has been financially guaranteed. 4. Fuddruckers MiSP/COA#Z-9887 - (Skelton) 2905 West Main Street - A Minor Site Plan Application with a Certificate of Appropriateness to allow the construction of a 5,651 sq. ft. structure for restaurant use. Chairperson/Senior Planner Dave Skelton presented the application. Water/Sewer Interim Superintendent Mike Certalic reviewed his comments.
