CITY COMMISSION ROOM, CITY HALL,411 EAST MAIN Members Present: Mike Certalic, Dave Skelton,Neil Poulsen, Chuck Winn, Staff Present: James Nickelson, Kirsten Emborg, Chris Saunders, Jody Olsen, Debbie Arkell, Carol Schott,Karen Finke, Rick Hixson Visitors Present: Keith Swenson, Dave Crawford, Clair and Steve Daines, Tom LeProwse, Bryan Connelley, Eugene Graf, Brian Tolstadt, Peter DiBerardenis, Steve Sparks, Chairperson Dave Skelton called the meeting to order at 10:15 a.m. A FINAL WEEK REVIEWS 1 Bozeman Deaconess Health Services Annex#A-9803 - (Skelton) North of Kagy Boulevard and east of Highland Boulevard An Annexation Application to allow the annexation of 421.96 acres. Keith Swenson joined the DRC. Chairperson/Planner Skelton asked that all comments be forwarded to the Planning Office to incorporate into the staff report. He noted the first two applications, both the annexation request and master plan amendment will be discussed jointly. He reviewed comments from Streets/Sanitation Superintendent Roger Sicz,noting that the comments are generally in regard street improvements during development of the property. Project Engineer James Nickelson reviewed his comments for both applications. Fire Marshal Chuck Winn noted that the fire department will be requesting a station site with this property. The only immediate concern is the communications hole created by the location being over the crest of the hill from the repeater. Some sort of resolution will have to be found. Water/Sewer Interim Superintendent Mike Certalic reviewed comments from his department. Chairperson/Planner Skelton noted he will do a preliminary staff report for the annexation request to present to the City Commission,they will set a public hearing,then he will prepare a final staff report for the hearing before City Commission. Mr. Swenson noted he had no problems with utility comments and street widening won't be an issue. He noted that the snow removal issue hasn't been dealt with so far, but will be worked out with subdivision. The traffic circulation will be discussed farther down the line, however, they will be dealing with it differently than as presented with this application. Chairperson/Planner Skelton noted that easements are required during annexation,however, they will be solidified at subdivision stage. 2. Deaconess Hospital Health Services MPA#P-9808 - (Skelton) North of Kagy Blvd. and east of Highland Blvd - A Master Plan Amendment Application to create a new Land Use called Traditional Neighborhood Development (TND). (The submittal materials are Development Review Committee Minutes-April 14,199 8 1 included in the"blue" loose-leaf notebook in the last section.) (This application was reviewed with the Annexation application.) B. THIRD WEEK OF A FOUR WEEK REVIEW 1. Westfield South, Phase II,MaSub Prelim. Plat#P-9814 - (Saunders) Wagon Wheel Road and South 3rd Avenue A Major Subdivision Preliminary Plat Application to subdivide 10.667 acres into 28 residential lots. (Third of a four week review) Clair and Steve Daines and Dave Crawford joined the DRC. Mr. Crawford explained the circulation of traffic which,he noted, will discourage through traffic through this phase and discourage high speeds. He noted that Oxford Drive with the elbow turn also will discourage high speeds and the cul-de-sacs are within the limits for the length of them and sewer mains. Associate Planner Chris Saunders reviewed his preliminary comments. Discussion followed on the installation of the sidewalks when the streets are installed. Project Engineer James Nickelson reviewed his preliminary comments. Mr. Crawford asked Fire Marshal Chuck Winn and Water/Sewer Interim Superintendent Mike Certalic about fire flow testing in this area when two hydrants are opened simultaneously. Discussion followed on the last test completed a couple days ago. Mr. Crawford asked about sewer line improvements and funding for them. He noted they are doing the engineering for the sewer improvements and are looking for the City's cooperation in funding as this project is on the IFCIP list. Mr. Certalic reviewed the comments from the Water/Sewer Department. Mr. Crawford indicated the locations of the ends of water and sewer mains and stubbing for them. Mr. Certalic added "and relocated at the end of Phase 2 for later connection to Phase 3" to the end of comment#2. Mr. Crawford asked for further explanation of comment#4, which Mr. Certalic gave. Mr. Certalic noted that he'd rather see the sidewalk financially guaranteed as it should not be installed prior to the installation of water/sewer. Mr. Nickelson noted the requirement was changed in the last subdivision revision- a financial guarantee or installation. Mr. Clair Daines noted the only difference is that it now the sidewalks have to be financially guaranteed. Mr. Crawford noted that sidewalk installation would work better if it were tied to the building permit. Discussion of the issue continued. C. SECOND WEEK REVIEWS 1. Burrito Shop Beer/Wine CUP#Z-9826 - (Olsen) 203 North Seventh Avenue - A Conditional Use Permit Application to allow the serving of beer/wine in an existing restaurant. Associate Planner Jody Olsen presented the application. She noted they don't have a disabled accessible parking space and will have to address the issue. 2. Strombolis Beer/Wine CUP#Z-9830 - (Olsen) 1216 West Lincoln Development Review Committee Minutes-April 14,1998 2 A Conditional Use Permit Application to allow the serving of beer/wine in an existing restaurant. Peter DiBerardenis joined the DRC. Associate Planner Jody Olsen presented the application. There were no questions from staff or the applicant. Chairperson Skelton noted that the Public Works Director and City Engineer need to be contacted for comments. 3, Wingate Inn MaSP#Z-9825 - (Arkell) Southwest corner of Valley Center Drive and Catron Street - Lot 2, Graf Minor Sub. - A Major Site Plan Application to allow the construction of a 3-story, 86 room hotel and detached 5,000 square foot restaurant. Gene Graf, Steve Sparks, and Brian Tolstadt joined DRC. Assistant Planning Director Debbie Arkell presented the application. She reviewed comments from last week and suggestions for addressing the concerns. She reviewed her initial comments. Discussion followed on the piping of the ditch, whether or not it will be moved, and what will happen with the existing easement. Planner Arkell distributed the grading and drainage plans. Mr. Graf asked about the SID for the water extension. He and Project Engineer James Nickelson discussed the timelines. Mr. Graf noted they will use wells just for an interim water supply. Chairperson Skelton noted a formal recommendation will be made next week to the Planning Board. Fire Marshal Chuck Winn asked how Mr. Graf will provide water for fire protection. Mr. Graf noted the pool will hopefully provide the water for the sprinkler system. Mr. Winn noted the pool will not provide water for fire hydrants. He discussed the installation of fire hydrants and the possibility of sharing of hydrants with Costco until the water main is installed. He noted the most vulnerable time for fire protection is during construction. He won't accept the liability for fire protection without adequate water supply. Planner Arkell clarified that the water supply will have to be installed prior to construction, complete with hydrants. Discussion continued on resolving the water supply. Mr. Graf asked, since the storrnwater retention pond has a stable water level, if they could pipe/pump from it to supply water for fire protection. Mr. Tolstadt clarified the water supply need. Chairperson Skelton noted a final recommendation will be made next week. Mr. Sparks noted that there are problems getting well permits from DEQ. Mr. Winn noted if the stream flows year round, it might be a possible water supply. 4. Bozeman Deaconess Health Services II Annexation#A-9803 - (Arkell) West of Highland Blvd./North of Kagy Blvd. An Annexation Application to annex 13.096 acres. (Second of a four week review) Assistant Planning Director Debbie Arkell presented the application. She reviewed last week's Development Review Committee Minutes-April 14,1998 3 issue. Chairperson Skelton noted the extension of Kenyon Drive will be looked at during subdivision. Water/Sewer Interim Superintendent Mike Certalic reviewed his initial comments. Chairperson Skelton asked if the DRC needs to look at this a fourth week. Planner Arkell noted it is up to the members. Mr. Certalic presented drawings of the existing sewer mains in the vicinity. His concern is with the easements. Project Engineer James Nickelson noted the hospital is already aware of the sewer problems. Planner Arkell noted she will notify Terry Threlkeld that next week will be the final week review. 5, Mandeville/State Lands MaSub Pre-application #P-9805 - (Arkell) Section 36, R5E, TIS A Major Subdivision Pre-Application Application to allow the subdivision of 314.19 acres into 105 commercial and industrial lots. (This review is a continued review from the February 24, 1998, agenda, as per the applicant's request.) Bryan Connelley, Belgrade Rural Fire Department,joined DRC. Discussion followed on city standard streets, city water and sewer, and the phasing. Mr. Connelley asked for the timeline for the annexation. He noted that the State lands on the south side of the Interstate have no fire protection. He suggested annexing the land to some fire district before any development occurs. He noted the parcel north of the interstate is in the Belgrade fire district. Planner Arkell noted they should be encouraged to join a fire district before filing preliminary plat. Chairperson Skelton asked why DRC is looking at subdivision before annexation. Planner Arkell explained the applicants wanted to know what issues to consider for annexation and subdivision. She noted their largest concern is probably with water looping and accesses. Mr. Winn moved, Mr. Poulsen seconded,that the meeting be adjourned. The motion carried unanimously.
