Chairperson Dave Skelton called the meeting to order at 10:00 a.m.
A. FINAL WEEK OF THREE WEEK REVIEW
1. River Run Concept PUD/Pre-Application #Z-97178/#P-9761 - (Saunders)
Manley Road
Concept Planned Unit Development and Major Subdivision Pre-
Application Applications for a mixed-use planned unit development on roughly 89
acres and a 40 lot subdivision on 54.86+ acres, the part of the PUD that is
residentially zoned, located on what has been formerly referred to as the Manley
Property.
This item was discussed second on the agenda.
Steve Anderson joined the DRC.
Streets/Sanitation Superintendent Roger Sicz noted he had talked to Planner Chris Saunders
about the Manley Road, which will be a County road that will be maintained by the County. He
noted that Chris was going to condition it as such. Mr. Sicz noted that he is not in favor of the
private street, noting if it is a standard street then their site plan cannot have the hammerhead
turnarounds. It was noted that the fire department was concerned about the turn grounds also.
Project Engineer Karen Finke reviewed her comments, noting that most are not standard. (Staff
Reports are on file in the Planning Office.) Planner Saunders asked if the applicant should plan to
serve the whole 89+ acres with water(condition#10). City Engineer Craig Brawner noted the
applicant should address the whole subdivision. Mr. Sicz asked Ms. Finke if she had included in
her conditions waivers for improvements to the intersections at Manley Road and Griffin Drive.
(Fire Marshal Chuck Winn arrived.) Planner Saunders noted those waivers were part of the
Annexation agreement.
Water/Sewer Interim Superintendent Mike Certalic reviewed his comments. He asked Mr.
Anderson about the looping of the water. He and Mr. Anderson discussed looping scenarios.
Ms. Finke noted that after last week's meeting, Larry Vosti had mentioned reconfiguring the lots
to accommodate the dead-end extension. Mr. Anderson asked if the applicant could install a
water main into the property 400 feet then stub from it. Mr. Certalic noted that would suffice,
then noted the labeling on the plan isn't consistent.

Planner Saunders reviewed his comments, gave Mr. Anderson the comments from County Road
Superintendent Sam Gianfrancisco.
Mr. Brawner clarified Ms. Finke's condition#4a to add"all streams and ditches shall provide the
proper easements" in place of"All other ditches shall be provided a 20' easement".
Mr. Anderson asked what was needed for Ms. Finke's condition#4b dealing with the flood plain
and the floor elevations of each lot. Engineer Rick Hixson noted that the finish floor elevations
have to be located two feet above the established 100 year flood plain.
Planner Saunders asked for the opinion of the DRC for the suggestion of having entirely private
streets inside the development. He'd rather see all public or all private. Chairperson Skelton
noted that the streets have to allow for on-street parking. Planner Saunders concurred.
Chairperson Skelton noted that sidewalks and curb and gutter will be required.
Mr. Brawner asked Mr. Anderson about the hammerheads, noting that the City doesn't allow
them unless there is no other way to access the lots. This is an open field and can be designed
without hammerheads. Mr. Brawner asked if the non-requirement of curb, gutter, and sidewalk
on Manley Road would require a deviation. Planner Saunders noted it would not as this is a
PUD.
Chairperson Skelton asked DRC members to forward their comments to Planner Saunders.
2. Harvest Creek MaSub Preliminary Plat Application #P-9762 - (Skelton)
5461 Durston Road
- A Major Subdivision Preliminary Plat Application to allow a phased
subdivision of 149 acres, with phases 1-3 and a remainder the subject of this
application. 235 lots will be created on 48.44 net acres for single family residential
development. Formerly referred to as the Gateway Limited Partners Annexation.
CONTINUED PENDING NEW SUBMITTAL
This item was discussed first on the agenda.
Chairperson/Planner Skelton distributed a letter to be sent to Joe Sabol and Bruce Foley. He
noted that DRC had determined last Tuesday afternoon that this was an incomplete submittal and
the applicant would be notified that the submittal would be deemed as such unless an request for a
continuance was received. As of this morning, no new materials have been received.
Chairperson/Planner Skelton asked for comments on the letter.
DRC determined that the punch list presented last week was adequate for notifying the applicant.

3. Bozeman Athletic Club West
Advice from DRC on plan adequacy for development within the City.
Planner Chris Saunders presented the plans. He noted the project was approved for outside the
City limits, and now the property has been approved to be annexed and it must be developed
according to City standards. He asked for further comments, noting this is a CUP. The
configuration has changed. He referenced the changes on the plan. Fire Marshal Chuck Winn
noted that he will have conditions now that it is within the City.
City Engineer Craig Brawner noted the layout of the sewer and water lines on the site plan is
confusing. They need to fit the Master Plan and the applicant should determine that the sewer
mains will not be located under public streets. Mr. Brawner continued that the DRC should have
the opportunity to review this application using criteria pertinent to the new status. Planner
Saunders asked if the DRC wanted to do a standard 3 week review. Public Service Director Phill
Forbes asked if there have been any assurances that the applicant will sign the annexation
agreement. Planner Saunders noted he won't receive City services if he doesn't.
Streets/Sanitation Superintendent Roger Sicz asked if a traffic study was done. Planner Saunders
noted a trip generation study was done.
DRC members determined that they want a standard 3 week review for this project. Mr. Brawner
asked that the applicant fill in the information on the sewer/water. He'd like to see their master
plan for sewer and water for the whole development. Discussion followed on the Valley West
sewer trunk.
1. Bozeman Interfaith Housing II
i. Advice from DRC on additional development.
Planner Chris Saunders presented the proposed development, noting it was originally approved
with a plat restriction that until certain lots were served by sewer/water they couldn't be
developed. They have received $400,000 in a grant and want to know if they can extend the road
and water lines, so the water lines don't exceed the 500'maximum dead-end line. Water/Sewer
Interim Superintendent Mike Certalic noted that the lines will still be in excess of 500'. He
suggested looping the water. Discussion followed on the street extension, fire hydrants, water
line extension length. City Engineer Craig Brawner noted that Commission will go for this type
of development. He is concerned about getting infrastructure to Lots 3 &4. Planner Saunders
noted that those lots belong to First Baptist Church. Mr. Brawner asked if the access will come
from Babcock Street. Fire Marshal Chuck Winn had a concern about the cul-de-sac location in
respect to access to the building for fire protection. He cannot comment on this development
until he sees the site plan.
Mr. Brawner asked how the infrastructure will be built, before or after the building permit.
Neighborhood Coordinator James Goehrung commented on the facts for the project, noting he
has suggested to the neighbors that this would be a prime time to put in the infrastructure as a
group project. Discussion followed on the psi water flow. Planner Saunders asked if the City is
willing to consider a modification of the approved site plan. Mr. Goehrung noted that if the City
doesn't come up with the money to do the improvements, the grant will have to be returned.
Discussion ensued on the driving effect of the fire department requirements on this project.

DRC members agreed that they needs to see a site plan. Public Services Director Phill Forbes
noted he would not like to soften the approval of the original application. Streets/Sanitation
Superintendent Roger Sicz noted if the street doesn't go through, it becomes a longer and longer
cul-de-sac. Three discussions were held at once. Mr. Sicz noted this should be treated as Phase I
was treated. Mr. Winn concurred, however, he noted he has safety concerns.
Planner Saunders suggested a subdivision variance may be the correct vehicle to allow the 30,
extension of the infrastructure beyond the 500'limit.
A discussion ensued on the type of review and the number of weeks needed for a review.
Mr. Winn moved, Mr. Sicz seconded, that the meeting be adjourned. The motion carved 6 - 0.
The meeting was adjourned at 11:15 a.m.
