Vice-Chairperson Chuck Winn called the meeting to order at 10:05 a.m.
A. FINAL WEEK REVIEWS
1. Amended Lot 9 Evergreen Business Park MiSub #P-9806 - (Arkell)
1701 Evergreen Drive
- A Minor Subdivision Application to allow the subdivision of a 2.578 acre
tract of land into two (2) lots.
Vice-Chairperson Chuck Winn introduced the project. In Planner Arkell's absence, Associate
Planner Chris Saunders presented the application and noted there were no plat conditions except
to file the plat within 3 years. There were no conditions from Streets/Sanitation, Fire, and
Engineering Departments. Senior Planner Dave Skelton presented Water/Sewer Interim
Superintendent Mike Certalic's one condition.
Project Engineer Rick Hixson moved to recommend conditional approval to the Planning Board
and City Commission based on the conditions of DRC . Streets/Sanitation Superintendent Roger
Sicz seconded the motion which carried 4 - 0.
2. Kamp MiSub #P-9708 - (Olsen)
I-90 &East Frontage Road
- A Minor Subdivision Application to allow the subdivision of 7.5 acres
into five (5) commercial lots.
Associate Planner Jody Olsen presented her department's conditions. Streets/Sanitation
Superintendent Roger Sicz asked if the applicant is proposing a public street. Project Engineer
Rick Hixson noted it does. Dan Kamp joined the DRC. The length of the new street was
discussed. Mr. Kamp asked if a letter from DEQ would suffice for a response to condition#12.
Planner Olsen noted that it would.
Mr. Hixson reviewed his department's conditions, noting that most are standard. (City Engineer
Craig Brawner joined the DRC.) Condition#12 is the exception and refers to reports that must
be provided.
Mr. Sicz noted he is concerned about the lack of a second egress/ingress to the subdivision.
Mr. Kamp noted that he would like to provide a second access,but it isn't possible at this time.
Discussion followed on the possibilities for a cul-de-sac and future street extension.

Planner Olsen reviewed a memo from Water/Sewer Interim Superintendent Mike Certalic, noting
that most of the conditions have been covered by Mr. Hixson. Mr. Certalic also noted that the
tie-in for the water and sewer are difficult to see on the plans. Mr. Hixson suggested using a
different scale. (Public Services Director Phill Forbes joined DRC.)
Senior Planner Dave Skelton moved, Mr. Hixson seconded,to recommend conditional approval
to the Planning Board and City Commission. The motion carried 6-0.
B. SECOND WEEK REVIEW
1. Stadium Center MaSub Preliminary Plat#P-9802/PUD #Z-9811 - (Olsen)
South 11"Avenue and Kagy Boulevard
- A Subdivision Planned Unit Development Application to allow the subdivision
of 15 + acres into 17 lots for commercial development. (Second week of a four
week review.)
Dan Kamp and Gene Cook joined the DRC. Associate Planner Jody Olsen reviewed the
comments for the subdivision, which included comments from Wendy Williams of NRCS who
suggested further consideration of ground water in the swale area on the western portion of the
property.
Mr. Kamp explained the phases. Discussion followed on the proposed streets and phase line
locations. Mr. Cook asked if there would be a pay back for others who tie into the water line he
is installing. City Engineer Craig Brawner noted that will be dealt with at the Commission level.
Mr. Kamp asked for the reason for a 90 foot right-of-way. Project Engineer Rick Hixson noted
it will become a collector south of campus, especially when South 11"Avenue ties into the
extension of Graf Street.
Mr. Hixson noted that the Master Plan shows a 12'main on Kagy tying into South 19th. He
noted the City needs a continuous 12" main through the development. Mr. Cook asked if the City
will pick up part of the cost of the oversizing. Mr. Hixson noted that is also up to the City
Commission. Further discussion followed on the water mains.
Vice-Chairperson Winn asked if the water improvements would be completed before the applicant
begins construction. Mr. Cook noted he will do whatever the City desires. Vice-Chairperson
Winn noted that if the applicant wants to occupy any of the buildings before the water mains are
installed, the buildings will have to be fire sprinklered.
Streets/Sanitation Superintendent Roger Sicz asked how the streets will be finished- curb, gutter,
and sidewalk, or what. Discussion followed on the conditions for the Skyview Professional
Building and what will be required for this project. Ray Center joined the DRC. Mr. Brawner
explained why the curb and gutter should not be required until after the final layer of asphalt is
applied some time in the future.

2. Bridger Pears Town Center MaSub Pre-Application #P-9807/
PUD Concept Plan #Z-9819 - (Saunders)
Northeast corner of West Oak Street and North 19"'Avenue
- A Major Subdivision Pre-Application and a Planned Unit Development
Concept Applications to Subdivide 42.24 acres into 11 lots for commercial
development.
Keith Belden and Jason Leep joined the DRC. Associate Planner Chris Saunders explained the
application, noting staff concerns, for example: narrow access, gas line located on property,
storm drainage issues, and needed easements. He noted that all parking is to be installed with the
initial phase of the project. Mr. Belden explained how the parking will be installed in phases, if
they choose to phase the development. Mr. Belden and Planner Saunders discussed possibilities
in phasing. Mr. Belden explained an existing easement that isn't shown.
Senior Planner Dave Skelton suggested including the type of lawn furniture and other furnishings
that will be used outdoors as part of the design. Mr. Belden noted that the applicants have a
landscape architect working on those issues.
Project Engineer James Nickelson, Mr. Belden, Mr. Leep, and Mr. Brawner discussed the existing
sewer easements. Planner Saunders asked if that will give the City additional right-of way along
N. 19th and room for turn lanes. Mr. Belden noted it should. Discussion followed on future
streets in the area, through this property and the adjacent property; the extension of current
streets from Durston Road north; the stream-ditch that traverses the property; and the regulating
of the stormwater entering the strcam/ditch as there would be a considerable amount of
stormwater produced by the development.
Mr. Belden asked about subdividing the east portion from the west portion as needed for the
PUD. Planner Skelton noted that a Master Plan is need for the entire 40 acres. The intent was to
have one for the entire 80 acres,but that didn't happen. Planner Skelton asked Mr. Belden to at
least get some schematics for the transportation. Mr. Belden described the concept plans and
other plans for the whole 80 acres. Planner Skelton asked if there should be a concern about the
internal road system between North 15"Avenue and North 19"Avenue for this development.
Discussion followed on that question. Mr. Brawner asked about the interior road proposed -
would it be a public road. Mr. Belden noted it would as it provides access to parking and for
service deliveries. He noted it will probably remain a private street to provide access between the
two lots.
Vice-Chairperson Winn noted that they need to envision fire hydrants around the rear of the
buildings. His department needs fire hydrants in front and rear of the buildings to adequately
protect the building.
Mr. Brawner noted that Planner Skelton is correct in wanting to see what the adjoining uses will
be to ensure proper accesses. Mr. Belden and Mr. Brawner continued the discussion. Public
Services Director Phill Forbes noted that the accesses from Oak Street were planned for a
residential development and done in a systematic way, in response to Mr. Belden's comment that
accesses were placed willy-nilly along Oak Street.
Planner Saunders asked if they are allowed to subdivide the east portion from the west portion,
could they use the guidelines from the west side to develop the east side. Planner Skelton noted it

could be possible, with further review.
Discussion followed on enlarging the landscaping islands and flow of the stormwater.
Planner Saunders noted that the architect wants to have the preliminary plat submitted by the end
of March.
C. INFORMAL REVIEW CONTINUED
1. Tange Commercial Center Subdivision Informal#I-9807- (Arkelb
75 Baxter Lane
- An Informal Application for advice and comments on a subdivision.
Carl Tange and Cynthia Schwartztrarber joined the DRC. In Planner Arkell's absence Senior
Planner Dave Skelton reviewed the discussion of last week. Mr. Tange noted he wants to do
nothing to North 11'h Avenue until the adjoining property owners will participate. He plans to
have I-90 traffic directed to North 191h Avenue and downtown traffic will be directed east to N.
7"'Avenue.
City Engineer Craig Brawner noted that most of these lots don't need the North 11`h Avenue
access, however, when property is subdivided, the street is usually required.
Mr. Tange noted that the water is already installed and he will have to install the sewer, so all that
will be left is the street. He can't see installing it until it is needed. He envisions building a
convention center along North 11`h Avenue behind the other hotels, then he could install the
street. He further discussed his plans for the area, noting he has signed a waiver of right to
protest improvements to North 11"'Avenue. He just isn't agreeable to giving all of the land for
the street. He prefers to have the street constructed with an SID.
Discussion ensued on the attributes of the street being straight or curved. Mr. Brawner asked
about the access to Lot 4. Mr. Tange noted that there are two accesses from Oak Street, one is
shared with Days Inn and the other is across the creek. Mr. Brawner noted Mr. Tange's plan
seems valid. Discussion followed on building North 11"'Avenue a few feet into the property to
allow access to Lots 3 and 4 with a cul-de-sac at the end. Mr. Tange noted that Perkins is not
interested in developing his property, he wants to sell it. He noted future expansion plans for the
hotel.
Mr. Tange noted he will submit the pre-app in the near future.
FYI--
Planner Skelton presented a Minor Subdivision on Shawnee Way noting it was a 5 lot minor
which was amended to include a larger lot at the southeast comer. The southmost portion of the
lot would have no direct access and the land owner may want to break it off and sell a portion of
the lot. The owners are talking about getting some type extension of the water/sewer with a
access/utility easement across the front of the lot. Discussion followed on the main extensions.
City Engineer Craig Brawner noted they could install service lines. D.R.C. questioned if that was
possible since the extension would be more than 150 feet.
Mr. Hixson moved, Mr. Forbes seconded, to adjourn the meeting. The motion carried 6 - 0.
