Chairperson Dave Skelton called the meeting to order at 10:00 a.m. 3
A. SECOND WEEK REVIEW
1. Norwest Bank MaSub #P-9809 - (Arkell)
211 West Main Street
- A Major Subdivision Application to aggregate and realign 18 lots into two s
lots (current location of County Office building and Norwest Bank and drive-
thru.)
Rick Gustine joined the DRC. Assistant Planning Director Debbie Arkell presented the project,
noting the DRC identified the need for a joint access easement for all accesses. Mr. Gustine noted
he is working with both owners to accomplish this, and that attorney Bob Planalp is currently
working on the easements. He reminded the DRC they are only moving the lot lines to make the `

parking lots fit the properties, and further explained the project.

Public Service Director Phill Forbes asked if it would be proper to show the alley easement. Mr. 1
Gustine noted it can be done. Planner Arkell noted the platting certificate identifies a recorded
public access easement as reflected on the Alley Vacation documents. Mr. Forbes indicated the
easement is adequate, but he and Mr. Gustine agreed that a separately shown easement would be
more clear and easier to identify.

Chairperson Skelton asked if the DRC needed to see this application another week, and hearing +!
no one request another week's review, it was noted this would be the last time the project would
be seen at DRC. The public hearing will be held before the planning board on April 7. M
2. Bozeman Ponds CTEP MiSP #Z-9827 - (Sherman)

- A Minor Site Plan Application to improve the existing park.
John Sherman presented the project. He explained the turn-around access revised for the fire �{
marshal. He explained the applicant's proposal for paving in the parking lot. For the COA he
noted he is requiring that parts of the parking lot be paved. Project Engineer Karen Finke noted
she needs a drainage plan. Mr. Sherman explained the requirements he will condition. He has
asked the applicant to provide a drainage plan when the paving plan is presented to the Planning
Office.
Water/Sewer Interim Superintendent Mike Certalic asked about the request for a larger water
service. He summarized discussions he has had in the past with Roh Dingman. He noted there is a

one sewer stub available to this facility.
Chairperson Skelton asked Mr. Sherman if he had discussed the project with Planning Director
Epple; he suggested Mr. Sherman discuss a variance for the paving. He noted the application will
be discussed at the Planning Staff meeting tomorrow.

Public Service Director Phill Forbes noted that if choosing between paving and curbing, he'd
rather see the parking lot paved first. N
Mr. Sherman asked Mr. Scholes if the radius met the requirement for the turn-around. Mr.
Scholes noted the radius shown would probably be adequate if no parking signs were posted.
B. INITIAL WEEK REVIEW
1. Mr. T's Modified CUP/COA#Z-9735 - (Olsen)

- A request to modify an approved Conditional Use Permit/Certificate of
Appropriateness condition to grant a two-year period for the completion of 8"
Street.
Terry Morrison, Chuck Busta, Vicky Neill, and Tom Stewart joined the DRC. Associate Planner
Jody Olsen noted that the review is being done at this time to discuss the gas line in the proposed
8`h Street and how to accommodate it in the interim between now and when the street is actually !
built.

Chairperson Skelton asked for the width of the alley. Mr. Stewart noted it is 18' wide, however, !
Project Engineer Karen Finke noted that it is 20' in width on the plat. Mr. Busta noted there is an
electric transmission line that runs along the east edge of the alley. Mr. Morrison asked where the
large transmission pole is located that has guy wires that encroach onto his property. Mr. Busta
noted its location,
Planner Olsen noted Mr. Morrison would like to financially guarantee the street so he can get his
project underway.

Public Service Director Phill Forbes asked Mr. Morrison to refresh his memory on how vehicles
will move through the site. Mr. Morrison noted the pathway of the tow trucks including exiting
through the alley. Mr. Forbes asked about paving the alley since it will have daily use during the
temporary use of it.
Fire Chief Al Scholes asked Mr. Morrison for his definition of temporary. Mr. Morrison noted it
depends on what happens between the City of Bozeman and MT Power,
Mr. Scholes noted his concern is with access. He noted the Fire Department can waive the access i
requirements if the building is sprinklered. Mr. Morrison noted that if the tow trucks can get in
and out, then the fire trucks can too. Mr. Scholes noted that he will need more details unless the
building is sprinklered. He noted, for the Fire Department to have access, the alley would have to
be improved with clear access and no parking would be permitted in the alley. Project Engineer i
Karen Finke asked what the maximum distance is from a fire hydrant to the farthest part of the t
building. Mr. Scholes noted it is to be 150' or less. He noted it depends on several other factors - f
type of construction, water availability, etc. He noted they need a minimum roadway-width of 20' ff

and adequate turning radius.
Mr. Busta noted that the line with the guy wires was built in 1909, so may need to be replaced.
Planner Olsen asked if the applicant could meet with someone in the fire department to discuss
their concerns; that was agreeable. Mr. Busta will research the gas line size and exact location. "
Water/Sewer Interim Superintendent Mike Certalic noted the domestic service line wasn't drawn
according to City standards and must to be. He asked what a "trap primer" is. Planner Olsen a
noted the architect will have to answer that.

Planner Olsen noted she will distribute the original conditions from each department for the
approved site plan.
2. HiLand MiSub Preliminary Plat#P-9810 - (Saunders)
1207 East Main Street ;
- A Minor Subdivision Preliminary Plat Application to allow the subdivision
or existing residential uses, one single family
of 2.9182 acres into two lots, both f
and one multifamily in multiple structures. Vehicle access to be provided by a
public street easement.
Associate Planner Chris Saunders presented the application. Public Service Director Phill Forbes
noted that at one point, there was an issue with water looping.
Water/Sewer Interim Superintendent Mike Certalic noted he has concerns with sewer issues.
Some lots have sewer and no water shown. He noted there are 2 sewer stubs and 5 water stubs
available to the project. Project Engineer Rick Hixson noted that a site plan would aid in locating
the property. Associate Planner Saunders distributed one of the vicinity maps provided with the
application. Planner Skelton noted that a site plan had previously been processed for property
which may have information on the site.

3. Boylan MiSub Preliminary Plat#P-9811 - (Saunders)
3747 South 19'"Avenue
- A Minor Subdivision Preliminary Plat Application to allow the subdivision
of 85.993+ acres into 4 lots. (First of a two week review)
Associate Planner Chris Saunders presented the application. Chairperson Skelton noted that an
easement for infrastructure will be required because it is within the urban growth area. Planner F
Saunders noted their biggest concern is with fire protection. Chairperson Skelton suggested there
be a shared access from North 19th to all four lots.

4. Bozeman Athletic Club Re-review#Z-9643A- (Saunders)
8601 Huffine Lane
- A request to re-evaluate the conditions of approval for the Conditional Use
Permit to address development of the project inside the City with City services.
Associate Planner Chris Saunders presented the application. He noted that assuming they will

complete the annexation, the project will now be constructed under City standards. Project
Engineer Rick Hixson noted that the infrastructure has to be in place before the service lines are
hooked up. Planner Saunders noted the changes in this revised plan.
Public Service Director Phill Forbes asked why DRC is reviewing this site plan before the
annexation is complete. Planner Saunders noted that Mr. Delaney was uncertain if the Valley
West sewer trunk would happen, therefore, he initially applied for wells and septic system.
Discussion ensued on suggesting Mr. Delaney request an extension of the site plan approval. If f
the DRC states that this is not a reviewable application until annexation occurs, then that is the 1
message Planner Saunders noted he will give to Mr. Delaney. Discussion followed on the water
usage by a sports club.
Chairperson Skelton noted it doesn't make sense to review a site plan before annexation and
subdivision have taken place. Discussion continued on the conditions for the original site plan
under county rules. Planner Saunders suggested that the review continue so the applicants can try (?
to mitigate the concerns of the DRC. Chairperson Skelton noted he'd like to see a master plan for
the area. Mr. Hixson noted the streets are located in rather iffy locations and have been renamed
from current street names.
Chairperson Skelton suggested meeting one more week. DRC concurred. a
Planner Saunders moved, Mr. Certahe seconded, to adjourn the meeting. The motion carried 5-0 '
and the meeting was adjourned at 11:10 a.m.
