HomeMy WebLinkAbout10-07-1997 DRC Minutes DEVELOPMENT REVIEW COMMITTEE TUESDAY, OCTOBER 7, 1997 MINUTES Members Present: Dave Skelton, Larry Woodward,Roger Sicz,Neil Poulsen, John McNeil, Chuck Winn Staff Present: Rick Hixson, Debbie Arkell, Chris Saunders, Carol Schott Visitors Present: Joan Rudberg, Lowell Springer, John Sinrud, Frank Armknecht, Steve Armknecht Chairperson Dave Skelton called the meeting to order at 10:05 a.m. A. DISCUSSION ITEMS 1. Financial guarantees, accuracy of plans, and certification of improvements Chairperson Skelton discussed incomplete submittals, accuracy of plans, and certification of improvements, noting that during first week reviews, if DRC members determine the submittal to be incomplete,the submittal will be delayed for further review. With certification of improvements being completed,the architect or engineer is to certify that all improvmemnets are installed, with landscaping and some minor topsoil grade possibly being financially guaranteed; the infrastructure and improvements for a project has to be certified before occupancy. B. FINAL WEEK REVIEW 1. Stoneridge MiSub Pre-Application, Phase II - (Skelton) East of North 19th, at the corner of N. 19th and Baxter Lane Lowell Springer joined the DRC. Senior Planner/Chairperson Skelton introduced the application and the applicant. He reviewed his comments (all staff comments are on file in the Planning Office). Mr. Springer responded that Morrison-Maierle, Inc. is handling the description and he was not aware until yesterday that the description of the Tschache tract wasn't adequate. Chairperson Skelton noted it is critical to have it done before the building permit for the new Chamber building comes through or the Building Permit will be held up. Project Engineer Rick Hixson reviewed his comments. He discussed the certificate of dedication, noting the dedication has to be within the property lines. Mr. Springer noted it is their intent to dedicate the street to the City. Mr. Hixson suggested a deceleration and acceleration lane to Baxter Lane as traffic is moving at 55 mph. Mr. Springer noted that a left turn onto 19th will be a bigger problem. Streets/Sanitation Superintendent Roger Sicz noted that a signal at that location is not in the near future. Mr. Hixson inquired if the is sewer centered on the 50 foot casement as it is shown to one side. Mr. Springer noted he would check with Morrison-Maierly, Inc. Mr. Hixson, Mr. Winn, and Mr. Woodward had no comments. Development Review Committee Minutes-October 7,1997 1 noted the color of the building is not shown on the plans. The proposed signage is fine. Chief Building Official Neil Poulsen asked what fire rating the walls will have. Mr. Sinrud noted that Jim Collins had approved a non-rated building. Project Engineer Rick Hixson noted the calcs for storm water are needed. Planner Saunders noted the ealcs are required to be included on the final site plan. He also noted there is a recommended seed mix for grass plantings in the North 19th Avenue corridor. D. INITIAL WEEK REVIEW l. Crescent Valley MiSub#P-9744 MaSP - (Arkell) Corner of Babcock, Ferguson and Fallon A Minor Subdivision Application to create 3 lots from a 21.37 acre tract. Planning Director Debbie Arkell presented the application, noting that the proposed project is part of the Valley Unit annexation. She noted that zoning has been amended to R-4 and R-O from B-1 and she discussed existing and new streets, existing sewer mains, and new water mains. 2• Crescent Valley MaSP #Z-97158 - (Arkell) Corner of Babcock, Ferguson and Fallon A Major Site Plan Application for residential condominium and office development on Crescent Valley Minor Subdivision. Planning Director Debbie Arkell presented the application,noting the proposed uses were a 106 unit residential condominium project and a nine structure office complex. Discussion ensued on existing curb and gutter and what will be required. Water/Sewer Superintendent Larry Woodward noted the sewer is bottle-necked in that area, There is a definite problem with sewer capacity. He noted that Kountz Trailer Park was to have fixed it,but hasn't yet. Discussion followed on SID's for sewer and water, size of sewer needed, and easements on record. It was also noted that this property has been paying water and sewer SIDs since the 1980s. Streets/Sanitation Superintendent Roger Sicz noted this project will finish out the section of Ferguson Avenue from Fallon Street to Babcock Street with curb and gutter and sidewalk on the east side. 3. Gianforte Density Amendments ZCA#Z-97156- (Saunders) A Zone Code Amendment Application to amend the residential densities to change the definitions to allow calculations for"net'densities. Planner Chris Saunders presented the application,noting the biggest issue is that currently the residential densities are calculated using gross densities. Planning Staff would like further net density definition clarification. This application is before DRC to get comments on the statement that infrastructure installation and maintenance is a problem in wetlands and floodplain related areas. Development Review Committee Minutes-October 7,1997 3 FOR THE BETTERMENT OF THE DRC: Larry Woodward asked when would a group home come up for hearing. Chris Saunders noted the requirements. Mr. Woodward noted there is one being built at the corner of Michael Grove and Mendenhall. Neil Poulsen noted the building permit is being routed to the departments today. Chuck Winn asked about Bin Chang moving in renters in University Apartments. Mr. Poulsen noted that Mr. Chang has gone way beyond what he was permitted to do.
