MINUTES
Members Present: Neil Poulsen, Roger Sicz, Mike Certalic, Chuck Winn

Vice-Chairperson Chuck Winn called the meeting to order at 10:00 a.m.
A. FIRST WEEK OF A TWO WEEK REVIEW
1. Sundance Springs Subdivision Ph. 2 & 3, Pre-application - (Arkell)
North of Goldenstein Road, East of South 3`d
- A Pre-application Application to allow the subdivision of 68.35 acres into
75 single family lots.
Assistant Planning Director Debbie Arkell presented the application. She noted that the Final Plat
for Phase I has been submitted for review and gave a brief description of it. Discussion ensued on
Graf Street extension, water and sewer mains, the parks to be dedicated and maintained by the
homeowners association, the location of the lots next to the trail/trail corridor, police and fire
protection to be provided by the City. She asked for comments by a week from this Friday.
Vice-Chairperson Winn noted he had sent Morrison-Maierle, Inc, a letter noting the response time
for the fire department to reach this area, and he will supply Ms. Arkell with a copy of it.
Vice-Chairperson Winn asked why the applicants are asking for a waiver for submitting the whole
environmental impact study except for sewer disposal and water. Planner Arkell noted that the he
traffic study was updated in 1993, 1994, and 1995, and a complete EA/CIS was submitted in
1995 with the PUD submittal, and the applicant's representative felt that information was still
current.
B. INFORMAL REVIEWS
1. Kountz Transfer Station
Planning Director Andrew Epple brought to the table Dick Kountz's proposal for a transfer
station on his property. He noted the business is a nonconforming use and would require a
conditional use permit for an expansion. Streets/Sanitation Superintendent Roger Sicz noted Mr.
Kountz would have to get a permit from DEQ. He also noted it is not a good place for a transfer
station, the neighbors will probably be against it.
Chief Building Official Neil Poulsen discussed building over fill materials. Streets/Sanitation
Superintendent Roger Sicz and others noted several MDT concerns and the need for a traffic
analysis.
Vice-Chairperson Winn noted that Rae Fire would probably require sprinklering, and there would
be requirements for a monitoring system for the materials that will be squashed out, bird control,
and chemical and hazardous materials.

2. Checker Auto Parts
Planning Director Epple presented a proposal for the west side of the Ernst building for Checker
Auto Supply. He noted the proposal is to tear off the old garden center and making the primary
entrance on the west side with parking in that area also. Discussion followed on the driving aisle
width(Vice-Chairperson Winn noted it would be satisfactory with his department if a raised,
bollard delineated a space to allow emergency entrance into the building, similar to what is at the
Bon). Planner John Sherman noted that installation of a required sidewalk along the front
elevation is a problem- the concrete pad of the garden center extends out into the proposed
parking area. He continued that they want to overlay a tapered area from the pad to the driving
aisle to allow parking. Discussion continued on parking, handicapped parking, and the removal of
the canopy before Staples can open as the sprinklering has been disconnected. Water/Sewer
Interim Superintendent Mike Certalic noted there is a concern with the domestic and fire lines.
3. Pea Cannery and Story Mill
Discussion ensued on problems with the Pea Cannery and Story Mill.
There being no further business, the meeting was adjourned at 10:40 a.m.
