FIRST WEEK OF THREE WEEK REVIEW 1. Bridger Industrial Park,Ph. 2 MaSP#Z-97167- (Olsen) 2304 North 7th Avenue - A Major Site Plan Application to allow the construction of a second warehouse/office structure and related site improvements. Planner Jody Olsen presented project. Water/Sewer Superintendent Larry Woodward noted that all the buildings will be built over at least 10 feet of fill material. The City doesn't have equipment to install or service sewer lines at that depth, also the sewer lines are currently 8 feet below the surface. He noted the sewer is available in that area, and the applicant will want three stubs. Discussion followed on fire hydrants and existing water and sewer. Mr. Woodward noted the City will have to contract to have the sewer installed,however,the water is no problem. Permit Coordinator Kirsten Emborg noted the fill work will have to be compacted. City Engineer Craig Brawner noted the turning lanes for the trucks will have to be checked. Fire Marshal Chuck Winn noted that no sprinkler systems are shown, and their requirement will be contingent on the uses in the structure. Discussion followed on how the building will be built, the parking shown, the need for a list for the types of tenants to be allowed, turning templates for the fire department, and the flow of the storm water to the retention pond, 2. Skyview Professional Building CUP/Var#Z-97168 -(Olsen) 1825 South 1 lth Avenue - A Conditional Use Permit Application with variances to allow the construction of a 2%Z story professional office building and related site improvements. Planner Jody Olsen presented the application,noting the applicant has reduced the building height from being 18'too high to 8'too high. She continued that he is asking for a variance for the height. Fire Marshal Chuck Winn noted the structure will be required to be sprinklered. Water/Sewer Superintendent Larry Woodward noted that, in a conference with Streets/Sanitation Superintendent Roger Sicz,Mr. Sicz didn't have a problem with cutting the pavement if Mr. Winn requires sprinklering. Assistant Water/Sewer Superintendent Mike Certalic noted the City needs Development Review Committee Minutes-December 9,1997 1 a waiver of right to protest the creation of SID's for water distribution system improvements. Mr. Woodward noted that Mr. Sicz thought the applicant should have to build his half of Kagy Boulevard. Discussion followed on the grade of Kagy Blvd. in that area. Discussion ensued on peak flows for the water lines in that area. Mr. Woodward noted that if the building doesn't have to be sprinklered,then the applicant will have to get permission from the City Commission to do the street cut for a domestic water line. He also noted that the Water Dept. comments are different for this proposal than the comments in the informal review due to the distance they are showing for the dead-end water lines. B. FIRST WEEK OF A FOUR WEEK REVIEW 1. Stone Ridge Zoning PUD Preliminary Plan Review#Z-97176 - (Skelton) West of North 19th Avenue between Durston Road and Baxter Lane A Planned Unit Development Application to allow a mixed-use development on North 19th Avenue. 2. Stone Ridge MiSub I Preliminary Plat Review#P-9749 - (Skelton) Intersection of Durston Road and North 19th A Minor Subdivision Preliminary Plat Review to divide 28,42 acres into 5 lots for future commercial development. 3. Stone Ridge MiSub II Preliminary Plat Review#P-9750 -(Skelton) Intersection of Baxter Lane and North 19th A Minor Subdivision Preliminary Plat Review to divide 11.59 acres into 4 lots for commercial or industrial development. Chairperson/Senior Planner Dave Skelton distributed the applications,noting there are three steps to this project-the PUD for the full project and two minor subdivisions. He described the uses proposed for phases 1 and 2;phase 3 will be the business park, which would need to be zoned B- 2 and/or BP;phase 2 is residential, and phase 5 is industrial and commercial. Water/Sewer Superintendent Larry Woodward noted that the applicant needs to get the zoning in place before he does anything. Planner Skelton asked if DRC should look at proposed uses and then if the proposed use doesn't happen, the infrastructure will be oversized. Mr. Woodward noted that would be the best plan. Planner Skelton noted that there are two preliminary plats in Volume 2 for Phase 3 and Phase 4. The applicant hasn't done the Pre-Applications yet, therefore, the DRC is not looking at those plats. DRC is also not looking at phases 2 and 3, only phases 1 and 5. He asked if the uses for phases 2 and 3 have to be nailed down before the subdivision PUD can be decided upon as those phases will affect the subdivision PUD. Public Services Director Phill Forbes joined DRC. Planner Dave Skelton noted the initial comments from the informal are included with the PUD. Planner Skelton distributed the minor subdivisions. He asked for overall comments on the PUD, noting that Lot#1 is for a Holiday gas station,which is triggering this subdivision. He discussed the infrastructure and the public and private streets. Planner Skelton has discussed the extension of North 22nd noting ing that DRC will require an easement for the extension,which will have to be Development Review Committee Minutes-December 9,1997 2 improved to City standards with the development of Lot 5. Discussion ensued on the zoning of Lots 1-4 are B-1 and R-O, and Lot 5 is R2A; current rights-of-way, and current streets. Planner Skelton noted this isn't the first week of a four week review, as the Certificate of Platting hasn't been submitted. City Engineer Craig Brawner noted the curvilinear streets will create an addressing nightmare. Planner Skelton noted that the second Minor Subdivision application is for the Chamber of Commerce building on the north end, across N. 19th on the south side at Baxter Lane. Dave Smith of the Chamber has called Planner Skelton and noted he will be applying for a building permit in the near future. Planner Skelton noted he told Mr. Smith the Chamber building permit is at a minimum of 6 to 8 months out. Mr. Woodward noted that water and sewer won't be as much of a problem for Minor Sub Phase 2 as for Minor Sub Phase 1. Planner Skelton asked DRC to look at the whole PUD to determine whether the vehicular circulation and the infrastructure work. He continued,then when reviewing the minor subs,the DRC should be specific. He noted that phase 3 is the problem in this proposal. Mr. Springer wants to do the same as in Phase 2,but also put in banks,hospitals, etc., which don't fit the current zoning. He'd have to do an MPA and a ZMA. For the good of the DRC: Mr. Brawner asked when Harvest Creek is coming in. Chairperson Skelton noted the applicants plan to have it in next week. It is for 408 SFR's. Discussion followed on the problems when addressing on curvilinear streets. Mr.Nickelson moved, Mr. Certalic seconded, the meeting to adjourn the meeting. The motion carried 5-0.
