HomeMy WebLinkAbout14 2007 Water Rec Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: 2007 Water Reclamation Facility (WRF) Upgrade – Phase I Expansion Project Amendment No. 4 MEETING DATE: December 8th, 2014 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve and authorize City Manager to sign Amendment No 4 to the Professional Services Agreement. BACKGROUND: Attached is a copy of the partially executed Amendment No. 4 with HDR Engineering, Inc. for the 2007 WRF Upgrade – Phase I Expansion Project. This amendment covers three different items. The first is the completion and startup of digester 3 and solids dewatering facility. As you are aware, this portion of the WRF has not been placed into service due to leakage problems with the digester. The contractor is on site and continuing to make repairs to the structure. The project was supposed to be complete in late fall of 2011. As a result of the time overrun, and continued need for construction inspection and administration services, the approved budget has been exhausted and in need of amending. Once the leaks in the structure resolved, there are still several processes that will need to be started up requiring engineering oversight, and the consultant will also need to provide project closeout services. The costs of these services are subject to reimbursement by the contractor under the liquidated damages provision of the contract. The second item is to add design and procurement assistance services for the existing digesters. The mixer seals on these digesters are leaking allowing digester gas to escape. After digester 3 is put into service and accepted, the existing digesters are scheduled to be drained, cleaned and repaired. The mixer seals and associated concrete and anchorage repairs will need to be designed and bid. The final item is to fund ongoing technical support from HDR for water quality monitoring and analysis on the East Gallatin River. Three years of water quality data are required per a DEQ approved sampling and analysis plan to develop a nutrient model of the East Gallatin River system. The nutrient model will be utilized to inform future decision making for wastewater discharge permit compliance issues as they relate to discharge limits established by the DEQ in its Lower Gallatin Total Maximum Daily Load (TMDL). 148 UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission FISCAL EFFECTS: The estimated cost of this amendment is $81,411. This consists of $63,433 for the additional inspection and administration services required for completion and startup of the digester project, $12,978 for the digester 1 & 2 mixer seals, and $5,000 for the TMDL assistance. Construction phase services are paid for on a time and material basis, so only the actual time spent on the project will be reimbursed.
